ORDINANCE NO. 203
AN ORDINANCE AMENDING CHAPTER 12, ARTICLE 1, OF THE OWASSO CITY
CODE (1973), CREATING A TRAFFIC VIOLATIONS BUREAU; PROVIDING FOR
THE ADMINISTRATIVE PAYMENT OF PENALTIES; ESTABLISHING THE PENAL-
TIES; LISTING EXCEPTIONS? AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA:
Section 1. TRAFFIC VIOLATIONS BUREAU. There is hereby
established a Traffic Violations Bureau to work in conjunction with
and to assist the Municipal Court in the clerical work of traffic
cases and the expedient desposition of minor traffic offenses. The
Clerk of the Municipal Court- shall be in charge of this Bureau and
the necessary civilian Personnel therein®
Section 2. ADMINISTRATIVE PAYMENT OF PENALTIES® The
Judge of the Municipal Court shall, by Court Rules, designate
those traffic offenses to be considered minor traffic offenses
and promulgate, by Court Rules, a means of disposing of said
cases by -the administrative payment of any penalty resulting
therefrom by listing and designating those offenses which do not
require the Defendant's appearance before the Municipal Court for
the entry of a voluntary plea of guilty, said voluntary plea to be
given to and before a member of the staff of the Traffic Violations
Bureau, or other officer of the Municipal Court®
Section 3. PENALTIES. The Judge of the Municipal Court
shall designate the penalties to be paid for the offenses which may
be satisfied by payment of the same to a member ofthe staff of the
Traffic Violations Bureau, or other officer of the Municipal Court,
provided said penalties are within the limits established for viola-
tion of the provision of the Owasso Traffic Code®
Section 4. EXCEPTIONS. The below-listed offenses of the
Owasso Traffic Code shall, in all instances, require the Defendant's
appearance before the judge of the Municipal Court:
(a) Any violation of the Owasso Traffic Code which

_'d constitute the Defendant's third offense of the Owasso
Traffic Code within a period of five consecutive years;
(b) Driving under the influence of intoxicating liquor
or drugs, or actual physical control of a vecicle (Section 20-
45 of the Owasso City Code, 1973, as amended);
(c) Eluding a peace officer (Section 20-160 of the Owasso
City
Code, 1973);
(d) Speeding in excess of twenty (20) miles per hour;
(a) No Oklahoma operator's or chauffeur's license (Section
20-50 of the Owasso City Code, 1973) ;
(f) Reckless driving, (Section 20-47 of the Owasso City
Code, 1973) ; and
(g) Meeting or overtaking a school bus (ordinance No. 172) .
Sec ' tion 5® EMERGENCY CLAUSE. That an emergency exists
for the preservation of the public peace, health and safety, by rea-
son whereof, this ordinance shall take effect from and after its
passage, approval and publication.
PASSED and the emergency clause ruled on separately and
approved this day of February, 1977.
