ORDINANCE No. 920
AN ORDINANCE RELATING TO PART 12, PLANNING ZONING AND
DEVELOPMENT, CHAPTER 3, SUBDIVISION REGULATIONS, SECTION 12 -301
SUBDIVISION REGULATIONS ADOPTED, OF THE CODE OF ORDINANCES OF
THE CITY OF OWASSO, OKLAHOMA, AMENDING SAME BY ADOPTING NEW
EMERGENCY SIREN FEES AND DEFINING USE OF FUNDS.
THIS ORDINANCE AMENDS CHAPTER 5, OF THE CITY OF OWASSO
SUBDIVISION REGULATIONS BY AMENDING SECTION 5.2.1.
LA BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA,
THAT, TO -WIT:
SECTION ONE: Part Twelve, Planning, Zoning and Development, Chapter 3, Subdivision
Regulations, Sections 12 -301 Subdivision Regulations Adopted, Chapter 5 - Fees, of the Code of
Ordinances of the City of Owasso, Oklahoma, shall be amended as follows:
SECTION 5 -2.1 FEES
A. Fee Imposed: An emergency siren fee is hereby imposed on the privilege of
subdividing any land within the City of Owasso and every person subdividing land
within the City of Owasso shall pay to the City of Owasso such fee at the following
rate:
B. Fee Schedule: Thirty -five dollars ($35.00) per each acre subdivided.
C. Use of Funds: All fees collected under this Ordinance shall be used and expended
for the acquisition, repair, replacement, and purchase of emergency sirens only.
SECTION TWO: REPEALER
All ordinances, or parts of ordinances, in conflict herewith are hereby repealed to the extent of
the conflict only.
Q SECTION THREE: SEVERABILITY
If any part or parts of this ordinance are deemed unconstitutional, invalid or ineffective, the
remaining portion shall not be affected but shall remain in full force and effect.
SECTION FOUR: DECLARING AN EFFECTIVE DATE
The provisions of this ordinance shall become effective thirty (30) days from the date of final
passage as provided by state law.
SECTION FIVE: CODIFICATION
The City of Owasso Code of Ordinances is hereby amended by amending the ordinance to be
codified in Part Twelve, Planning, Zoning and Development, Chapter 3, Subdivision
Regulations, Sections 12 -301.

SUBJECT: INCREASED EMERGENCY SIREN FEE
ORDINANCE NO. 920
DATE: June 12, 2008
BACKGROUND:
In October of 1994, the Owasso City Council approved and adopted the current version
of the Owasso Subdivision Regulations. Included within that document was the
development of an Emergency Siren Fee. A fee in the amount of $16 per acre was to be
assessed on each acre of any newly created subdivision in order to offset costs associated
with the "acquisition and /or purchase of emergency sirens only."
In 2004, the City of Owasso purchased a new emergency siren notification system as a
result of the citizen's approval of the third penny sales tax extension. The new system
allowed for greater coverage and remote activation of the warning system.
As the City of Owasso continues to grow into previously undeveloped areas, the need for
additional emergency sirens increases. Additionally, repair and replacement of individual
sirens included within the system, also increases. The approximate cost for a new
emergency siren is $23,000
Ordinance No. 920 would amend the Owasso Subdivision Regulations by increasing the
Emergency Siren Fee to $35 per acre and also allow for funds collected to be utilized for
repair and replacement purposes.
RECOMMENDATION:
Staff recommends Council approval of Ordinance No. 920.
