AN ORDINANCE REQUIRING DRIVERS OF VEHICLES MEETING OR OVERTAKING
SCHOOL BUSES TO STOP, PROVIDING FOR EXCEPTIONS, MAKING IMPROPER
OPERATION OF RED FLASHING LIGHTS AN OFFENSE, PROVIDING A PENALTY
AND DECLARING AN EMERGENCY.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF OWASSO, OKLAHOMA:
Section 1. MEETING OR OVERTAKING A SCHOOL BUS.
a) The driver of a vehicle meeting or overtaking
a school bus that is stopped to take on or discharge school
children, and on which the red loading signals are in operation,
is to stop his vehicle before it reaches the school bus and not
proceed until the loading signals are deactivated and then
proceed past such school bus at a speed which is reasonable
and with due caution for the safety of such school children
and other occupants®
b) The driver of a vehicle upon a highway with
separate roadways need not stop upon meeting or passing a
school bus which is on a different -roadway or when upon a
controlled-access highway and the school bus is stopped in a
loading zone which is a part of or adjacent to such highway
and where pedestrians are not permitted to cross the roadway.
c) It shall be unlawful to operate any red flashing
warning signal light on any school bus except when any said
school bus is stopped on a highway for the purpose of permitting
school children to board or alight from said school bus.
Section 2® VIOLATIONS. Any person found guilty of
violating this ordinance shall, upon conviction, be 'Lined a
sum of money not exceeding $35.00, including costs®
Section 3. EMERGENCY CLAUSE. That an emergency exists
for the preservation of the public peace, health and safety, by
reason whereof, this ordinance shall take effect from and after
its passage, approval and publication.
PASSED and the emergency clause ruled upon separately
and approved this 2nd day of April, 1974.

RESOLUTION NO.
WHEREAS: It is the responsibility of this Board to protect
the health, safety, and welfare of the students
attending the schools of Owasso; and
WHEREAS: Other communities have enacted ordinances pro-
hibiting the passing of a school bus stopped for
the purpose of loading or discharging passengers;
and
WHEREAS: It is the opinion and belief of this Board that
such an ordinance, H passed by the City Council
and given sufficient notice to the citizens of
Owasso, would serve to enhance and protect the
students health, safety and welfare;
BE IT THEREFORE RESOLVED, by the members of this Board
that the Owasso City Council be requested and
encouraged to take whatever immediate steps
necessary to enact as a part of the Owasso City
Code a proper ordinance requiring drivers of
vehicles approaching from either direction a
school bus stopped to load or discharge passen-
gers; and -halt said vehicles and prescribing
penalties for the violation 'thereof.
Passed and adopted at a regular meeting of the Board of Education for
the District of Owasso, County of Tulsa, State of Oklahoma on the
day of February, 1974 by the following vote:
