2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -
debatable.

The Owasso Economic Development Authority met in regular session on Thursday, February 10,
2011 in the Lower Level Conference Room at City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 PM on Tuesday, February 8, 2011,

Ms, Harkins reviewed the Director's Report and discussed the 2011 Economic Summit
scheduled for February 25, 2011.
ITEM 6: REPORT FROM OEDA MANAGER
Mr. Ray provided a summary of the Tulsa Chamber Tulsa's Future II presentation
made to the Owasso City Council during their February worksession meeting and
discussion was held. Mr. Ray commented on the staff's efforts to continue monitoring
the Transportation Reauthorization Act as it relates to funding improvements to HWY
169.

SUBiECT: Tulsa's Future II - Regional Economic Development Program

BACKGROUND:
Owasso has been a regional partner to the Tulsa Metro market for years, Increased rooftops,
business and sales tax revenues have transitioned Owasso from a bedroom community to a
major contributor to the Tulsa regional economy. The City of Owasso is now focused on
recruiting new jobs. Employers who provide high salaries will further supplement the growing
Tulsa Metro market.
Owasso has, for the past few years, had a recruitment and relocation program, However,
companies often weigh and examine a Metro city and the region while considering their options
for relocation, retention and expansion. This emphasizes the need for all cities in the Tulsa Metro
area to work together on regional economic development.
In 2005, Tulsa's private sector joined with the public sector to create the Tulsa's Future program.
In the first five years, Tulsa's Future aided business opportunities by creating thousands of high
value jobs and strengthening the region's workforce. Tulsa's Future I could not have succeeded
without the vision and financial commitment from investors. Looking ahead, those investors
believe this program must plan a multi - purpose, region- centric strategy to build on the strong
momentum already achieved.
TULSA'S FUTURE II:
Tulsa's Future II is a five -year comprehensive plan to attract new employers, retain and expand
existing businesses, cultivate entrepreneurs and small businesses, advocate for business
incentives and regional cooperation, and seek capital investment for community development,
The Tulsa's Future Oversight Committee has identified the following two primary goals for the
five -year period 2011 - 2015:
• Create 10,000 primary, high -value jobs with salaries of $50,000 or greater,
• Generate a capital investment of $1 billion.
Tulsa's Future II has a more holistic approach to economic development, Business retention,
expansion and attraction remain at the core, but small business, workforce attraction and
quality of life issues become part of a bigger plan for regional economic prosperity.

The Tulsa Metro Chamber has targeted all regional cities and Chambers of Commerce as
potential investors of Tulsa's Future II. The City of Owasso has been asked to make a $15,000
investment every year for five years.
COMMENTS:
• The City of Owasso's investment in Tulsa's Future II has been discussed with the City
Council and the OEDA.
• Representatives from the Tulsa Metro Chamber have made presentations to the Owasso
City Council and during two meetings of representatives of the OEDA, City and Owasso
Chamber.
The following issues have been discussed:
- The potential return on investment
- Competing for jobs under the Tulsa Metro umbrella
- Site selection process
- Decision making and recruiting influence
• The Owasso Chamber of Commerce supports Tulsa's Future II and the City's investment in
the program,
• The City of Owasso has been a major contributor to the regional economy and will
continue to prosper.
• A regional approach has the potential to produce quality and sustainable development,
• Our partnership in Tulsa's Future II can help expand boundaries, capitalize on its
momentum, surpass our competitor cities and tap the enormous potential of resources in
the greater Green County area.
FUNDING:
The Tulsa Metro Chamber is requesting a $15,000 investment, once a year for five years from the
City of Owasso for Tulsa's Future II. This funding may be appropriated from the Hotel Tax Fund.
This fund restricts the use of hotel tax funds "to encourage, promote and foster economic
development and cultural enhancement, tourism and pursue regional promotion for the City of
Owasso, Oklahoma,"
RECOMMENDATION:
Staff recommends trustee action to recommend to the Owasso City Council the City's
participation in the Tulsa Metro Chamber Tulsa's Future II economic development program for a
one -year investment of $15,000 and further recommends that the city fund the agreement from
the Hotel Tax Fund.

