AN ORDINANCE AMENDING THE CITY OF OW ASSO CODE OF
ORDINANCES BY ADOPTING NEW ENGINEERING DESIGN CRITERIA,
CONSTRUCTION STANDARDS AND STANDARD DETAILS FOR STREETS,
SIDEWALKS, WATER SYSTEMS, SEWER SYSTEMS AND DRAINAGE
WITHIN THE CITY LIMITS OF OW ASSO, OKLAHOMA; ADOPTING NEW
METHODS FOR ENGINEERING PLAN APPROV ALS, ENGINEERING
SUPERVISION AND INSPECTIONS, AND THE CITY'S ACCEPTANCE OF
PUBLIC IMPROVEMENTS ALL BY EXPRESSLY REPEALING ALL
ORDINANCE OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OW ASSO
OKLAHOMA, TO-WIT:

SECTION 1 TITLE
This ordinance shall be known and may be cited as the Engineering Design and Construction
Standards Code of the City of Owasso, Oklahoma.
SECTION 2 PURPOSES, ON INTERPRET A TION, AND JURISDICTION
2.1 PURPOSES
This code is enacted for the purposes of defining guidelines for design and construction of
water, sanitary sewer, streets and drainage infrastructure. The standards established in the
Engineering Design Criteria, Construction Standards and Standard Details, herein attached as
Appendix A, are the minimum acceptable standards. Parties developing subdivisions in the City
must meet these minimum standards and are encouraged to exceed them where it is in the best
interest ofthe developer and/or the City.

Validity of Other Laws
Where this code imposes a less restriction upon the design and/or construction of public
infrastructure than are imposed by other ordinances, laws, or regulations, the provisions of
this code shall not be construed to prevent the enforcement of other ordinances, laws, or
regulations which prescribe more restrictive limitations.
Severability

SECTION 1 TITLE

2.2 INTERPRETATION

C. Tense and Definition
For the purpose of this code, certain terms and words are to be
used and interpreted as defined in Appendix A, Sections 0110
and 01100, words used in the present tense shall include the
future tense; words in the singular number include the plural
and words in the plural number include the singular, except
where the natural construction of the writing indicates otherR
wise. The words "shall" and "will" are mandatory.
2.3 JURISDICTION
A. Territorial Jurisdiction
This code shall be in full force and effect and shall apply to all
lands within the incorporated limits of the City of Owasso,
Oklahoma.
B. City Owned Property
Property owned, leased or operated by the City of Owasso,
Oklahoma, or any other public or government body or agency,
shall be subject to the terms of this code.
SECTION 3 ENACTMENT
The provisions of this ordinance shall become effective thirty (30)
days from the date of first publication as provided by law, and be
implemented under the following schedule: a) All subdivisions and
all City construction concerning which design is begun after the
