MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, August 12, 2010 The Owasso Economic Development Authority met in regular session on Thursday, August 12, 2010 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 PM on August 10, 2010. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Thomas called the meeting to order at 10:00 AM. PRESENT Dirk Thomas, Chairman Dee Sokolosky, Vice Chairman Frank Enzbrenner, Trustee Bryan Spriggs, Trustee A quorum was declared present. ABSENT Gary Akin, Secretary David Charney, Trustee Steve Cataudella, Trustee STAFF Rodney Ray, OEDA Manager; Karl Fritschen, Community Development; Roger Stevens, Public Works; Warren Lehr, Assistant City Manager; Juliann Stevens, Minute Clerk, Jerry Fowler, Neighborhood Coordinator ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR TRUSTEE APPROVAL OF THE OEDA CONSENT AGENDA A. Approval of minutes of the July 8, 2010 Regular Meeting B. Approval of claims C. Acceptance of the monthly financial report Mr. Enzbrenner moved to approve the consent agenda, seconded by Dr. Spriggs. AYE: Enzbrenner, Sokolosky, Spriggs, Thomas NAY: None ABSTAIN: Motion carried 4 -0. ITEM 3: PRESENTATION AND DISCUSSION OF OVERLAY DISTRICTS AS A PART OF DEVELOPMENT STANDARDS. Mr. Fritschen presented information and examples regarding the use of overlay districts. Discussion was held. ITEM 4: REPORT FROM THE COMMUNITY DEVELOPMENT DIRECTOR Mr. Fritschen presented the July Building Permit Report. August 12, 2010 ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. ITEM 6: REPORT FROM OEDA MANAGER Mr. Ray provided information shared during a press announcement held by representatives of PSO in regards to their GridSmart Technology. Mr. Fowler was introduced and provided an update on the Strong Neighborhood Initiative. ITEM 7: REPORT FROM OEDA TRUSTEES No Report. ITEM 8: NEW BUSINESS None. Memorial Drive - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - The Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - Right -of -way for the remaining two properties is currently in the condemnation process and the staff anticipates the hearing for each parcel of property to take place this month. It is further anticipated that the City will be allowed to enter the property by early to mid - October. As a result, utility relocations will begin in October 2010, with completion scheduled to occur in March of next year. E. 106 Street North and Garnett Road Intersection Improvement Project - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry, Engineering Design is 95% complete. - PSA Dewberry submitted final right -of -way acquisition documents to ODOT for approval in mid - April. In July 2010, ODOT approved right -of -way acquisition documents. Therefore, City staff has begun right -of -way negotiations. - Staff anticipates right -of -way negotiations and utility relocation be completed by February of next year. - Construction is expected to begin in April of next year and completed by March 2012. East 96 Street North Regional Detention (Phase II and III - Detention Facility/ Garnett Structure Modifications) - In March 2009, the engineering design was completed by Meshak and Associates. - City Council awarded a construction contract to Cherokee Builders in the amount of $1,525,006 at the December 1, 2009 City Council meeting and construction began January 11, 2010. - The outfall structure at the low end of the pond is at substantial completion with only the headwalls and dissipaters remaining. The wetlands area at the large site is being hydro - mulched and topsoil is being placed over the dam and western embankment. Work has begun on the concrete drop structure on the northeast corner of the project and the Ator mitigation efforts are under way. This project is on schedule, on budget, and is approximately 55% complete. Wastewater Treatment Plant and 117 Street Lift Station Upgrade - In September 2008, the engineering design was completed by Greeley and Hansen. - OPWA Trustees awarded a construction contract to BRB Contractors in the amount of $8,465,500 during the December 1, 2009 OPWA meeting and BRB contractors began mobilizing equipment during the week of February 8. The Contractor recently installed the new relief pump station, as well as the cast in -place concrete walls at the activated sludge pump station. Bypass work and the installation of the new piping system at the 117 Street Pump Station is scheduled to take place in early October. This project is currently ahead of schedule and approximately 32% complete. East 76 Street North Sanitary Sewer Interceptor - In March 2009, the engineering design was completed by Greeley and Hansen. - The Environmental Process was completed in May 2009, - OPWA Trustees awarded a construction contract to Paragon Contractors in the amount of $4,111,299 during the December 1, 2009 OPWA meeting and Paragon contractors mobilized to the site on January 26, 2010. - Phase I is on schedule for Completion (North 143rd East Avenue to North 177 East Avenue) by January 2011; and Phase II Completion (North 177th East Avenue to North 193 East Avenue) by August 2011. - Paragon Contractors has installed approximately 13,450 linear feet of 24" pipe. The contractor is currently at North 166 East Avenue advancing east towards North 177 East Avenue. This project is currently on time, within budget, and is approximately 44% complete. East 86 Street North and North Garnett Intersection Improvements - A $310,000 grant from INCOG was approved in November 2009. - In December 2009, City Manager approved an engineering design contract with Tri -State Engineering in the amount of $24,000. The engineering design was completed in April 2010. - Staff does not anticipate needing to obtain right -of way nor the relocation of utilities. - On July 6, 2010, ODOT