ARTICLE 6. SPEED REGULATIONS Sec. 20-45. Speyd Limits. PARKING IN SCHOOL ZONES AND DECLARING AN EMERGEN- CY. ARTICLE 6. SPEED REGULATIONS Sec. 20-45. Speed Limits (a) No person shall drive a vehicle in the City of Owasso on public property or private property open to public use other than at a careful, prudent and reasonable speed not greater nor less than reasonable and proper and in due regard to visibility, weather, traffic conditions, mechanical condition of the vehicle, width and condition of roadway and all other conditions then existing which in any way might affect the operation of the vehicle. (b) A speed greater than fifteen (15) miles per hour through an cpen, unmarked, unprotected intersection where no traffic control devices are erected is unlawful. (c) A speed greater than twenty -five (25) miles per hour in the business district is unlawful. (d) A speed greater than thirty -five (35) miles per hour shall be unlawful unless traffic speed limit signs erected Pursuant to the authority of the.city manager or chief of Police and specifies a greater or lesser speed and if not otherwise provided for in this article. (e) A speed greater than ten (10) miles per hour in any alley is unlawful. (f) Any speed greater than that which will enable the driver of a vehicle to stop within the assured clear distance ahead is unlawful. (g) It shall be unlawful to accelerate or turn a vehicle so rapidly as to spin the wheels. (h) Any speed greater than ten (10) miles per hour past a "YIELD" sign is unlawful. (i) Changeable message signs when erected shall define the school zone which the signs control. The speed in the school zone shall be as posted by the changeable message signs. The minimum speed for school zones defined by changeable message signs, barring hazardous road or other unusual conditions, shall be 25 miles per hour. The maximum speed limit shall be 35 miles per hour. The changeable message signs shall post speed limits for times when school is in session as follows: 7:30 A.M. to 8:30 A.M. -25 M.P.H. 11:30.A.M. to 12:30 P.M. -25 M.P.H. - 2:30 P.M. to 3:30 P.M. -25 M.P.H.' and at such other &;es as the proper authority may deter- mine for'special school events.
