For areas within the coroorate limits of the city receiving water service from the city or areas within the coroorate limits of the city receiving only sanitary sewer service from the city, a water rate increase or a sewer rate increase respectively, is established as follows: The provisions of 13 -236 A 1 and 2 shall remain in full force and effect. SECTION 13 -238 FEE DIMINUTION A. Any person residing within the service area above referenced and connected to the Owasso water and sewer system, water or sanitary sewer system, whether such connection is Q pursuant to single family residence or multifamily residential dwellings as herein provided, over the age of sixty -five years, or living below the national poverty level as determined by the United States Government, may, upon proper application therefore, receive a diminution in the rate increase or subscription fee provided for herein in an amount of One Dollars ($1.00) per month per household. Section Two: Due to the absence of provisions in the Code of Ordinances of the City of Owasso, Oklahoma, relating to provision of ambulance service for persons solely utilizing the Osanitary sewer service of said city, an emergency is hereby declared to exist whereby the provisions of this ordinance shall become effective immediately upon passage and publication as provided by state law. Cates, City Attorney My Commission expires: PUBLISHER'S FEE $ 3 7. 4 0 MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL CITY OF OWASSO FROM: SHERRY BISHOP FINANCE DIRECTOR SUBJECT: ORDINANCE #639 FUNDING FOR AMBULANCE SERVICE DATE: March 31, 2000 BACKGROUND: On June 16, 1987, the City Council enacted an ordinance implementing a mandatory surcharge on citizen water bills for the purpose of partially funding ambulance service in the city. All revenue (including this surcharge) derived from the operation of the ambulance service goes into the Ambulance Service Fund and the Ambulance Service Capital Improvement Fund which were created by that ordinance. The two - dollar surcharge on water bills operates similar to a subscription to the ambulance service. There are no charges in excess of the payment from an insurer under a policy of insurance, if any, to a "subscriber" of the ambulance service. There are now citizens residing within the city limits who are served by Owasso sanitary sewer but not by Owasso water. In order to include these citizens as subscribers to the ambulance service, staff is requesting that Council amend the ordinance that establishes the mandatory surcharge. Ordinance #639 amends the funding for the ambulance service to provide a rate increase on water service or sanitary sewer service. All other provisions of the ambulance service ordinance remain the same. Ordinance #639 includes an emergency clause making the ordinance effective immediately upon passage and publication. Rural water districts serving inside the city limits of Owasso will bill for city utilities under existing agreements. This ordinance change allows them to include the ambulance subscription fee in their billing to customers served by Owasso sanitary sewer. RECOMMENDATION: Staff recommends approval of Ordinance #639 amending funding for the ambulance service to include customers of sanitary sewer service only and attachment of an emergency clause to that ordinance.
