ORDINANCE NO. 310
AN ORDINANCE ADOPTING BY REFERENCE, A CODE OF SUBDIVISION REGULATIONS, AS A
PART OF SAID CHAPTER 16, PLANNING AND ZONING: TO -WIT: ARTICLE 1, GENERAL
PROVISIONS; AND ARTICLE 2, APPLICATION PROCEDURE; AND ARTICLE 3, SPECIFICA-
TION FOR PLATS; AND ARTICLE 4, SUBDIVISION DESIGN STANDARDS; AND ARTICLE 5,
IMPROVEMENTS, AND ARTICLE 6, ORDINANCE PROVISIONS; AND APPENDIX "A ", ILLU-
STRATIONS; AND APPENDIX "B ", HEALTH DEPARTMENT REQUIREMENTS FOR SUBDIVISION
AND LOT SPLITS; AND APPENDIX "C ", TECHNICAL ADVIRORY COMMITTEE STRUCTURE;
AND APPENDIX "D ", STANDARD LOCATION OF UNDERGROUND UTILITY LINES AND COLOR
CODES; AND APPENDIX "E ", CONTRACT FOR CONSTRUCTION OF PUBLIC IMPROVEMENTS;
AND APPENDIX "F ", DEFINITIONS, ALL OF THE SUBDIVISION REGULATIONS OF THE
CITY OF OWASSO, OKLAHOMA, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, IF
ANY, AND DECLARING AN EMERGENCY.
WHEREAS, Title 11, Oklahoma Statutes, Sections 41 through 47 inclusive,
empower the City to engage in Comprehensive City and Regional Planning and
Zoning and to enact suitable ordinances carrying out the purposes of said
acts; and
WHEREAS, the Owasso City Council deems it necessary for the carrying
out of the purpose of said acts and of promoting the health, safety or general
welfare of the community to enact an ordinance regulating the subdivision of
land within Owasso; and
WHEREAS, the Owasso City Council has appointed a Planning Commission
which shall review all proposed subdivisions; and
WHEREAS, the Comprehensive Plan of Owasso is designed to lessen conges-
tion in the streets, to secure safety from fires, panic, and other dangers,
to promote health and general welfare, to provide adequate light and air, to
prevent the overcrowding of land, to avoid undue concentration of population,
to facilitate the adequate provision of transportation, water, sewage, schools,
parks, and other public requirements; and
WHEREAS, the Owasso City Council has given the public notice of hearings
relating to the adoption of this Subdivision Regulations Ordinance and has
held such public hearings and after the Owasso Planning Commission recommenda-
tion for approval; and
WHEREAS, all requirements of Oklahoma Statutes, with regard to the adop-
tion of this ordinance have been met;
NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF OWASSO, OKLAHOMA:
Section 1. That there is hereby adopted by the City Council of the City
of Owasso, Oklahoma, for the purposes of promoting the health, safety, peace,
morals, comfort, convenience, prosperity, order, and general welfare; to re-
duce the danger and congestion of public transportation; to provide adequate
light and air, public utilities, facilities and service, and other public re-
quirements; to promote productive and enjoyable harmony between man and his
environment; to achieve a balance between population and resource use which
will permit high standards of living and a wide sharing of amenities; to pre-
vent overcrowding of land and undue encroachment thereon; to promote efforts
which will prevent or eliminate damage to the environment and biosphere; to
stimulate and assure for all citizens, safe, beautiful, productive, aestheti-
cally and culturally pleasing surroundings; to encourage the residential,
commercial, and industrial growth of the community as well as the most appro-
priate use of land; and to encourage the development of the community in
accordance with the adopted Comprehensive Plan; Subdivision Regulations known
as the Subdivision Regulations of the City of Owasso, Oklahoma, containing
Article 1, General Provisions; and Article 2, Application Procedure; and
Article 3, Specification for Plats; and Article 4, Subdivision Design Standards;
and Article 5, Improvements, and Article 6, Ordinance Provisions; and Appendix
"A ", Illustrations, and Appendix "B ", Health Department Requirements for Sub-
division and Lot Splits; and Appendix "C ", Technical Advisory Committee
Structure; and Appendix "D ", Standard Location of Underground Utility Lines and
Color Codes; and Appendix "E ", Contract for Construction of Public Improvements;
and Appendix "F ", Definitions; and the whole thereof, not less than fifty (50)
copies of which have been and are now on file in the office of the City Clerk

of the City, and the same are hereby adopted and incorporated as full as if
set out at length herein and from and after the effective date of this Ordi-
nance and all provisions thereof, shall be controlling, as set out therein
within the corporate limits of the City. That said Subdivision Regulations
are hereby adopted as Articles 1-6 and Appendices "A" through "F" of Chapter
16 and Appendices "A ", "B ", and "C ", Planning and Zoning, of the Code of the
City of Owasso, Oklahoma.
Section 2. That all Ordinances in conflict herewith or apparently in con-
flict, if any, herewith be and the same are hereby specifically repealed,
except as set out in Section 110.2, Subsection A, of Chapter 1, Title, Purposes,
Interpretation and Jurisdiction of the Zoning Code of the City of Owasso, Okla-
homa, adopted by this Ordinance.
Section 3. EMERGENCY. That in order to promote and protect the general
welfare, peace, safety and morals of the inhabitants of the City, it is hereby
demmed immediately necessary to adopt said subdivision regulations for the
City of Owasso, Oklahoma, and an emergency exists for the preservation of the
public health, peace and safety and by reasons whereof, this Ordinance shall
take effect immediately from and after its passage, approval and publication.
PASSED AND APPROVED, with the emergency clause ruled upon separately,
this 1st day of September, 1981.
