HomeMy WebLinkAbout1991.07.08_Sales Tax Watchdog MinutesSales "fax Watchdog Committee City of Owasso July 8, 1991 The Owasso Sales Tax Watchdog Committee met in regular session on Monday, July 8, 1991 in the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4 :00 p.m. on Wednesday, July 3, 1991. ITEM 1: CALL TO ORDER Chairperson Michael Philippi called the meeting to order at 7 :05 p.m. ITEM 2: ROLL CALL MEMBERS PRESENT: Bob Banes, John Groth, Steve Holleman, Tom Kimball, John Leach, Michael Philippi, Peggy Robinson, Dan Siemens, Pat Woods MEMBERS ABSENT: Harold Merrill, Mike Nance, Johnny Price, Michael Watson, Bill Williams STAFF PRESENT: Sherry Bishop, Marcia Boutwell, Rodney Ray The Chair declared a quorum present. ITEM 3: REQUEST APPROVAL OF MINUTES OF MAh 13, 1991 John Groth moved, seconded by Pat Woods, to approve the minutes as written. The motion carried 9 -0. Ms Sherry Bishop presented the committee with updated reports on the budgeted items from the bond issue and the bond payment schedule, with questions and discussion following. ITEM 5: REQUEST APPROVAL OF COMPLETION REPORT FOR 76TH STREET PROJECT Following discussion on the various aspects of the project, including drainage downstream, Dan Siemens moved to approve the completion report. Motion seconded by John Leach and carried 9 -0. Sales Tax Watchdog Committee July 8, 1991 Page 2 ITEM 6e CONSIDERATION & APPROVAL OF QUARTERLY REPORT FOR PUBLIC DISTRIBUTION The committee discussed Report No. 9 for the period ending June 30, 1991. A question was raised about how long to carry projects on the report once they have been completed. There was also discussion about new projects and how they should be listed. Staff was directed to develop a new form similar to the current form to be used for new projects. Staff was also directed to develop criteria relating to how long projects will remain on the reports once the projects are completed. Both items will appear on the agenda for action at the next regularly scheduled meeting. Michael Philippi moved, seconded by John Groth, to approve quarterly report no. 9. Motion carried. City Manager Rodney Ray reported on the status of the current sales tax projects. Most of the discussion centered on the SportsPlex project and the 76th Street project. COMMITTEE ITEM 8: ANT THE POSITION OF C PRICE B NON- PARTICIPATION This item is appearing on the agenda because Mr Price has not attended a meeting of the committee since October 9, 1989 and has not responded to correspondence relating to his interest in continuing to serve on the committee. Following a lengthy discussion, and at staff recommendation, John Groth moved to declare Mr Price's seat on the committee vacant due to non - participation and instruct the City Council to fill the vacancy. Motion seconded by Tom Kimball. A vote on the motion was recorded as follows: John Groth - Yes Torn Kimball - Yes Bob Banes - Yes Steve Holleman - Yes John Leach - Yes Peggy Robinson - Yes Dan Siemens,- Yes Pat Woods - Yes Michael Philippi - Yes Sales Tax Watchdog Committee July 8, 1991 Page 3 ITEM 9: OLD BUSINESS None ITEM 10: NEW BUSINESS ITEM 11: ADJOURN With no further business to come before the Committee, Michael Philippi moved for adjournment, seconded by Dan Siemens.
