The Owa�sso Sales Tax Watchdog Committee met in regular session
on January 14, 1991 in the Conference Room of -the Owasso City Hall
per the Notice of Public Meeting and Agenda po.sted on -the City Hall
bulletin board at 4:00 p.m- on Wednesday, January 9, 199Y

Chairperson Michael Philippi called the meeting to order at
7:00 p-m.

John Groth moved, seconded by Bill Williamm, to approve the
minutes as written. The motion carried 12-0.

Ms Sherry Lambert presented the committee with updated reports on
the budgeted IA',ems fron), the bond issue and the bond payment
schedule, with questions and discussion following-

Manager Rodney Ray answered questions on the status of tla(7.-,.
current sales tax projects. There was much discussion on the 76th
Street Drainage project and the Main Street Redevelopment project.

Groth, had been unable to meet- The Chair postponed this item
until the next regularly scheduled meeting,

Following discussion on the various phases of the Recreation Center
project, a questions was raised concerning sending completion
reports to the project sub-committees when the project is
completed. This was a directive of the Chair at the January 8,
1. e' meetinj,,g. The tliree sub-committ,-,ees appointed were Animal.
Control Facility, Recreation Center Renovation, and Rodeo Grounds
Improvement. All three of the projects have now been completed and
the Completion Reports approved for two of them- Concerning the
Recreation Center project, several Committee members had visited
the site and the general feeling was that -th-e project was well
done. The staff of the Recreation Center is to be commended for
the work they did on the proJect. Steve Holleman moved to approve
the completion report on the Recreation Center project. flotion
seconded by Tom Kimball and approved 12-0.

The committee discussed Report No- 7 for the period ending December
31, 199& A question was raised about the necessity of continuing
the footnote on the Animal Control Facility. Consensus was that it
is no longer necessary- Bill Williams moved to approve Quarterly
Report 17 without, Animal Control Facility footnote; seconded by
John Leach. The motion carried 12-0.
Mr =. Ray requested that future Sales to Watchdog Committee meetings
be held at the 'v -# Comyi-iunity Center instead of in the City Hall
Conference Room. Agreement was by consensus-
