CALL TO ORDER - Charles Brown called the meeting to order at 6:00 PM and declared a quorum present. 2. ROLL CALL 3. CONSIDER APPROVAL OF THE MINUTES OF SEPTEMBER 13, 2010 REGULAR MEETING - The Commission reviewed the minutes of September 13, 2010 regular meeting. David Vines moved to approve the minutes, seconded by Dr. Callery. A vote on the motion was recorded as follows: Marilyn Hinkle - Yes Dr. Paul Loving - Yes Dr. Mark Callery - Yes David Vines - Yes Charles Brown - Yes The motion was approved 5 -0. 4. Annexation 10 -01- Consideration and appropriate action related to a request for the annexation of approximately 5 acres of land, located on the north side of East 116' Street North and about a quarter of a mile west of North Garnett Road. Charles Brown presented the item and Larissa reviewed the staff report. The location and the surrounding land use were described. The property is undeveloped at this time. The tract is subject to the emergency storm siren fee ($35.00 per acre). The property will be served sewer and water by the City of Owasso. The property is subject to the Rural Water District #3 of Washington County' s payback area. The Owasso Annexation Committee heard this item at their regularly scheduled meeting on September 22, 2010. The Owasso Police, Fire and Public Works Departments stated that this property was within the City of Owasso' s scope of services. Staff published legal notice of the annexation petition in the Owasso Reporter and letters of notification were mailed to surrounding property owners. Staff recommends approval of the request to annex the OWASSO PLANNING COMMISSION October 11, 2010 Page No. 2 property into the corporate limits, Marilyn Hinkle moved to approve the annexation, seconded by Dr. Loving. A vote on the motion was recorded as follows: Marilyn Hinkle - Yes Dr. Paul Loving - Yes Dr. Mark Callery - Yes David Vines - Yes Charles Brown - Yes The motion carried 5 -0. 5. Annexation 10 -02- Consideration and appropriate action related to a request for the annexation of approximately 40 acres of land, located at the southwest corner of East V, Street North and North 161St East Avenue. Charles Brown presented the item and Larissa reviewed the staff report. The location and the surrounding land use were described. Upon the development of the property, the developer would be required to participate in the 76t' Street Interceptor Payback Fee (currently being established), and the emergency storm siren fee ($35.00 per acre). The property will be served sewer by the City of Owasso and water by the Rural Water District #3 of Rogers County. Staff published legal notice in the Owasso Reporter and letters of notification were mailed to surrounding property owners. The Owasso Annexation Committee heard this item on September 22, 2010. Fire Chief, Bradd Clark stated that this property will be dually protected as it lies within both Owasso and Limestone Fire Districts. Staff recommends approval of the request to annex. A brief discussion was held regarding the 76' Street Interceptor Payback Fee. Marilyn Hinkle moved to approve the annexation, seconded by Dr. Loving. A vote on the motion was recorded as follows: Marilyn Hinkle - Yes Dr. Paul Loving - Yes Dr. Mark Callery - Yes David Vines - Yes Charles Brown - Yes The motion carried 5 -0. 6. Report on Monthly Building Permit Activity. - Karl Fritschen presented the report. Karl also discussed the possible changes in the process of taking Special Exceptions through the Planning Commission and City Council as Specific Use Permits (SUP' s). 7. Adjournment - David Vines moved, Marilyn Hinkle seconded, to adjourn the meeting.
