The Owasso Sales Tax Watchdog Committee met in regular session on Monday, January 11,
1993 at 7 :00 PM the Council Chambers of the Owasso Community Center.
The meeting was called to order by Chairman, Michael Philippi at 7:06 p.11
Item 2, Doll Call
Members Present:
John Groth, Steve Holleman, Tom Kimball, John Leach, Harold Merrill, Michael Phillipi and
Pat Woods.
Members Absent:
Steve Parrett, Mike dance, Peggy Robinson, lean Siemens, Pill Williams
Staff Present:
Rodney Flay, Sherry Bishop, Steve Compton, Jo Ellen Krantz
Item 3. Consideration to A grove Minutes of October 12 1992
Motion to approve the minutes as presented was made by Mr. Phillipi and seconded by Mr.
Leach. Motion passed,
Item4. Presentation & Discussion of financial RVorts
Ms. Bishop presented current financial reports noting that the sales tax collections were keeping
pace with the budgeted projections. She reminded the committee that expenditure of the capital
future funds requires a vote of the people,
The only two projects remaining from the original. list of voter - approved projects are: the
residential street overlay which is expected to be completed this summer with the overlay of the
streets in the Westport area and 2) the 76th Street improvements (a 3 -phase project involving
intersection improvements, signalization and 4- laning)

Item 5. Consideration and AtDrODriate Action Relating to a Request for Approval of
Two Completion Reports.
Mr. Ray addressed specific questions regarding the following projects and their related
completion reports:
At the conclusion of the discussion, Torn Kimball moved that the committee accept both
completion reports. Darold Merrill seconded the motion. Lotion passed.
Item 6. Consideration A royal of uarterl Re ort for Public Distribution
In light of the committee's approval of the two completion reports just presented and with only
two other projects remaining on the original list of bond issue projects, Tom Kimball moved that
the quarterly report (as included in the committees agenda packet) be approved for distribution
to the public. Michael Philippi seconded the motion. Motion passed.
Item 7. General Discussion of Profits �c Progress Report
Mr. Ray reminded the committee that only the 76th Street Improvements (3-phases) and the
Residential Street Overlay projects (Westport p summer of 993) have money in their budgets and
remain on the list of original bond issue programs yet to be completed. Since these projects had
been addressed under agenda item #4 during discussion of the financial reports, there were no
additional questions.
Item 8. Discussion of Ad Valorem Tax Report
In response to a committee request presented at the last quarterly meeting, an information sheet
was distributed and discussion to place relating to Owasso's ad valorem tax rate and how it
compares to other communities in the Tulsa Metropolitan area.

Item 10. New Business -
Mr. Philippi inquired about the plans to widen 86th St. North beyond its current 5-lane area.
Mr. Ray informed the committee that plans do exist for such improvement, but no schedule has
been established at this time and is not anticipated until funding is in place.
There was also discussion relative to the County's upcoming I cent sales tax vote to entice the
Department of Defense accounting office to locate in Cherokee Industrial Park. If approved,
this would be an one penny addition to the existing sales tax base for a term of three years.
This election will coincide with the school bond issue election.

meeting be adjourned. Motion seconded by John Leach. Motion passed.
