HomeMy WebLinkAbout449_Amend Part 1 Ch 2_Ward BoundariesBOOK 5442 PAGE 987 92 089395 ORDINANCE NO 449 CITY OF OWASSO, OKLAHOMA AN ORDINANCE AMENDING PART 1, CHAPTER 2, OF THE CODE OF ORDINANCES OF THE CITY OF OWASSO, OKLAHOMA, ESTABLISHING THE BOUNDARIES OF THE WARDS OF THE CITY OF OWASSO, OKLAHOMA, PROVIDING THAT FROM AND AFTER PASSAGE AND PUBLICATION OF THIS ORDINANCE ALL PERSONS RESIDING IN THE CITY OF OWASSO SHALL BE ASSIGNED BY LOCATION OF THEIR RESIDENCE TO ONE OF FIVE WARDS, AND DIRECTING THE FILING OF THIS ORDINANCE WHEREAS, pursuant to the provisions of Title 11, Section 20 -101, et seq, of the Statutes of the State of Oklahoma, the City of Owasso following each federal census shall review ward boundaries and, if necessary, shall change the boundaries so that the wards are formed of compact and contiguous territory and are substantially equal in population; and WHEREAS, the City Council of the City of Owasso conducted such a review and found it necessary to change ward boundaries; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, SECTION 1. That Part 1, Chapter 2, of the Code of Ordinances of the City of Owasso, Oklahoma be amended to read as follows: SEC. 1 -201. WARDS AND BOUNDARIES The boundaries of the Wards of the City of Owasso, Oklahoma shall be as follows: Ward One: A tract of land beginning at the SE /C of Section 6, Township 21N, Range 14E and the intersection of Garnett Road and 116th Street North; thence north 1141.89 feet along the east line of said Section 6 and the approximate center line of Garnett Road to a point; thence east and south along the existing City Limits line to a point on the north right-of-way of 116th Street and approximately 1512.72 feet west of the east line of said Section 6; thence westerly following the existing City Limits line to the SE/C of the Westport subdivision; thence following the boundary of said addition to the SW/C, also being the intersection of the north right-of-way line of 116th Street North and the east right -of -way of the AT &SF Railroad; thence west along the north right -of -way of 116th Street North to a point on the west line of said Section 6; thence continuing west along the north right-of-way of 116th Street North approximately 455 feet to a point; thence south to the NW/C of Hillside Estates subdivision; thence following the boundary of Hillside Estates subdivision to the intersection of the west line of Section 7, Township 21N, Range 14E; thence north along said line to the intersection of the south right -of- way of 116th Street North; thence east along said right -of -way line to the intersection with the east right -of -way of the AT &SF Railroad; thence south following said right -of- way to a point on the south line of the NW /4 of said Section 7; thence following the existing City Limits line to the NW/C of the Meadowcrest subdivision; thence following the boundary of said subdivision to the southeast comer SE/C of Meadowcrest subdivision; thence northerly following the beginning; less and except the NW/4 NW/4 14E, and existing City Limits line to the point of NE/4 of Section 7, Township 21N, Range A tract of land beginning at the SE/C of Section 18, Township 21N, Range 14E and the intersection of Garnett Road and 96th Street North; thence following the existing City Limits line and the boundary of the El Rio Vista subdivision to the SW/C SE/4 of said Section 18; thence south to a point on the south right-of-way line of 96th Street North; thence west along said right-of-way to a point on the west line of Section 19, Township 21N, Range 14E; thence south along said line to the NW/C of Hale subdivision, an BOOK 5442 PAGE 988 addition located in Tulsa County; thence east to the NW/C of Ator Heights Fourth subdivision; thence north to the SW/C SE /4 of Section 18, Township 21N, Range 14E; thence east to the point of beginning; and A tract of land beginning at the NE/C S/2 NE/4 of Section 19, Township 21N, Range 14E; thence east to the northeasterly most corner of Ator Heights Fourth subdivision; thence south to the centerline of 22nd Street; thence west following said centerline to the intersection of the centerline of Dogwood Street; thence south along said centerline to the intersection of the centerline of 19th Street; thence east along said centerline to the intersection of the east line of Section 19, Township 21N, Range 14E; thence north along said section line to the point of beginning; and A tract of land beginning at the NE/C of Section 20, Township 21N, Range 14E and the intersection of 96th Street North and 145th East Avenue; thence east along the north line of said section to the NW/C NE/4 of the section; thence south to the intersection of the north right-of-way of Highway 169; thence following said right-of-way to a point on the south line of the NW/4 of Section 20; thence east to a point on the south right -of -way of Highway 169; thence following said right -of -way to a point on the west line of the NE/4 of Section 20; thence south to the NW/C of Lakeridge Third subdivision; thence following said boundary to the NE/C of said