PROJECT STATUS REPORT
City of Owasso Public Works Department
As of March 4, 2011
E. 86th Street North Widening (from Main Street to N Memorial Drive)
- Funding for the construction of this project is a result of a "matching grant "; 80%
ODOT funding and 20% City funding.
- An Engineering design for the project was completed in September 2008.
- The Environmental Assessment was approved by ODOT in December 2008 and
by the Federal Highway Department in February 2009.
- PSO and ONG are approximately 85% complete with their utility relocations, with
completion scheduled to occur in March 2011.
- Construction is expected to begin in the summer of this year.
E. 106TH Street North and Garnett Road Intersection Improvement Project
- A $750,000 grant from ODOT was approved February 2009.
- On March 24, 2009, Council awarded an engineering design contract with PSA
Dewberry, Engineering Design is 95% complete.
- In July 2010, ODOT approved right -of -way acquisition documents. The right -of-
way and easements have been obtained. The utility companies are in the
process of re- designing their utility relocations. We anticipate this process to be
complete within the next 30 days. Therefore, staff anticipates utility relocation
work will begin late April or early May of 2011, with completion by June 2011.
- Construction is expected to begin in August 2011 and completed by July 2012.
East 96 Street North Regional Detention (Phase II and III - Detention Facility/ Garnett
Structure Modifications)
- In March 2009, the engineering design was completed by Meshak and
Associates.
- City Council awarded a construction contract to Cherokee Builders in the
amount of $1,525,006 at the December 1, 2009 City Council meeting and
construction began January 11, 2010.
- The construction phase of the project is complete and the contractor will be
maintaining the site until spring of 2011 at which time the final plantings will be
available and installed, This project will be completed within the scheduled
budget.
Wastewater Treatment Plant and 117th Street Lift Station Upgrade
- In September 2008, the engineering design was completed by Greeley and
Hansen.
- OPWA Trustees awarded a construction contract to BRB Contractors in the
amount of $8,465,500 during the December 1, 2009 OPWA meeting and BRB
contractors began mobilizing equipment in February.
- The contractor is still operating a very fast pace and the 117th Street Lift Station is
being rehabilitated with entirely new mechanical equipment ranging from
piping to new pumps. The completion of the pump station will be the final of the
major shut downs and critical tie -ins.
- The new Relief Pump Station at the main plant was finalized and operational
prior to the year -end deadline placed on the contractor by city staff and
completed well before the February deadline per the existing consent order
from ODEQ,
The contractor has completed majority of the critical tie -ins and replacement of
all the mechanical aspects and additions to the 117th Street Lift Station with only
minor items such as roof repair and mansard replacement. The new HVAC
infrastructure is in the process of being roughed in and completed as well.
Additionally, the contractor has completed the installation of the new air piping
and diffuser system along with the final stages of getting the knife gates at the
flow control structure operational. Several small tie -ins and piping installs still
need to be completed but none are on a major scale and will only require short
operational shut downs of the plant and other facilities. This project scheduled to
be complete May 2011.
® East 76th Street North Sanitary Sewer Interceptor
- In March 2009, the engineering design was completed by Greeley and Hansen.
- The Environmental Process was completed in May 2009.
- OPWA Trustees awarded a construction contract to Paragon Contractors in the
amount of $4,111,299 during the December 1, 2009 OPWA meeting and Paragon
contractors mobilized to the site on January 26, 2010.
- Phase I is on schedule for Completion (North 143rd East Avenue to North 177th East
Avenue) by January 2011; and Phase II Completion (North 1771h East Avenue to
North 193,4 East Avenue) by August 2011.
- The completion of the bore and installation of the casing under 177Th East Ave.
was slightly delayed from its original completion date. Currently, the bore itself
has been modified to the proper size and the contractor intends on slipping the
casing under the road in the very near future. Concurrently, Paragon
Contractors have continued to lay pipe in the ground and to date have installed
approximately 20,000 feet of pipe. Staff anticipates completion of the project this
summer within budget.
- The bore under 177th East Ave is complete and the pipe has been installed in the
casing. Crews from Paragon have resumed pipe installation and has installed
approximately 25,000 feet of pipe.
• Santa Fe Lift Station and Force Main Improvements
- In February 2010, the City Council awarded an engineering agreement in the
amount of $145,874 to Greely and Hansen Engineering.
- The final design of the plans and specs has been submitted for ODEQ review.
Staff anticipates the review process will be complete by May 2011.
- Staff anticipates construction to begin in July 2011 with final completion
scheduled for March 2012.
• Meadowcrest Relief Line Improvements
- In March 2010, the City Council awarded an engineering agreement in the
amount of $38,370 to Kellogg Engineering.
- ODEQ has approved the design and issued a permit to construct.
- Utility easement negotiations are complete.
- The contract was awarded to Ira M. Green Construction in the amount of
$449,337.80 during the January 18, 2011 City Council meeting. A pre- construction
meeting will be scheduled in the next few weeks and construction should begin
in February with completion in July 2011.
Staff has conducted a pre - construction meeting with Ira M. Green Construction
and have scheduled a March 14th start date. The project is anticipated to be
complete by September 14th, 2011.
® Rayola Park Enhancements
- The Rayola Park Project was advertised for re -bid and the bid opening occurred
on November 18, 2010.
The contract was awarded to Tri -Star Construction in the amount of 357,279.05
during the December 21, 2010 City Council meeting.
Staff has conducted a preconstruction meeting with Tri -Star Construction and
scheduled a start date of March 14th, 2011. This project is expected to be
complete July 4th, 2011.
Improvement /Repair Project FY 2009 -2010)
- On July 20, 2010, the City Council approved the street repair priorities for FY 2010.
- At the September 7, 2010 City Council meeting, the project was awarded to Tri -
Star Construction in the amount of $250,610.
All repair work has been completed and the overlay portion on 126th East Ave,
and at the intersection of West l 0th and Main St is complete.
City staff and Tulsa County will be meeting this week to discuss the overall plan of
action relating to the overlay portion of this project at German Corner. Based on
recent discussions with Tulsa County, we anticipate the work to begin within the
next two weeks.

RETAIL DEVELOPMENT UPDATE
• Interstate Battery opened at 77005 E. Owasso Expressway.
• Charlie's Chicken has submitted plans to locate in the former Wonder Bread Store
location on 76th Street N.
HEALTHCARE DEVELOPMENT UPDATE
A preliminary plat has been approved for a planned dialysis center to locate on the
Bailey Medical Campus.
Remodeling continues on the former Steak and Shake building, also a planned dialysis
center.
EVENTS
• The third annual Owasso Economic Summit was held on Friday, February 25, 2011 at the
Bailey Educational Foundation at Bailey Medical Center. This year's event forecasted
areas of business in finance, construction and building, aviation /aerospace and
healthcare. Local businesses also received relative information about how to "go green"
and become more sustainable.
This year's speakers included local business owners Dee Sokolosky, President /CEO of First
Bank of Owasso and Greg Simmons, owner of Simmons Homes, Other speakers included
Peter Laszcz, Managing Director of American Airlines and Gerry Clancy, President of OU-
Tulsa.
Dr. Russell Evans from the Oklahoma State University Spears School of Business returned to
deliver the 2011 Owasso Economic Forecast. Dr. Evans' report reflected slight growth in
business and construction in the coming year.
