HomeMy WebLinkAbout2006.08.01_City Council Minutes OW ASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, August 1, 2006 The Owasso City Council met in regular session on Tuesday, August 1, 2006 in the Council Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, July 28,2006. ITEM 1. CALL TO ORDER The meeting was called to order at 6:31 p.m. ITEM 2. INVOCATION The invocation was offered by Dale Blackwood, Retired Pastor. ITEM 3. FLAG SALUTE The Flag Salute was led by Councilor Guevara. ITEM 4. ROLL CALL PRESENT Steve Cataudella, Mayor Brent Colgan, Vice Mayor D.J. Gall, Councilor Wayne Guevara, Councilor Susan Kimball, Councilor ABSENT A quorum was declared present. STAFF Rodney J. Ray, City Manager Julie Lombardi, City Attorney ITEM 5. PRESENTATION OF CHARACTER TRAIT OF THE MONTH City of Owasso's Fire Chief Bradd Clark presented to the Council the character trait of Benevolence, the character trait of the month for August, 2006. ITEM 6. PRESENTATION OF THE CITY OF OW ASSO EMPLOYEE OF THE MONTH Mr. Ray introduced to the Council Officer Lem Mutii, a member of the City's Police Department, as the Employee of the Month for August, 2006. Owasso Ci~y Council August 1, 2006 ITEM 7. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA A. Approval of Minutes of the July 25,2006 Special Meeting. B. Approval of Claims. C. Approval of Ordinance No. 868, an ordinance approving annexation request OA 06-09, containing approximately 78.47 acres, more or less, located on the west side of North 129th East Avenue, approximately 1'2 mile north of East 66th Street North, just south of the Baptist Retirement Village. D. Approval of Ordinance No. 869, an ordinance approving annexation request OA 06-10, a staff request to annex ten (10) properties located at 1) 12919 East 96th Street North, 2) 12901 East 96th Street North, 3) 12937 East 96th Street North, 4) 9302 North 129th East Avenue, 5) 9441 NOlih 129th East Avenue, 6) 9309 North 129th East Avenue, 7) the southeast corner of East 96th Street North and North 129th East Avenue (undeveloped tract), 8) the right-of-way of Hwy 169 from East 96th Street North to East 126th Street North and the right- of-way of Hwy 169 from East 76th Street North to the fenceline at East 66th Street North, 9) 7809 East 76th Street North (the new Barnes Elementary School), 10) 14500 East 86th Street North (Hodson Elementary School); and a request for Council approval of the mmexation services plan for the territories proposed to be attached. E. Approval of Ordinance No. 870, an ordinance approving rezoning request OZ 06-04, containing two (2) one-acre lots from (AG) Agriculture to (RE) Residential Estate, located west of NOlih 145th East Avenue, South of East 93rd Place North at 14220 East 93rd Place North. Mr. Colgan moved, seconded by Ms. Kimball, to approve the Consent Agenda with claims totaling $78,345.57, self-insurance medical claims & fees totaling $22,193.19, and payroll claims totaling $387,189.49. YEA: Cataudella, Colgan, Gall, Guevara, Kimball NAY: None Motion carried 5-0. ITEM 8. CONSIDERATION AND APPROPRIA TE ACTION RELATING TO A REQUEST FOR COUNCIL APPROVAL TO PURCHASE FOUR (4) 2006 FORD CROWN VICTORIA POLICE VEHICLES AND AUTHORIZATION FOR PAYMENT IN THE AMOUNT OF $83,516.00 TO JOE COOPER FORD OF MIDWEST CITY, OKLAHOMA 2 Owasso City Council August 1, 2006 Chief Yancey presented the item. Ms. Kimball moved, seconded by Mr. Guevara, for Council approval to purchase police vehicles, as stated above. YEA: Cataudella, Colgan, Gall, Guevara, Kimball NAY: None Motion carried 5-0. ITEM 9. REPORT FROM CITY MANAGER. Mr. Ray commended Community Development Director Eric Wiles for successfully presenting the City's position at the Tulsa City Commissioners Meeting. ITEM 10. REPORT FROM CITY ATTORNEY None ITEM 11. REPORT FROM CITY COUNCILORS None ITEM 12. NEW BUSINESS None ITEM 13. ADJOURNMENT Mr. Colgan moved, seconded by Mr. Guevara, to adjourn.
