OKLAHOMA, AS ESTABLISHED BY THE TRUSTEES OF
THE OWASSO PUBLIC WORKS AUTHORITY PURSUANT
TO RESOLUTION NUMBER 2000-01 AND DECLARING
AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OWASSO,
OKLAHOMA, THAT, TO -WIT:
Section One: The sanitary sewer rates and sanitation service rates for rural water district
customers residing within the corporate limits of the City of Owasso, Oklahoma, as established by
the Trustees of the Owasso Public Works Authority pursuant to Resolution Number 2000-01 be
and same hereby are approved.
Section Two: Due to the absence of sanitary sewer rates and sanitation sewer rates for
rural water district customers residing within the corporate limits of the City of Owasso,
Oklahoma, an imminent need exists for the establishment of same and by reason thereof an
emergency is hereby declared to exist whereby the provisions of this ordinance shall become
effective immediately upon passage and publication as provided by state law.
APPROVED this 4th day of April, 2000, with the Emergency Clause voted upon and
approved separately.

UTILITY RATES

BACKGROUND:
In December 1999, the City Council and the OPWA Trustees approved agreements with Rural
Water District No. 3, Rogers County and with Rural Water District No. 3, Washington County.
Those agreements list the shared responsibilities for utility operations in areas within the city limits
of Owasso that are served by a rural water district. The agreement specifies that the rural water
district will be responsible for billing and collections of the City's utility charges for sanitary
sewer, sanitation (polycart) and ambulance subscription services.
In order to facilitate utility billing by the rural water district, the OPWA agenda includes
consideration of Resolution #2000 -01. That resolution establishes rates for sanitary sewer and
sanitation services for rural water district customers residing within the corporate limits of the City
of Owasso. Ordinance #640 would approve the rates established by the OPWA Trustees in
Resolution #2000 -01 and attach an emergency clause to the ordinance. The emergency clause
would make utility rates effective immediately upon passage and publication.
RECOMMENDATION:
Staff recommends Council approval of Ordinance #640 approving utility rates as established by
OPWA Resolution #2000 -01 and approval of the attachment of an emergency clause to the
ordinance.
