AN ORDINANCE CHANGING AND AMENDING CHAPTER 22, ARTICLE 1, REVISED ORDINANCE
OF THE CITY OF OWASSO, OKLAHOMA, ESTABLISHING THE BOUNDARIES OF THE WARDS
OF THE CITY OF OWASSO, OKLAHOMA
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, THAT IN
ACCORDANCE WITH PROPER NOTICE GIVEN MORE THAN THIRTY (30) DAYS PRIOR HERETO:

SECTION 1a That Chapter 22, Article 1, Revised Ordinances of the City of
Owasso, Oklahoma be amended to read as follows:
Sec. 22-10
Wards and Boundaries.
The boundaries of the Wards of the City of Owasso, Oklahoma shall be
as follows:
(1) Ward One: All property located within the city limits of Owasso,
Oklahoma which is within an area bounded by a line Beginning at a Point which
is the intersection of the centerlines of Dogwood Street and 86th Street North
(12th Street), thence Northerly along the Owasso corporate limits line to an
intersection with the North boundary line of the Owasso corporate limits line
lying just North of 24th Court, thence West along said Owasso corporate limit
line to a point which is the intersection of said corporate limit line with the
centerline of Birch Street, thence South along the centerline of Birch Street
to a point which is the intersection of the centerlines of Birch Street and 19th
Street, thence East along the centerline of 19th Street to a point which is the
intersection of the centerlines of 19th Street and Cedar Street, thence South
along the centerline of Cedar Street to a point which is the intersection of the
centerlines of Cedar Street and Dogwood Street, thence South along the center-
line of Dogwood Street to a point which is the intersection of the centerline
of Dogwood Street and 86th Street North which is the Point of Beginning; plus
all property located within the city limits of Owasso, Oklahoma which is located
within an area North of 96th Street North, East of Mingo Road (97th East Avenue),
South of 126th Street North and West of 129th East Avenue.
(2) Ward Two: All property located within the city limits of Owasso,
Oklahoma which is within an area bounded by a line Beginning at a Point which is
the intersection of the centerlines of Main Street an.d 86th Street North (12th
Street), thence South along the centerline of Main Street to a point which is
the intersection of the centerlines of Main Street and Eighth Street, thence

of the centerline of Eighth Street and the northeast corner of Lot 14, Block 5,
Sherrill. Estates Addition (720 North Atlanta), thence West along the North lot
line of Lot 14, Block 5, Sherrill Estates Addition (720 North Atlanta), to a
point which is the intersection of said lot line and the West Owasso corporate
limit line, thence Southerly along said Owasso West corporate limit line to a
point which is the intersection of said corporate limit line and the northwest
corner of Lot 3, Block. 2, Starlane Addition (326 North Carlsbad), thence east
along the north lot line of Lot 3, Block 2, Starlane Addition (326 North
Carlsbad), to a point which is the intersection of said lot line and the center-
line of Fourth Street, thence East along the centerline of Fourth Street to a
ppiint which is the intersection of the centerline of Fourth Street and the East
Owasso corporate limit lane, thence Northerly along said corporate limit line
to a point which is the intersection of said corporate limit line and the center-
line of 86th Street North, thence Vest along the centerline of 86th Street North
to a point which is the intersection of the centerlines of 86th Street North and
Main Street which is the Point of Beginning.
(3) Ward Three: All property located within the city limits of Owasso,
Oklahoma which is within an area bounded by aline Beginning at a Point which
is the intersection of the centerlines of 86th Street North (12th Street) and
Main Street, thence South along the centerline of Main Street to a point which
is the intersection of the centerlines of Main Street and Eighth Street, thence
Nest along the centerline of Eighth Street to a point which is the intersection
of the centerline of Eighth Street and the northeast corner of Lot 14, Block 5,
Sherrill Estates Addition (720 North Atlanta), thence West along the north lot
line of Lot 14, Block 5, Sherrill Estates Addition (720 North Atlanta), to a
point which is the intersection of the northwest corner of said lot and the
infest Owasso corporate limit line, thence Northerly along said Owasso corporate
limit lane to a point which is the intersection of said corporate limit line and
the north boundary line of the Owasso corporate limit lane, thence east along
said North corporate limit line to a point which is the intersection of said
corporate limit line and the west boundary line of Ward 1, thence Southerly
along said boundary line to a point which is the intersection of the centerlines
of Dogwood Street and 86th Street North (12th Street), thence West along the

