AN ORDINANCE ESTABLISHING UNIFORM RULES, AND METHODS AND SYSTEMS FOR THE PLACINE AND
INSTALLATION OF WATER METERS; REQUIRING INSTALLATION OF SERVICE LINES AND OTHER PLUMBING
TO BE MADE BY A LICENSED PLUMBER; REQUIRING INSTALLATIONS TO BE APPROVED BY TOWN'S INSPECTOR
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE TOWN OF OWASSO, STATE OF OKLAHOMA:
SECTION 1. -- PLACEMENT OF WATER METERS
Meters used for the purpose of calculating and measuring water consumption by customers,
to whom water service is to be supplied by The Town of Owasso, shall be placed beneath the
established surface of the property, whereon same is to be installed, at a depth of not less
than eighteen (18) inches nor more than twenty-four (24) inches below such established surface.
SECTION 2. -- PLACEMENT OF WATER METERS
Whenever water service is to be supplied to more than one lot or tract of land, water
meter shall be placed and located at a point or place most suitable and convenient for
connection to the main water line installation.
SECTION 3. -- LICENSED PLUMBER AND INSPECTION REQUIRED
All supply lines and connections installed for the purpose of water supply, extending
from or connected to meters, for the purpose of ultimate supply to the place or places of
water consumption or use, shall and is restricted to be installed and constructed by a duly
licensed plumber, licensed by permit issued by The Town of Owasso, and all such installations,
including water meters, shall be subject to final inspection by the Plumbing Inspector
or official so authorized of The Town of Owasso; No water service shall be made, rendered
or supplied until final approval of all installations has been made by such inspector.
SECTION 4. -- CHANGES AFTER INSPECTION
It shall be unlawful and an offense for any person to change or altor any meter or
waterline installation after final inspection, as provided by this ordinance, unless such
change or alteration is made with the consent and approval of the proper plumbing inspector
of The Town of Owasso, and no change in the surface above a water meter shall be made that
would deminish or increase the distance between the original surface and the installed
meter, thereby causing a variation of the distances required in Section numbered "1" of
this ordinance; and, further water service may also be discontinued by the Town of Owasso
in case of a violation of this ordinance.
SECTION 5. -- PENALTY.
Any person violating any of the provisions of this Ordinance shall, upon conviction
thereof, be fined in any sum not exceeding Twenty dollars ($20.00) including costs.
SECTION 6. -- EMERGENCY: Whereas, it being immediately necessary for the preservation of
the peace, health and safety of The Town of Owasso and the inhabitants thereof, that the
provisions of this Ordinance be put into full force and effect, and an emergency is hereby
declared to exist, by reason thereof this ordinance shall take effect andbe in full force
from and after its passage, as provided by law.
Emergency Clause voted upon separately and passed by unanimous vote of the Board of
Trustees of the Town of Owasso, Oklahoma, this 7th day of July, 1970.
