ARTICLE 6, SECTION 20-45 - SPEED LIMITS
AN ORDINANCE AMENDING ORDINANCE NO. 225 PROVIDING
FOR A MAXIMUM SPEED LIMIT OF 351 MILES PER HOUR,
EXCEPT AS OTHERWISE POSTED BY AUTHORITY OF THE
CITY MA1,jiAtGTER OR CHIEF OF POLICE, AND DECLARING
AN EMERGENCY .
Sec. 20-45.
ARTICLE 6
Speed Linaits,
(a) No person shall drive a vehicle in the City of
O�-,assc or, public property or private property open to public
use other than at a careful, prudent and reasonable speed not
greater nor less than reasonable and proper and in due regard
to visibility, weather, traffic conch' ions, mechanical
co-nd-1tion of the vehicle, width and condition of roadway
ancL all other conditions then existing which in any way might
affect the operation of the vehicle.
(b) A speed greater than fifteen (15) miles per
hour through ar. open, unmarked, unprotected intersection
where no traffic control devices are erected is unlawful.
(c) A speed greater than twenty-five (25) miles per
hour in the business district is unlawful, unless otherwise
posted.®
'd) A speed greater than thirty-five (35) miles
per hour shall be unlawful unless traffic speed limit signs
erected pursuant to the authority of the City Manager or
Chief of Police and. specifies a greater speed and, if not
otherwise provided for 4rj this article.
(e) A. speed greater than ten (10) miles per hour

(f) Any speed greater than that which will enable
the driver of a. vehicle to stop within the assured clear
distance ahead is unlawful.
(g) It shall be unlawful to accelerate or turn a
-vehicle so rapidly as to spin the wheels.
(h) Any speed greater than ten (10) miles per hour
past a. "YIELD" sign is unlawful.
(i) Changeable message signs when erected shall
define the school zone which the signs control® The speed
the school zone shall be as posted by the changeable
message signs. The minimum speed for school zones defined-
L.)y changeable message signs, barring hazardous road or
other unusual conditions, shall be 25 miles per hour. The

changeable message signs shall post speed limits for times
when school is in session as follows:
7:30 A.M. to 8:30 A.14� 25 M P.H.
11:30 A.M. to12:30 P.M. 25 M.P.H.

and at such other times as the proper authority may C'ete=-,ine
for special school events. For all other times not herein

(j) All persons driving slower than the normal
flow of traffic and not in violation of the preceding section

for regulation of traffic within a school zone., the use of
portable signs within said zone shall thereafter be prohibited.
(1) ',,'To vehicles shall be allowed to park in a school
zone marked, or controlled by changeable message sign or
signs,
(rn) The City Manager or Chief of Police shall
ha�7e authority to establish speed zones less than 35 miles
per hour, Zones for 'Less than speeds of 35 miles per hour
shall be posted and when posted shall become the lawful
speed for the zone to which said signs apply.
-An emergency is hereby declared to exist for the
reservation of the public peace, health and safety, by
reason whereof this Ordinance shall take effect i=nediately
from, and after its passage, approval and publication.
PASSED AND APPROVED and. the_epergency clause ruled

MILES PER HOUR, EXCEPT AS OTHERWISE
POSTED BY AUTHORITY OF THE CITY MANAGER
OR CHIEF OF POLICE, AND DECLARING AN
EMERGENCY.
ARTICLE 6
Sec. 2045. Speed Limits.
(a) No person shall drive a vehicle in the City of Owasso on
public property or private property open to public use other

of the vehicle, width and condition of roadway and all other
conditions then existing which in any way might affect the
