AN ORDINANCE AMENDING PART FIFTEEN - TRAFFIC
AND VEHICLES, CHAPTER TWO - ENFORCEMENT,
SECTION 15 -202 - DIRECTION OF TRAFFIC BY HAND
OR VOICE, AMENDING SAME TO PROVIDE AUTHORITY
FOR DIRECTION OF TRAFFIC BY HAND OR VOICE BY
DULY AUTHORIZED SCHOOL CROSSING GUARDS;
SECTION 15 -204 - OBEDIENCE TO POLICE AND FIRE
OFFICIALS, AMENDING SAME BY DIRECTING
OBEDIENCE TO POLICE, FIRE AND SCHOOL CROSSING
GUARD OFFICIALS, DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO,
OKLAHOMA, THAT:
Section One: Part Fifteen (15) - Traffic and
Vehicles, Chapter Two (2) - Enforcement, Section 15 -202 -
Direction of Traffic by Hand or Voice, of the Code of
Ordinances of the City of Owasso, Oklahoma, providing as
follows,
A. Officers of the police department or any
officers designated by the chief of police are
hereby authorized to direct traffic by voice,
hand, or signal in conformance with traffic
laws and ordinances. In the event of a fire
or other emergency or to expedite traffic or
to safeguard pedestrians, officers of the
police department may direct traffic as
conditions may require notwithstanding the
provisions of the traffic laws and or
ordinances.
B. Officers of the fire department, when at
the scene of a fire, or other emergency, may
direct or assist the police in directing
traffic in the immediate vicinity.
shall be amended to provide,
A. Officers of the police department or any

C. Duly authorized school crossing guards,
when at a duly designated school zone, as
defined herein, may direct traffic at such
school zone to safeguard pedestrians therein.

Section Two: Part Fifteen (15) - Traffic and
Vehicles, Chapter Two (2) - Enforcement, Section 15 -204 -
Obedience to Police and Fire Officials, of the Code of
Ordinances of the City of Owasso, Oklahoma, providing as
follows,
No person shall willfully fail or refuse
to comply with any lawful order or direction
of a police officer or fire department
official.
shall be amended to provide,
No person shall willfully fail or refuse
to comply with any lawful order or direction
of a police officer, fire department official,
or authorized school crossing guard.
Section Three: By reason of the imminent danger to
pedestrians in school zones within the City of Owasso,
Oklahoma, and the threat of death or serious bodily harm
arising from said danger, an emergency is hereby declared to
exist whereby the provisions of the ordinance shall, upon
passage and publication, become effective immediately.
APPROVED this 5th day of April, 1988, with the
Emergency Clause voted upon and approved separately.
