CALL TO ORDER - Charles Brown called the meeting to order at 6:00 PM and declared a quorum present. 2. ROLL CALL 3. CONSIDER APPROVAL OF THE MINUTES OF AUGUST 9, 2010 SPECIAL MEETING - The Commission reviewed the minutes of August 9, 2010 special meeting. Marilyn Hinkle moved to approve the minutes, seconded by David Vines. A vote on the motion was recorded as follows: Marilyn Hinkle - Yes Dr. Paul Loving - Yes Dr. Mark Callery - Yes David Vines - Yes Charles Brown - Yes The motion was approved 5 -0. 4. Rezoning 10 -02- Consideration and appropriate action related to a request for a rezoning of 25.31 acres located 1 /2of a mile north of East 106`h Street North and just east of the Owasso Expressway. Charles Brown presented the item and Larissa reviewed the staff report. The location and the surrounding land use were described. Larissa explained that at the August 17, 2010 City Council meeting the final plat for the Tulsa Technology Center campus was approved. The legal description for the final plat contained three different zoning classifications: office medium covering 30 acres, commercial shopping covering 14.65 acres and agriculture covering 10.66 acres. The commercial shopping and the office medium allows a college campus, the agriculture zoned portion does not. The city of Owasso requests that 25.31 acres be rezoned from agricultural and commercial shopping zoning designations to office medium zoning. The purpose of this request is to bring unity to the T'I`C final plat be rezoning the commercial shopping (CS) and agriculture OWASSO PLANNING COMMISSION September 13, 2010 Page No. 2 (AG) sections to Office Medium (OM), The property is served by Rural Water District No.3 of Washington County and City of Owasso sanitary sewer, police, fire and EMS service. Letters were mailed to surrounding property owners and the legal advertisement was published in the Owasso Reporter. Staff recommends approval of OZ- 10 -02. Discussion was held regarding a 10' sliver of land that the legal description did not approve. Larissa assured the Commissioners that the error would be corrected. Marilyn Hinkle moved to approve the rezoning, seconded by Dr. Callery. A vote on the motion was recorded as follows: Marilyn Hinkle - Yes Dr. Paul Loving - Yes Dr. Mark Callery - Yes David Vines - Yes Charles Brown - Yes The motion carried 5 -0. 5. Report on Monthly Building Permit Activity. - Karl Fritschen presented the report. 6. Report on Items Previously Forded to City Council. 7. Economic Development Director Report. S. Adjournment - Dr. Callery moved, Dr. Loving seconded, to adjourn the meeting.
