NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE
CITY OF OW ASSO, OKLAHOMA, THAT:
WHEREAS, through the creation of the "Skate Park" and the adoption this
ordinance, the Council hopes to reduce damage caused to property throughout the City of
Owasso and encourage the use of the "Skate Parle"
WHEREAS, the City Council has recently approved the expenditure of funds to
create, design, and construct a "Skate Park" specifically for skateboards and the
enjoyment of skateboard enthusiasts; and
WHEREAS, the City Council has been advised of an increase of c010plaints
generated from private business owners regarding damage to their property believed to be
caused by skateboards and their users; and

No person shall operate a skateboard on any roadway or public in the
City of Owasso in violation of any traffic ordinance of the City of Owasso
or the law of the State of Oklahoma.
A.
SECTION
It shall be unlawful for every parent, guardian, or other person
having the care and custody of any minor child under 18 years of age to
knowingly pennit such a minor child to violate any provision this
chapter, A violation of this chapter shall be punished by a of not
more than $50.00.

No person shall ride a skateboard on any designated public area riding
skateboards in the City of Owasso after dark unless said public areas are
fully illuminated by public utilities.

Every person convicted of violation of any provision of this chapter shall
be punished by a fine of not more than $50.00 and shall be ordered to pay
restitution should any damage or injury have resulted from the act giving
rise to the violation ofthis chapter."

Staff recommends Council adoption of Ordinance No. 765.
RECOMMENDATION:
As mentioned in Mr. Warren's memorandum, it is proposed that this ordinance would be
published in such a manner that the changes would be concurrent with the opening of the
Skate Park.
The most significant, and desired, change to Part 15 of the Code of Ordinances would be
the prohibition of stunt skating of any kind on private property with public access unless
the owner of said propeliy submits necessary paperwork to be filed with the Chief of
Police. This process would allow for easier enforcement by police officers and would
eliminate the need for each business owner to post their property with a "No
Skateboarding" sign.
Staff initially contacted several municipalities and reviewed their ordinances regarding
the use of skateboards in their communities. Additionally, Parks Department personnel
contacted other communities to review regulations regarding alternative recreation. The
attached ordinance contains information from several of the contacted municipalities.
As a result of concems expressed in several Town Hall meetings from business owners
regarding stunt skating and skateboarding, staff was directed to review changes in Pali 15
- "Traffic and Vehicles" of the Owasso Code of Ordinances. Any changes to this portion
of the Code were to accompany the Skate Park opening so as to not relocate youth in our
community without providing a recreational altemative.
