The agenda for the regular meeting was posted at the north entrance to City Hall on March 3,
2011 at 1:00 PM.
1. CALL TO ORDER - Charles Brown called the meeting to order at 6:03 PM and declared
a quorum present.

3. CONSIDER APPROVAL OF THE MINUTES OF FEBRUARY 7, 2011 REGULAR
MEETING - The Commission reviewed the minutes of February 7, 2011 regular
meeting. David Vines moved, seconded by Dr. Callery, to approve the minutes. A vote
on the motion was recorded as follows:

The motion was approved 4 -0.
4, Rezoning OZ 11 -01 - Consideration and appropriate action related to a request to for
the rezoning of approximately 15 acres of land containing part of the Maple Glen II
subdivision and portions of land to the east. Maple Glen subdivision is located on
North Garnett Road and East I I Oh Street North.
Charles Brown presented the item and Karl Fritschen reviewed the staff report. On
February 7, 2011 the Owasso Planning Commission reviewed and approved OA 11 -01,
which was a request for the annexation of approximately 15 acres of land containing
part of the Maple Glen II subdivision. Subsequently the City Council approved the
annexation request on February 15, 2011. As discussed with case OA 11 -01 the retro-
annexation occurred due to an oversight of both the City and the Owasso Land Trust
(OLT). The project is served with Owasso sanitary sewer, water by Washington
County Rural #3, and fire and EMS by Owasso. Staff recommends approval of OZ 11-
01 rezoning the subject property to RS -3.

Dr. Loving moved, seconded by David Vines, to approve rezoning request OZ 11 -01. A
vote on the motion was recorded as follows:

The motion carried 4 -0.
5. Preliminary Plat - Bailey Medical Campus -- Consideration and appropriate action
related to the request for the review of a preliminary plat proposing one (1) lot, one (1)
block, on approximately 1.22 acres of land, located west of First Christian Church of
Owasso.
Charles Brown presented the item and Karl Fritschen reviewed the staff report. The City
of Owasso received a preliminary plat for review and approval of the Bailey Medical
Campus. The Bailey Medical Campus proposes one (1) lot on one (1) block on
approximately 1.22 acres of property. The applicant wishes to plat the property for the
development of a dialysis clinic. The subject property is immediately to the west of the
First Christian Church of Owasso on the south side of the traffic circle. The zoning on
the property was originally governed under PUD 469, which was approved in Tulsa
County in 1991. The subdivision regulations state that any preliminary plat not
receiving final plat approval within (1) year shall be null and void. The Technical
Advisory Committee reviewed the plat at their February 23, 2011 meeting and had the
following comments:
City of Owasso Engineering - Provide book and page number for the drainage
easement
Add 2 columns to the curve table showing cord length and bearings, look at providing
an easement along the west boundary so that adjoining lots will not be impacted in their
ability to extend utilities; may eliminate the 11' U/E along the south boundary
AT &T - Show adjoining easement to the east of the property along Larkin Bailey
Boulevard. Provide 4" Conduit from wall closet to the 17.5' U/E
ONG - Identify location of the gas meter
The applicant is required to address all TAC comments as well as those from the
Engineering department.
Sanitary sewer, police, fire, water, and EMS service will be provided by the City of
Owasso. The property will be subject to all payback fees, including Storm Siren fees
of $35 per acre. The applicant will have one (1) year to submit a final plat for the
project from the date of Planning Commission Approval. Staff recommends the
Planning Commission approve the preliminary plat for Bailey Medical Campus subject to
addressing all TAC and Engineering Department comments.

Dr. Callery moved, seconded by Dr. Loving, to approve the preliminary plat for Bailey
Medical Campus, subject to the TAC and Staff comments being addressed. A vote on the
motion was recorded as follows:

The motion carried 4 -0.
6. Report from Mr. Ray. - Mr. Ray commended the Commissioners on their volunteerism.
Also discussed was the Quality of Life Planning Initiative.
David Vines suggested to schedule a meeting /gathering with all the Boards and
Commissions to discuss the status of all the projects going on within the City of Owasso.
7. Report on Monthly Building Permit Activity.
8. Report on Items Previously Forwarded to City Council.

9. Economic Development Director Report. - Ms. Harkins discussed the success of the 2010
Owasso Economic Summit.
10. Adjournment - David Vines moved, seconded by Dr. Loving to adjourn the meeting.