centerlines of Main Street and 86th Street North (12th Street) which is the
Point of Beginning.
(4) Ward Four: All property located within the city limits of Owasso,
Oklahoma which is located in an area South and West of a line Beginning at a
Point which is the intersection of the West Owasso corporate limit line located
west of the A.T. & S. F. Railroad right-of-way line and the A.T. & S.F. Rail-
road right-of-way line, thence Southeasterly along said A.T. & S.F. Railroad
right-of-way line to a point which is the intersection of the A.T. & S.F. Rail-
road right-of-way line and the centerline of 3rd Street extended, thence
Northerly along the West Owasso corporate limit line to a point which is the
intersection of said Owasso corporate limit line and the centerline of Fourth
Street extended, thence east along the centerlines of Fourth Street extended
and Fourth Street to a point which is the intersection of the centerline of
Fourth Street and the East Owasso corporate limit lane located just West of
Forrest Drive, thence Southerly along said Owasso corporate limit line to a
point which is at the intersection of said Owasso corporate limit and the
Owasso corporate limit lane which is generally along the same line as the
centerline of 71st Street extended.
(5) Ward Five: All property located within the city limits of Owasso,
Oklahoma which is within an area located East of the Mingo Valley Expressway,
South of 96th Street North, West of 145th East Avenue, and North of 66th Street
North.
Sec. 22-2.. Ward Boundaries Map.
The boundaries of the Wards of the City of Owasso, Oklahoma as described
in Seca 22-1 of this Chapter are general in nature, and the Owasso Ward
Boundaries Map of the City of Owasso attached hereto is the official map for
determining the official boundary lines of said Wards. In the event that the
description of the Ward Boundaries in Sec. 22-1 of this Chapter are at variance
with the official Owasso Ward Boundaries Map, then the Ward Boundaries as
defined by the official Owasso Ward Boundaries Map on file in the office of the
City Clerk shall prevail in the determination of the official Ward Boundary
Lines for the City of Owasso, Oklahoma.

SECTION 2d The official Owasso Ward Boundaries Map shall be on file at
the office of the City Clerk of the City of Owasso, Oklahoma for public review.
SECTION 3< This Ordinance shall take effect in accordance with Chapter 10,
Title 11, Oklahoma State Statues, Section 471, for election purposes at the
next regular city election.
SECTION 4. That for the preservation of the public peace., health and
safety, an emergency is found and declared to exist by reason whereof this
Ordinance shall take effect from and after its passage, approval and publica-
tiona

Date: December 8, 1980
Attached is a copy of the legal description for the proposed
Owasso Ward Boundaries. Please forward the legal description to
the city attorney or other appropriate person for preparation of
the Legal Notice. If the notice is published by December 18, 1980,
approval of the new ward boundaries can be scheduled for the
January 20, 1981, city council meeting.
The display map of the proposed boundaries is completed.
Preparation of a small map to accompany the Legal Notice is under-
way. Please contact me if you have questions regarding this
matter.

1. WARD BOUNDARY MAP
We have scheduled another meeting with Carol Dickey for 6 PM,
Tuesday, November 25th to complete review of the Ward Boundary
revision. I have asked Mr. Charney to be present to answer any
legal questions regarding the changing of these boundaries.
There are possible problems where two Council members will end
up in.the same ward boundary when the boundaries are revised.
The problem arises as to who will be eligible for re- election
from the ward in which these two Council members reside.

WARD BOUNDARY MAP
Carol Dickey, our City Planner, is beginning work on the updating
of Ward Boundary Map before the next City Council election. She
needs to meet with the Council to discuss various alternatives in
re- assignment of the Ward Boundaries. I would like for the Council
to meet with Ms. Dickey at 5:30 PM, Tuesday, November 18th in my
office. for a work session on the Ward Boundary map. I thought
this would be a more convenient time since you will be here for a
regular Council meeting on that date and this would save one addi-
tional evening being tied up on this subject.
