AN ORDINANCE FORMING AN AMBULANCE SERVICE DISTRICT
PURSUANT TO ARTICLE 10, SECTION 9C OC THE OKLAHOMA
CONSTITUTION, CALLING A SPECIAL ELECTION FOR APPROVAL
BY THE REGISTERED VOTERS AT WHICH ALL REGISTERED VOTERS
RESIDING IN THE CITY OF OWASSO SHALL BE ENTITLED TO
VOTE: AUTHORIZING A TAX LEVY OF 0 MILLS AND PROVIDING
FOR A TAX LEVY HEREAFTER IF AND WHEN APPROVED BY
THE REGISTED VOTERS IN A SUBSEQUENT ELECTION AND
PROVIDING THAT NO SPECIAL LEVY MAY BE MADE WITHOUT
THE APPROVAL OF THE REGISTERED VOTERS: PROVIDING
FOR THE BOARD OF TRUSTEES TO ADMINISTER THE AMBULANCE
SERICE DISTRICT, ESTABLISHING THEIR TERM OF OFFICE,
AND THE POWERS AND DUTIES OF THE TRUSTEES; AND AUTHORIZING
THE TRUSTEES TO ISSUE BONDS WHEN APPROVED BY
A MAJORITY VOTE AT A SPECIAL ELECTION FOR SUCH PRUPOSE;
SETTING FORTH THE INTEREST RATE OF SUCH BONDS;
AND PROVIDING FOR PAYMENT OF THE SAME FROM LEVIES
WHEN APPROVED BY THE ELECTORATE AND PROVIDING FOR
THE SUSPENSION OF THE LEVY WHEN NOT REQUIRED;
PROVOIDING FUTHER FOR THE ISSUANCE AND PAYMENTS OF THE
BONDS AND AUTHROIZING THE DISTRICT TO CHARGE FEES
FOR SERVICES RENEERED; AUTHORIZING SUCH DISTRIT TO
JOIN WITH OTHER DISTRICTS AND OTHER INCORPORATED CITIES
AND TOWNS; PROVIDING FOR THE DISSOLUTION OF THE DISTRICT
AND PROVIDING FOR THE MANNER AND METHOD OF CALLING ELECTIONS;
AND DECLARING AN AMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO:
Section 1. Creation of ambulance district. There is
hereby formed, pursuant to article 10, section 9c of the
Consititution of the State of Oklahoma, an emergency medical
service district (i.e., an ambulance service district)which is
hereinafter referred to as "District:, subject, however, to
approval of the registered voters of the City of Owasso at a
special election hereby called, at which all registered voters
residing in the City of Owasso shall be entitled to vote as to
wheather or not such district shall be formed and at which
election the registed voters at the same time and in the same
question will vote on wheather to authorize a tax levy not to
exceed 0 mills.
Section 2. Levy and Rate • Levy. Subject to approval

Section 17. Emergency, It being necessary for the health

safety and welfare of the inhabitants of the City that this
Ordinance become effective immediately upon its approval by
the electorate and an emergency is hereby declared.
Unanimously passed and approved by the City Council of
the City of Owasso on this day of 1977, with
the Emergency Clause being voted upon and approved separately.
