ORDINANCE NO 425
AN ORDINANCE ACCEPTING, ADDING AND ANNEXING TO THE CITY OF
OWASSO, OKLAHOMA, ADDITIONAL LANDS AND TERRITORY IN SECTION
19, TOWNSHIP 21 NORTH, RANGE 14 EAST; SECTION 30, TOWNSHIP 21
NORTH, RANGE 14 EAST; AND SECTION 25, TOWNSHIP 21 NORTH, RANGE
14 EAST; PROVIDING THAT FROM AND AFTER THE PASSAGE AND
PUBLICATION OF THIS ORDINANCE ALL OF THE REAL PROPERTY WITHIN
SAID TERRITORY HEREIN DESCRIBED SHALL BE A PART OF THE CITY
OF OWASSO, OKLAHOMA, AND FURTHER DECLARING THAT ALL PERSONS
RESIDING THEREIN SHALL BE SUBJECT TO THE JURISDICTION,
CONTROL, LAWS, AND ORDINANCES OF THE CITY OF OWASSO, OKLAHOMA,
PROVIDING FOR AG (AGRICULTURAL) ZONING, ESTABLISHING THE SAME
AS PART OF WARDS TWO, THREE, AND FOUR OF SAID CITY, AND
DECLARING AN EMERGENCY AND DIRECTING THE FILING OF THIS
ORDINANCE.
WHEREAS, pursuant to the provisions of Title 11, Section
21.101, et seq., of the Statutes of the State of Oklahoma, the City
of Owasso may annex territory adjacent and contiguous to the City
upon presentation of a petition for annexation from persons
constituting not less than three - fourths of the registered voters
and being the owners of not less than three - fourths, in value, in
the real estate to be annexed; and
WHEREAS, persons constituting not less than three - fourths of
the registered voters and being the owners of not less than
three - fourths, in value, in the real estate situated in Tulsa
County, Oklahoma, described as:
The Northwest Quarter (NE1/4), less all of Hale Addition to
Tulsa County; and all of the Southwest Quarter (SW1/4), less the
Southeast Quarter of the Southwest Quarter (SE1/4 SW1/4) and less
a tract beginning 162 feet East and 162 feet North of the
Southwest Corner (SW/c) of the Southwest Quarter (S1/4); thence
North 1153.5 feet to the point of beginning; thence East 330
feet; thence North 200 feet; thence West 330 feet; thence
South 200 feet to the point of beginning; all in Section 19,
Township 21 North, Range 14 East, Tulsa County, State of
Oklahoma, according to the U.S. Government survey thereof; and
All of the North Half of the Northwest Quarter (NZ NWk); and
all that part of Lots Two (2) and Three (3) lying East of the
AT&SF Railroad right -of -way line; and the Southeast Quarter of
the Northwest Quarter (SE1/4 NW1/4), except the East 592 feet; and
a tract of land beginning at a point on the North line of the
East Half of the Southwest Quarter (E1/2 SW1/4) a distance of 610
feet West of the Northeast Corner (NE/c) of said East Half of
the Southwest Quarter (E1/2 SW1/4); thence South on a straight
line parallel with the East line of said East Half of the
Southwest Quarter (E1/2 SW1/4)to the Northwest Corner (NW/c) of
Lot Thirteen (13), Block Eight (8) of Greenlee's Addition to
the Town of Owasso; thence West at right angles to the point
of intersection with the North and East line of the AS&SF
Railroad right -of -way; thence Northwesterly along the said
Northeast boundary of said right-of-way to its intersection
with the West line of said East Half of the Southwest Quarter
(E1/2 SW1/4); thence North on said line to the Northwest Corner
(NW /c) of said East Half of the Southwest Quarter (Ek SWk);
thence East on and along the North line of said East Half of
the Southwest Quarter (E1/2 SW1/4) to the point of beginning, all
in Section 30, Township 21 North, Range 14 East, Tulsa County,
State of Oklahoma, according to the U.S. Government survey
thereof; and
All that part of the Northeast Half of the Northeast Quarter
(NE1/2 NE1/4;) lying North and East of the AT&SF Railroad right-of-
way line in Section 25, Township 21 North, Range 13 East,
Tulsa County, State of Oklahoma, according to the U.S.
Government survey thereof, and
The South 16.5 feet of the Southeast Quarter of the Southwest
Quarter (SE1/4 SW1/4) of Section 19, Township 21 North, Range 14
East, Tulsa County, State of Oklahoma, according to the U.S.
Government survey thereof;
Less and except, the West 16.5 feet; and the North 30 feet of
the West Half (W1/2), all in Section 19, Township 21 North,
Range 14 East, Tulsa County, State of Oklahoma,
being territory adjacent and contiguous to the incorporated City of
Owasso, Oklahoma, and not presently embraced within the limits
thereof, have petitioned the City Council of the City of Owasso,
Oklahoma, to annex the said real estate into the City of Owasso,
and,
WHEREAS, The City Council of the City of Owasso has
determined that the annexation of the real property hereinabove
described is necessary, reasonable and desirable in the public
interest of the residents and citizens of the City of Owasso;
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
OWASSO:
SECTION 1. That pursuant to the petition of persons
constituting not less than three - fourths of the registered voters
and being the owners of not less than three - fourths, in value, of
the following described real property lying in Tulsa County,
Oklahoma, and property to -wit:
The Northwest Quarter (NE1/4), less all of Hale Addition to
Tulsa County; and all of the Southwest Quarter (SW1/4), less the
Southeast Quarter of the Southwest Quarter (SE1/4 SW1/4) and less
a tract beginning 162 feet East and 162 feet North of the
Southwest Corner (SW/c) of the Southwest Quarter (SW1/4); thence

All that part of the Northeast Half of the Northeast Quarter
(NE1/2 NE1/4) lying North and East of the AT &SF Railroad right -of-
way line in Section 25, Township 21 North, Range 13 East,
Tulsa County, State of Oklahoma, according to the U.S.
Government survey thereof, and
The South 16.5 feet of the Southeast Quarter of the Southwest
Quarter (SE1/4 SW1/4) of Section 19, Township 21 North, Range 14
East, Tulsa County, State of Oklahoma, according to the U.S.
Government survey thereof;
Less and except, the West 16.5 feet; and the North 30 feet of
the West Half (W1/2) all in Section 19, Township 21 North,
Range 14 East, Tulsa County, State of Oklahoma,
the same being territory contiguous to the incorporated City of
Owasso, Oklahoma and not presently embraced within the limits
thereof, the above described land is hereby annexed to, made a part
of, and added to the City of Owasso, Oklahoma, and the Corporate
Limits thereof be, and are hereby extended to include the above
described territory and real estate.
SECTION 2. That from and after the passage and publication of
this Ordinance, the real estate and territory described in Section
1 hereof shall be a part of the City of Owasso, Oklahoma,
designated AG (Agricultural) zoning, pursuant to the ordinances of
the City of Owasso, Oklahoma, and in Wards Two, Three, and Four
thereof per Exhibit A attached, and all persons residing therein,
and all property situated thereon, shall be and are hereby declared
to be subject to the jurisdiction, control, laws and ordinances of
the City of Owasso, Oklahoma, in all respects and particulars.
SECTION 3. That an emergency is hereby declared to exist for
the preservation of the public peace, health, and safety, by reason
whereof this Ordinance shall take effect immediately from and after
its passage, approval and publication.
SECTION 4. That there be filed in the Office of the County
Clerk of Tulsa County, Oklahoma, a true and correct copy of this
ordinance.
PASSED AND APPROVED, and the emergency clause ruled upon
separately and approved, this 4th day of December, 1990.
