ORDINANCE NO. 538
AN ORDINANCE RELATING TO PART 15, TRAFFIC AND VEHI-
CLES, CHAPTER 4, SPEED REGULATIONS, SECTION 15 -402,
SCHOOLS ZONES OF THE CODE OF ORDINANCES OF THE CITY
OF OWASSO, OKLAHOMA, AMENDING SAME BY REDUCING THE
SPEED LIMIT FROM TWENTY -FIVE MILES PER HOUR TO TWEN-
TY MILES PER HOUR, DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWAS-
SO, OKLAHOMA, THAT, TO -WIT:
Section 1: Part 15, Traffic and Vehicles, Chapter 4, Speed Regulations,
Section 15402 of the Code of Ordinances of the City of Owasso, Okla-
homa. is hereby amended in the following respects, to -wit:
A.
The speed in 4ke school zones shall be as
posted, meago eigme The maximum speed limit shall

signs shall post speed limits 4 thirty (30) minutes before the school ses-
chool lunch period,

and at such other times as the proper authority may determine for special
school events. For all other times not herein provided, the speed limit shall
be twenty -five (25) miles per hour

Section 2. For the preservation of the health and safety of the school
children within the City of Owasso, Oklahoma, a need exists for this ordi-
nance to become effective immediately. Therefore, an emergency is hereby
declared to exist whereby this ordinance shall become effective immediate-
ly upon passage and publication as provided by State Law.
APPROVED this 4th day of March, 1997, with the emergency clause vot-
ed upon separately.

The normal speed through a r e sidential area is 25 mph. The school speed zones were reduced
to 20 mph several year ago and the ordinance should have been modified at that time.
The City Attorney Ron Cates has coordinated with the city prosecuting attorney and the city
judge with regard to this ordinance modification.
The staff recommends City Council approval of Ordinance #538.

SUBJECT: REQUEST APPROVAL FOR MODIFICATION TO SCHOOL
SPEED ZONE ORDINANCE #538
DATE: February 11, 1997
BACKGROUND:
The purpose of this memorandum is to request Council action to change the current school speed
zone regulation by adoption of Ordinance #538. Part 15, Chapter 4, section 15 -402 of the Code
of Ordinances of the City of Owasso currently regulates school speed zones at a maximum of
25 mph. The signs posted within the school zones display that the maximum speed in the school
zone to be 20 mph. Police officers cite violators when the speed is in excess of 20 mph, as
posted. The majority of violators pay the citation without appearing in court. The ordinance
discrepancy was noted several weeks ago when a violator appeared in court on an appeal and
the judge noted the difference between the ordinance and the posted speed signs.
