THAT by reason of said town being without adequate sidewalks along certain streets and thoroughfares as set out in the preamble hereto, it is deemed and hereby de- clared necessary for the preservation of the public peace, health and safety that such sidewalks shall be constructed without delay and to that end, an emergency is hereby declared to eAst., by reason whereof this ordinance shall be in full force and effect immediately from and after its passage,, approval and publication.
