AN ORDINANCE AUTHORIZING THE CALLING AND HOLDING OF AN ELECTION IN THE CITY OF
OWASSO, STATE OF OKLAHOMA, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS
OF SAID CITY THE QUESTION OF THE ISSUANCE OF THE BONDS OF SAID CITY IN THE AMOUNTS
AND FOR THE PURPOSES AS FOLLOWS: PROPSITION NO. 1: IN THE SUM OF TWO HUNDER
THOUSAND ($200,00) DOLLARS TO PROVIDE FUNDS FOR THE PURPOSE OF EXTENDING AND
INPROVING THE PARK SYSTEM BY THE CONSTRUCTION AND EQUIPMENT OF A SWIMMING POOL
AND A BUILDING TO BE USED FOR ATHLETIC FACILITIES; AND PROPOSITION NO. 2: IN
THE SUM OF TWO HUNDER FIFTY THOUSAND (250,000) DOLLARS TO PROVIDE FUNDS FOR
THE PURPOSE OF CONSTRUCTION AND EQUIPPING A MUNICIPAL BUILDING TO BE USED AS
A CITY HALL AND POLICE STATION; AND PROPOSITION NO. 3: IN THE SUM OF EIGHTY
FINVE THOUSAND ($85,000) DOLLARS TO PROVIDE FUNDS FOR THE PURPOSE OF OCNSTRUCTING
A FIRE STATION AND PURCHASING AND INSTALLING FIRE DEPARTMENT EQUIPMENT AND FIRE
FIGHTING APPARATUS, ALL TO BE OWNED EXCLUSIVELY BY SAID CITY AND LEVYING AND
COLLECTING AN ANNUAL TAX IN SAID CITY FOR THE PAYMENT OF THE INTEREST ON AND PRINCIPAL
OF SAID BONDS AND DECLARING AN EMERGENCY.
WHEREAS, it is deemed advisable by the City of Owasso, State of Oklahoma, to (1)
extend and improve the park system by the construction and equipment of a swimming
pool and a building to be used for athletic facilities; and (2) consstruct and
equip a municipal building to be used as a city hall and police station; and (3)
to construct a fire station and purchase and install fire department equipment
and fire fighting apparatus; and
WHEREAS the estimated amount necessary for each of such purposes, respectively
is (1) TWO HUNDRED THOUSAND (200,000) DOLLARDS and (2) TWO HUNDRED FIFTY THOUSAND
($250,000) DOLLARS and (3) EIGHTY FIVE THOUSAND (85,000) DOLLARS; and
WHEREAS, there are no funds in the treasury for such purposes and power is granted
said city by Section 27, Article 10 of the Constitution and laws of the State of
Oklahoma to issue bonds to provide funds for such purposes, providing the same be
authorized by the qualified voters thereof, voting at an election held for such
purposes, NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF OWASSO, STATE OF OKLAHOMA:
SECTION 1.
THAT the Mayor of said city be and he is hereby authorized and directed to call a
special election to be held on said city on th
13th day of March 1973
for the pruposes of submitting to the qualified voters thereof the following
propositions:
PROPOSITION NO. 1
"Shall the City of Owasso, State of Oklahoma, incur an indebtedness by
issuing its negotiable coupon bonds in the sum of TWO HUNNDRED THOUSAND
($200,000) DOLLARS to provide funds for the purpose of extending and
improving the park system by the construction and equipment of a
swimming pool and a building to be used for athletic facilities, to
be owned exclusively by said city and levy and collect an annual tax,
in addition to all other tazxes, upon all the taxable property in said
city sufficient to pay the interest on said bonds at falls due and
also to constitute a sinking fund for the payment of the principal
thereof when due, said bonds to bear interest at not to exceed the
rate of seven per centum per annum, payable semi-annually and to
become due serially within twenty-five years from their date?"

PROPOSITION NO.3
"Shall the City of Owasso, State of Oklahoma, incur an in-
debtedness by issuing its negotiable coupon bonds in the slim

provide funds for the purpose of constructing a fire station
and purchasing and installing fire department equipment
and fire fighting apparatus to be owned exclusively by said
city and levy and collect an annual tax in addition to all either
taxes upon all the taxable property in said city sufficient to
pay the interest on said bonds as it falls due and also to
constitute a sinking fund for the payment of the principal
thereof when due, said bonds to bear interest at not to exceed
the rate of seven per centum per annum, payable semi -
annually and to become due serially within twenty -five years
from their date?"
THAT such call for said election shall be by proclamation
signed by the Mayor of said city and attested by the City
Clerk setting forth the propositions to be voted upon, the
number and location of ` the polling places, the hours of
opening and closing the polls and the names of the officers
who shall conduct said election;' that the ballots shall set
forth the propositions to be voted upon substantially as set
out in Section 1 hereof and that the returns of said election
shall be made to and canvassed by the County Election
Board.
SECTION, 3
THAT by reason of said city being without adequate park
facilities, municipal buildings and fire station and fire
fighting apparatus and equipment; it is deemed and hereby
declared necessary for the preservation of the public meal €h,
peace and safety, that such facilities shall be provided
without delay and to that end that this ordinance shall
become operative immediately; wherefore an emergency is
hereby declared to exist and this ordinance shall be in full
force and effect immediately from and after its passage and
approval.
