7. Consideration and appropriate action relating to a request for Council approval of the

Tuesday, July 25, 2006
The Owasso City Council met in special session on Tuesday, July 25, 2006 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 5:00 p.m. on Friday, July 21, 2006.
ITEM 1. CALL TO ORDER
The meeting was called to order at 6:30 p.m.

Mr. Wiles presented the item. Councilor Kimball questioned whether the youth of the First
Assembly of God Church, that owns the property at the southeast corner of East 96th Street North
and North 129th East Avenue, will be able to continue running the Fireworks Stand as they have
done in years past. Mr. Ray and City Attorney Lombardi both said that, because of the ordinance
prohibiting the sale of fireworks within the City Limits, there was no way the fireworks stand
would be legal. Mr. Gall moved, seconded by Mr. Guevara, for Council approval of Annexation
Request OA 06-10 and the Annexation Services Plan for the 10 subject properties.

excited to see the Main Street Project get underway.

Ms. Kimball commented that the annual Art in the Park summer series was a success. She

At the July 25, 2006 meeting, the Owasso City Council approved an Annexation request (OA 06-09)
for approximately 78.47 acres, located on the west side of North 129 th East Avenue, approXitnately'/2
mile north of East 66t" Street North, just south of the Baptist Retirement Village.
Attached is a copy of Ordinance No. 868 that formally adopts the City Council's action of July 25,

publication in the Owasso Reporter, a newspaper of general circulation published in the City of
Owasso, Oklahoma, and notice was given that said Petition would be considered by the City
Council of the City of Owasso, at a meeting to be held on July 25, 2006 at 6:30 PM at Old
Central, Owasso, Oklahoma; and
WHEREAS, on the 25"' day of July, 2006, said Petition was duly considered by the City
Council and was determined to have complied with the provisions of Title 11, Section 21-103, et
seq., of the Oklahoma Statutes, and further, that proper legal notice of presentation of said

BACKGROUND
The FY 2006-2007 operating budget provided funding for the purchase of seven (7) police 4-
door sedans, one (1) detective's unit and one (1) utility vehicle. It is the staff's intention to
initially purchase four of these units now and purchase the remaining four (4) units in October.
The majority of the equipment needed to outfit the approved nine (9) units will be purchased at
one time from a variety of vendors in order to obtain the best pricing.
The department sought pricing from dealerships holding governmental agency contracts with the
State of Oklahoma. Several dealerships in Oklahoma honor the State contract price on the 2006
Ford Crown Victoria. The department chose Joe Cooper Ford of Midwest City because of the
availability of the cars and because Joe Cooper holds the state contract bid. The cost per vehicle
is $20,879.00 which is the same price as the 2005 Crown Victoria. Standard on these vehicles is
the three-year, 36,000 mile bumper -to -bumper warranty. If approved, the four (4) police
vehicles will be ordered immediately and should be delivered within a week.
QUEST:
This request is for approval to purchase of four (4) 2006 Ford Crown Victoria in the amount of
$83,516.00 from Joe Cooper Ford of Midwest City, Oklahoma.
FUNDING.
Adequate funding for this purchase is available within the "Capital Outlay — Vehicles" line itcm
of the Police Department budget (01-201-54500).
RE COMMENDATION:
Staff recommends Council approval to purchase four (4) 2006 Ford Crown Victoria and
