WHEREAS, public hearings have been held regarding the proposed amendment to the Owasso Zoning Code, Chapter 10, Section 1011.4, and; WHEREAS, the Owasso City Council has considered the recommendation of the Owasso Planning Commission and all statements for and against the proposed amendment. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, THAT, TO -WIT: Section 1. That Part Twelve (12), Planning, Zoning and Development, Chapter 2, Zoning Regulations, Section 12 -201, Chapter Ten (10), Use Units, Section 1011.4, Off - Street Parking and Loading Requirements for Offices and Studios is hereby amended, to -wit: 1011.4 Off - Street Parking and Loading Requirements Parking Spaces Funeral Home 1 per 40 sq. ft. of assembly Floor area plus 1 per 300 sq. ft. of non - assembly floor area Medical and Dental Offices, Clinics and Laboratories Other Uses 1 per 150 sq. ft. of floor area for the first 15,000 sq ft. of floor area, plus 1 per 200 sq. ft. of floor area in excess of 15,000 sq. ft. 1 per 300 sq. ft. of floor area Loading Berths 1 per 10,000- 100,000 sq. ft., plus 1 per each additional 100,000 sq. ft. of floor area 1 per 10,000- 100,000 sq. ft., plus 1 per each additional 100,000 sq. ft. of floor area 1 per 10,000- 100,000 sq. ft., plus 1 per each additional 100,000 sq. ft. of floor area Section 2. That all ordinances or parts of ordinances in conflict herewith be, and the same, are hereby expressly repealed. Those portions consistent herewith remain unaffected hereby. Section 3. By reason of the fact the proposed Zoning Code Amendment would promote the health, safety, morals and general welfare of the inhabitants of the City of Owasso, Oklahoma, an emergency is hereby declared to exist whereby the provisions of this ordinance shall take effect immediately upon passage and first publication, as provided by law. City of Owasso, Oklahoma Mary L u Bamhouse, Mayor TO: HONORABLE MAYOR AND COUNCIL CITY OF OWASSO FROM: DONNA SORRELLS CITY PLANNER SUBJECT: ORDINANCE #676 ZONING CODE AMENDMENT CHAPTER 10, SECTION 1011.4 DATE: May 31, 2001 BACKGROUND At the May 15, 2001 regular meeting, the City Council unanimously approved an amendment to the Owasso Zoning Code, Chapter 10, Section 10 11.4, Off - Street Parking and Loading Requirements for Offices and Studios. Ordinance No. 676 would formally adopt the action taken by the City Council at the May 15, 2001 meeting. An emergency declaration will institute this amendment immediately. RECOMMENDATIONS Staff recommends approval of Ordinance No. 676. ATTACHMENTS 1. Ordinance No. 676 MEMORANDUM TO: HONORABLE MAYOR AND COUNCIL CITY OF OWASSO FROM: DONNA SORRELLS CITY PLANNER SUBJECT: CITIZEN - SPONSORED ZONING CODE AMENDMENT PARKING REQUIREMENTS FOR MEDICAL OFFICES ORDINANCE NO. 676 DATE: May 10, 2001 The firm of Norman, Wohlgemuth, Chandler & Dowdell, on behalf of SJSF Venture, has requested Planning Commission review of a proposed amendment to the Owasso Zoning Code, Chapter 10, Section 1010, Use Unit 11 "Offices and Studios ". The information submitted by the applicant is included in this packet for your convenience. The applicant showed the average parking requirement for medical office facilities in and around Tulsa is 1 space per 200 square feet of gross building floor area. The applicant requested a reduction in the required parking for all medical office facilities from 1 space per 150 square feet to 1 space per 200 square feet. Staff felt strongly that no across - the -board amendment to the zoning code should be adopted. Smaller facilities tend to be located around other commercial and/or office facilities which are non - medical in nature or near residential neighborhoods. The Planning Commission reviewed the request at the April 10, 2001 regular meeting and recommended approval of an amendment which would modify the parking requirement for Medical Offices, Clinics and Laboratories as shown below: 1011.4 Off - Street Parking and Loading Requirements Parking Spaces Funeral Home 1 per 40 sq. ft. of assembly Floor area plus 1 per 300 sq. ft. of non - assembly floor area Medical and Dental 1 per 150 sq. ft. of floor Offices, Clinics and area for the first 15,000 sq.
