ORDINANCE NO. 850
AN ORDINANCE RELATING TO PART 10, OFFENSES & CRIMES, CHAPTER 4,
OFFENSES AGAINST THE HEALTH, WELFARE AND MORALS, OF THE CODE
OF ORDINANCES OF THE CITY OF OWASSO, OKLAHOMA, AMENDING SAME
BY PROHIBITING ANY PARENT OR PERSON FROM CONTRIBUTING TO THE
DELINQUENCY OF A MINOR.
THIS ORDINANCE AMENDS PART 10, CHAPTER 4, OF THE CITY OF OWASSO CODE
OF ORDINANCES 1;1 CODIFIED AS SECTION I_
THAT, 422, CONTRIBUTING TO THE DELINQUENCY OF A MINOR.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA,
THAT, TO-WIT:
SEC'T'ION ONE (1): Part Ten, Offenses & Crimes, Chapter Four, Offenses Against the Health,
Welfare and Morals, of the Code of Ordinances of the City of Owasso, Oklahoma, shall be amended
by providing and codifying as follows:
1. Cause, aid, abet or encourage a minor to be, to remain, or to become, delinquent, in need of
supervision, or dependent and neglected, or,
2. To omit the performance of any duty, which act or omission causes or tends to cause, aid,
abet or encourage any minor to be delinquent, in necd of supervision, or dependent and
neglected, within the purview of the Oklahoma Children's Code, or the Oklahoma Juvenile
Code of the State of Oklahoma, or any applicable ordinance of the Owasso Municipal Code.
(State Law Deference: Parent - Causing Delinquency- Punishment, 21 O. S. §858.1; Other Person
Aiding in Delinquency of Minor - Penalty, 210. S. §858.3)
A. All ordinances, or parts of ordinances, in conflict with this ordinance are hereby repealed to the
extent of the conflict only.
D. If any part or parts of this ordinance are deemed unconstitutional, invalid or ineffective, the
remaining portion shall not be affected but shall remain in full force and effect.
C. The provisions of this ordinance shall become effective thirty (30) days from the date of final
passage as provided by state law.
D. The City of Owasso Code of Ordinances is hereby amended by adding a new ordinance to be
codified in Part 10, Chapter 4, as section 10422.

BE CODIFIED AS SECTION
10 -422, CONTRIBUTING TO
THE DELINQUENCY OF A
MINOR.
BE IT ORDAINED BY THE
COUNCIL OF THE CITY OF
OWASSO, OKLAHOMA,
THAT, TO -WIT:
SECTION ONE (1): Part Ten,
Offenses & Crimes, Chapter
Four, Offenses Against the
Health, Welfare and Morals, of
the Code of Ordinances of the
City of Owasso, Oklahoma,
shall be amended by providing
and codifying as follows:
SECTION 10 -422
CONTRIBUTING TO THE
DELINQUENCY OF A MINOR
SECTION TWO (2):
It shall be unlawful for any par-
ent or other adult person to
knowingly and willfully:
1.Cause, aid, abet or encour-
age a minor to be, to remain,
or to become, delinquent, in
need of supervision, o,
dependent and neglected, or,
2.To omit the performance of
any duty, which act or omis-
sion causes or tends to
cause, aid, abet or encour-
age any minor to be delin-
quent, in need of supervi-
sion, or dependent and
neglected, within the purview
of the Oklahoma Children's
Code, or the Oklahoma
Juvenile Code of the State of
Oklahoma, or any applicable
ordinance of the Owasso
Municipal Code.

SECTION THREE (3):
REPEALER
A. All ordinances, or parts of
ordinances, in conflict with this
ordinance are hereby repealed

SEVERABILITY
B. If any part or parts of this
ordinance are deemed uncon-
stitutional, invalid or ineffective,
the remaining portion shall not
be affected but shall remain in
full force and effect.
SECTION FIVE (5):
DECLARING AN EFFECTIVE
DATE
C. The provisions of this ordi-
nance shall become effective
