AN ORDINANCE RELATING TO THE BOARD OF PARR COMMISSIONERS
OF OWASSO, OKLAHOMA, AMENDING PROVISIONS OF PART ELEVEN,
PARKS, RECREATION AND CULTURAL AFFAIRS, CHAPTER ONE,
ADMINISTRATION AND CONTROL OF PARKS, OF THE CODE OF
ORDINANCES OF THE CITY OF OWASSO, OKLAHOMA, IN
PARTICULAR, PARTS THEREOF RELATING TO THE ESTABLISHMENT
OF PARK BOARD, TENURE OF OFFICE, OFFICERS, COMMITTEES,
DECLARING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO,
OKLAHOMA:
SECTION 1. That Section 11 -101 of the Code of Ordinances
of the City of Owasso, Oklahoma, be repealed, and the
following provisions be enacted in lieu thereof:
Section 11 -101
All public parks within the jurisdiction of the
City of Owasso, Oklahoma, together with all park
property which may be acquired hereinafter for
park purposes, shall be under the management,
care and control of a Board under the name of
the "The Board of Park Commissioners ". Said
Board shall consist of the five members of the
City Council ex- officio.
SECTION 2. That Section 11 -102 of the Code of Ordinances
of the City of Owasso, Oklahoma, be repealed, and the
following provisions be enacted in lieu thereof:
Section 11 -102 TENURE OF OFFICE - NO COMPENSATION -
DISBURSEMENT - VACANCIES.
The term of office shall be as the term of
office for which such members serve as City
Council members. Each newly elected or
appointed member of the City Council shall
automatically become a member of the Board of
Park Commissioners. Any vacancy which may occur
through death, resignation or otherwise, may be
filled for the unexpired term in like manner as
members of the City Council. The office of
Secretary shall be the same individual serving
as the City Clerk. No compensation for services
of said commission shall be allowed to any
member thereof. Each commissioner, however,
shall be entitled to receive his actual
disbursements for necessary expenses in the
performance of any duty imposed upon him by
direction of the Board of Commissioners. The
office of any one of the said park commissioners
who shall not attend the meeting of the board
for three (3) successive meetings, after having
been duly notified of such meeting, without

reason thereof satisfactory to the board, or
without leave of absence from said board, shall
by said board be declared vacant; such vacancies
shall be filled in same manner as that of City
Council members.
SECTION 3. That Section 11 -103 of the Code of Ordinances of
the City of Owasso, Oklahoma, be repealed, and the following
provisions be enacted in lieu thereof:
Section 11 -103. OFFICERS - POWERS AND DUTIES -
PAYMENT OF EXPENSES - RULES AND REGULATIONS -
RECORDS, REPORTS AND ACCOUNTS - OFFICE -
EMPLOYEES.
The said Board shall, when so appointed, choose
one of their number to be president of the
board, and another as Vice - president; and
thereafter such officers shall be chosen on the
first Tuesday of May in each year, or as soon
thereafter as practicable. The Secretary of
said Board shall be the City Clerk. All
expenses of the Board shall be paid out of the
sums set aside for park purposes. The said
board of Park Commissioners shall use the same
rules of conduct of meetings as that used by the
City Council. The Secretary shall keep an
accurate record and statement of all its acts
and doings. The president of the Board shall
act as moderator of the meetings and schedule
such meetings as required. The vice - president
shall act only in the absence of the president.
No member of the Board may act independently
with any employee of the city, unless so
instructed and voted upon by the Board as a
whole. All expenditures of the Board for
various park projects must have approval of the
City Manager and the City Council.
SECTION 4. That a new Section in Part Eleven, Chapter
One, of the Codified Ordinances be created, and further that
such shall be numbered Section 11 -116 and provide,
Section 11 -116. COMMITTEES.
The said Board may from time to time appoint
citizen committees. Said committees shall not
exceed five (5) members; one such committee
member must be a disabled person knowledgeable
in the needs and desires of the disabled of the
community. Said committees would be formed to
gather citizen input into park needs. No member
of said committee can be an employee of the City
of Owasso nor a current member of the City
Council unless such person or persons have not
been employed by the City for two (2) years
previous to being so appointed. Said committee
would make required reports directly to the
Board of Park Commissioners.
SECTION 5. That this Ordinance shall, upon passage, take
effect thirty (30) days from the date of publication hereof

as provided under the laws of the State of Oklahoma.