awarded a contract for construction to Crossland Heavy Construction in the amount of $269,000. - Crossland will mobilize on September 7 and anticipates a 70 day construction period. Therefore, construction is scheduled to be complete by mid - November of this year. Santa Fe Lift Station and Force Main Improvements - In February 2010, the City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - Engineering design is scheduled to be complete by December 2010. - Staff anticipates construction to begin in April 2011 with final completion scheduled for December 2011, Meadowcrest Relief Line Improvements - In March 2010, the City Council awarded an engineering agreement in the amount of $38,370 to Kellogg Engineering. - The design is 98% complete. Engineering design and approval is scheduled to be completed by September 10, 2010. - Utility easement negotiations are underway. Currently, 8 out of the 10 parcels have been obtained. Staff anticipates this process will be complete this month and the project will be advertised for bids shortly thereafter. - Staff anticipates construction to begin in November, with final completion scheduled for April of next year. Rayola Park Enhancements - The bid opening is scheduled for September 17 with construction anticipated to begin in October. - Staff anticipates construction to be complete in February of next year. • Improvement /Repair Project (FY 2009 -2010) - On July 20, 2010, the City Council approved the street repair priorities for FY 2010. - Bids were opened on August 30th and staff will present a recommendation to award the contract at the September 7, 2010 City Council meeting. The project will begin in October, with completion scheduled to occur in December of this year. TWe City Limits. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: September 9, 2010 CORPORATE SITE SELECTION: COMPETING FOR ATTRACTION PROJECTS There is not an exact science applied to recruiting out -of -state companies. The onset of each approach has to be general and open to possibilities. While some methods can be carried over based on the targeted industry, the process and needs of attraction projects are all quite different. Due to the state of the economy, there is a basic understanding why there are not as many visits from prospects. Site development, spec buildings, and tax incentives are advertised everywhere and still not attracting leads. However, about 1,500 to 3,000 attraction projects annually are looking for a new home. Their list of criteria will be met by all the finalist cities, so who wins? Publications ranking cities by their living qualities hold little value in this process since different types of industries have different needs. So what are the outstanding qualities that make companies say, "Yes "? Mike Downing from the Missouri Department of Economic Development has a process called the seven "P "s of corporate site selection. 1. Proximity: The company's new facility typically will need to be relatively close to one or more key requirements: primary customers, key suppliers, ray materials, key transportation facility (deep water port, other), research partner, and others. Also the company may need to be outside of earthquake zones, away from competitors, or have other requirements outside of the economic developer's control. 2. People: A company will need a number of workers with certain skills, within 30 -45 minute drive -time radius; and a number of local graduates in required fields. In the short run, there is nothing you can do to affect this either. 3. Place: Particularly for tech companies, it can matter whether the area is a "cool" place to live, in order to attract and retain younger skilled workers. Opportunities for advancing their education (are) a key. Have you asked young professionals whether your community is cool? 4. Product: Since time frames of getting the new project in operation are shorteded, the availability of existing building or developed (shovel- ready) sites that meet the project's needs are key, including utility capacity, adequate transportation access, and other factors. 5. Perception: The company must feel wanted and supported by community /state leaders, unions, the local media, utility companies, and others - not only now, but in the future. One of the key factors is the perception of the community by its existing businesses, who will be interviewed by a prospect. Finally, the responsiveness, trust, professionalism, and the personal relationship developed between the economic developer and the prospect is of primary importance. 6. Price: Among sites that meet all the required criteria above, the company will analyze which has the overall lowest variable costs over a 10- to 20- year period on a present value basis. Variable costs include labor, construction, utilities, taxes and others and factoring in the "real" value of state and local incentives. For some companies who are cash - strapped, the availability of funding up -front is also key. 7, Persistence: As indicated above, you have no little or no way to impact some of the factors above in the short run, and others will take time, money, and public support to properly develop. The key is targeting the most effective improvements you can make for projects you have the highest probability for winning. Also, you will lose many more projects that you win, but if you compete in the right way, that reputation will spread and lead to other projects. Not every project is worth winning. If a company will create a negative fiscal impact on the community, cause labor problems or have a poor environmental impact, they may be better located elsewhere. This type of information is easy to identify after gathering data to match the criteria. Owasso needs jobs just as much as many other communities out there.