subdivision; thence south to the south line of the NE/4 of Section 20; thence east along said south line and continuing along the south line of the N/2 of Section 21, Township 21N, Range 14E to a point on the east boundary of Section 21; thence north to the NE/C SE/4 NE/4 of Section 21; thence following the existing City Limits line to a point on the north line of Section 21; thence east to the NE/C of Pleasant View, an addition in Tulsa County; thence following the boundary of said addition to a point on the north line of Section 21 and also being the NE/C of Windsor Lake subdivision; thence following the boundary of said subdivision to the SW /C; thence following the existing City Limits line to a point on the east line of Section 20; thence south along said east line to a point 330 feet north of the SE /C NE /4 of Section 20; thence northerly following the City Limits line to the point of beginning. (EXHIBIT A) Ward 2: A tract of land beginning at the SW/C of Section 19, Township 21N, Range 14E and the intersection of 86th Street North and Mingo Road; thence east on the south line of said section 1320 feet to a point on said line; thence north using the existing City Limits line until it intersects with 86th Street North and the south line of Section 19; thence east on the south line of said section to the center line of Main Street; thence south on Main Street to the center line of Sixth Street; thence east on Sixth Street to the center line of Cedar Street; thence south on Cedar Street to the center line of Fourth Street; thence east on Fourth Street to the center line of Highway 169 /Garnett Road; thence north on Highway 169/Garnett Road to the center line of 19th Street North; thence west on 19th Street North to the center line of North Dogwood Street; thence north on North Dogwood Street until it intersects with the center line of 22nd Street; thence east along said center line to the intersection of the extension of the east boundary line of Ator Heights Fourth subdivision; thence north to the existing City Limits; thence following the boundary of Ator Heights subdivision and the existing City Limits until it intersects with the NE/C S/2 S/2 NW/4 of Section 19; thence west to the NE/C of Hale Addition, a Tulsa County subdivision; thence southerly following the existing City Limits to the point of beginning. (EXHIBIT B) Ward 3: A tract of land beginning at the SE/C of Section 21, Township 21N, Range 14E and the intersection of 86th Street North and 145th East Avenue; thence north and using the existing City Limits line to a point on the half section line of Section 21; thence west to the NE/C of Lakeridge subdivision; thence following the boundaries of Lakeridge and Three Lakes subdivisions to the northwest right -of -way line of Highway 169; thence southwest and following the right -of -way of Highway 169 to the center line of Highway 169/Garnett Road; thence south on Highway 169/Garnett Road to the center line of a 2 BOOK 5442 PAGE 989 Drainage Ditch (Bird Creek Tributary 5A); thence northeast along said Drainage Ditch to intersect the center line of 83rd Place North; thence east on 83rd Place North to the center line of 84th Street North; thence southeast on 84th Street North to the center line of 122nd East Avenue; thence south on 122nd East Avenue to the center line of 81st Place North; thence east on 81st Place North to the center line of North 124th East Avenue; thence southeast on North 124th East Avenue to the center line of 81st Street North; thence northeast on 81st Street North to the intersection with the center line of 82nd Street North; thence east on 82nd Street North to the center line of 129th East Avenue and the east line of Section 29, Township 21N, Range 14E; thence north along said line to the NE/C of Section 29 and the intersection of 129th East Avenue and 86th Street North; thence following the existing City Limits to the point of beginning, less and except that portion of Section 20, Township 21N, Range 14E, described as beginning at the SE/C NW/4 SW/4; thence north to the southeast right -of -way of Highway 169; thence southwesterly along said right -of -way to a point on the south line of the NW/4 SW/4 of Section 20; thence east to the point of beginning. (EXHIBIT E) SEC. 1-202. WARD BOUNDARIES MAP The boundaries of the Wards of the City of Owasso, Oklahoma as described in Sec. 1- 201 of this Chapter are general in nature, and the Owasso Ward Boundaries Map of the City of Owasso attached hereto is the official map for determining the official boundary lines of said Wards. In the event that the description of the Ward Boundaries in Sec. 1- 201 of this Chapter are at variance with the official Owasso Ward Boundaries Map, then the Ward Boundaries as defined by the official Owasso Ward Boundaries Map on file in the office of the City Clerk shall prevail in the determination of the official Ward Boundary Lines for the City of Owasso, Oklahoma. (EXHIBIT F) SECTION 2. The official Owasso Ward Boundaries Map shall be on file at the office of the City Clerk of the City of Owasso, Oklahoma for public review.
