MEETING OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF MEETING Thursday, January 13, 2011 The Owasso Economic Development Authority met in regular session on Thursday, December 9, 2010 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5 :00 PM on Tuesday, January 11, 2011. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Thomas called the meeting to order at 10:00 AM. ITEM 3: REPORT FROM THE COMMUNITY DEVELOPMENT DIRECTOR Mr. Fritschen presented the December Building Permit Report. ITEM 4: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens reviewed the status of various Public Works Department projects. ITEM 5: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR Ms. Harkins reviewed the Director's Report and discussed the 2011 Economic Summit scheduled for February 25, 2011. ITEM b: REPORT FROM OEDA MANAGER Mr. Ray presented the most recent sales tax collection report, discussed congressional actions relating to the Transportation Reauthorization Act and preliminary concepts provided by Alaback Design Associates for the Owasso Quality of Life Initiative, and introduced Jerry Fowler who gave a brief update on the Strong Neighborhood Initiative. Memorial Drive) - Funding for the construction of this project is a result of a "matching grant "; 80% ODOT funding and 20% City funding. - An Engineering design for the project was completed in September 2008. - The Environmental Assessment was approved by ODOT in December 2008 and by the Federal Highway Department in February 2009. - PSO and ONG are approximately 70% complete with their utility relocations, with completion scheduled to occur in February 2011. - Construction is expected to begin in the summer of this year. • E. 1061H Street North and Garnett Road Intersection Improvement Proiect - A $750,000 grant from ODOT was approved February 2009. - On March 24, 2009, Council awarded an engineering design contract with PSA Dewberry. Engineering Design is 95% complete. - In July 2010, ODOT approved right -of -way acquisition documents. The right -of- way and easements have been obtained. Soon to follow will be utility relocations. Staff anticipates this work will be complete by June 2011. - Construction is expected to begin in July 2011 and completed by June 2012. • East 96 Street North Regional Detention (Phase II and III - Detention Facility/ Garnett Structure Modifications) - In March 2009, the engineering design was completed by Meshak and Associates. - City Council awarded a construction contract to Cherokee Builders in the amount of $1,525,006 at the December 1, 2009 City Council meeting and construction began January 11, 2010. - The construction phase of the project is complete and the contractor will be maintaining the site until spring of 2011 at which time the final plantings will be available and installed. This project will be completed within the scheduled budget. • Wastewater Treatment Plant and 117th Street Lift Station Upgrade - In September 2008, the engineering design was completed by Greeley and Hansen. - OPWA Trustees awarded a construction contract to BRB Contractors in the amount of $8,465,500 during the December 1, 2009 OPWA meeting and BRB contractors began mobilizing equipment in February. - The contractor is still operating a very fast pace and the 117th Street Lift Station is being rehabilitated with entirely new mechanical equipment ranging from piping to new pumps. The completion of the pump station will be the final of the major shut downs and critical tie -ins. - The new Relief Pump Station at the main plant was finalized and operational prior to the year -end deadline placed on the contractor by city staff and completed well before the February deadline per the existing consent order from ODEQ. The contractor has completed majority of the critical tie -ins and replacement of all the mechanical aspects and additions to the 117th Street Lift Station with only minor items such as roof repair and mansard replacement. The new HVAC infrastructure is in the process of being roughed in and completed as well. At the WWTP, BRB Contractors are working on several different projects. The remainder of the new air piping system at the oxidation ditch as well as the new activated sludge pump station will be the next large milestones to be completed. This project scheduled to be complete May 2011. East 76th Street North Sanitary Sewer Interceptor - In March 2009, the engineering design was completed by Greeley and Hansen, - The Environmental Process was completed in May 2009, - OPWA Trustees awarded a construction contract to Paragon Contractors in the amount of $4,111,299 during the December 1, 2009 OPWA meeting and Paragon contractors mobilized to the site on January 26, 2010. - Phase I is on schedule for Completion (North 1431d East Avenue to North 177th East Avenue) by January 2011; and Phase II Completion (North 177th East Avenue to North 193rd East Avenue) by August 2011, - The completion of the bore and installation of the casing under 177th East Ave. was slightly delayed from its original completion date. Currently, the bore itself has been modified to the proper size and the contractor intends on slipping the casing under the road in the very near future. Concurrently, Paragon Contractors have continued to lay pipe in the ground and to date have installed approximately 20,000 feet of pipe. Staff anticipates completion of the project this summer within budget. Santa Fe Lift Station and Force Main Improvements - In February 2010, the City Council awarded an engineering agreement in the amount of $145,874 to Greely and Hansen Engineering. - Engineering design is ongoing. The design was scheduled for completion complete this month, however, additional review comments provided by ODEQ has resulted in some additional design work to be completed and submitted. The consultant anticipates final design of the plans and specs to be complete and ready for ODEQ review by February 2011. - Staff anticipates construction to begin in June 2011 with final completion scheduled for February 2012. Meadowcrest Relief Line Improvements - In March 2010, the City Council awarded an engineering agreement in the amount of $38,370 to Kellogg Engineering. - ODEQ has approved the design and issued a permit to construct, - Utility easement negotiations are complete. - The contract was awarded to Ira M. Green Construction in the amount of $449,337.80 during the January 18, 2011 City Council meeting. A pre- construction meeting will be scheduled in the next few weeks and construction should begin in February with completion in July 2011. • Rayola Park Enhancements - The Rayola Park Project was advertised for re -bid and the bid opening occurred on November 18, 2010. The contract was awarded to Tri -Star Construction in the amount of 357,279,05 during the December 21, 2010 City Council meeting, Staff is in the process of finalizing the contract documents while the contractor is obtaining the required bonds for the project. Staff anticipates a pre - construction meeting and construction to commence in early February. The new lights have been ordered from PELCO Inc. and AEP /PSO should be mobilizing to remove its infrastructure in the next few weeks. Improvement /Repair Project (FY 2009 -2010) - On July 20, 2010, the City Council approved the street repair priorities for FY 2010. - At the September 7, 2010 City Council meeting, the project was awarded to Tri- Star Construction in the amount of $250,610. - All repair work has been completed and the overlay portion on 126th East Ave, and at the intersection of West 10th and Main St is complete. - City staff is scheduling the overlay portion of this project at German Corner with Tulsa County and anticipates quick completion once the weather allows for the production and installation of the asphalt paving. nTh.ity Wit out Limits. HARKINS DIRECTOR OF ECONOMIC DEVELOPMENT SUBJECT: DIRECTOR'S REPORT DATE: February 10, 2011 RETAIL DEVELOPMENT UPDATE Joe's Italian Grill has opened in the City Place center on 129th E, Ave. in the former Alabaster Grille location. SERVICE DEVELOPMENT UPDATE • Hometown Auto has opened at 402 C South Main, EVENTS The third annual Owasso Economic Summit is scheduled for Friday, February 25, 2011. This year's event plans to forecast areas of business in finance, construction and building, aviation /aerospace and healthcare, Local businesses will also receive relative information about how to "go green" and become more sustainable. This year's speakers include local business owners Dee Sokolosky, President /CEO of First Bank of Owasso and Greg Simmons, owner of Simmons Homes, Other speakers include Peter Laszcz, Managing Director of American Airlines and Gerry Clancy, President of OU- Tulsa. State Representative Seneca Scott will deliver information on how the state can help businesses become environmentally friendly. Following this information, Lorrie Hoefling from Public Service Company will give information about green incentives and programs available to businesses, Dr. Russell Evans from the Oklahoma State University Spears School of Business will return to deliver the 2011 Owasso Economic Forecast. Dr, Evans has delivered forecasts to both the Tulsa and the Oklahoma City metro areas reflecting changes in the business climate. He has been compiling information from the City of Owasso and businesses for this year's report. The Owasso Economic Summit will begin at 10;00 AM and conclude following lunch at 1;30 PM. It will be held at the Bailey Educational Foundation located in the Bailey Medical Center. Event invitation and agenda are attached.
