Thursday, June 2, 2011
The Owasso Economic Development Authority met in special session on Thursday, June 2, 2011 in
the Lower Level Conference Room at City Hall per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 5:00 PM on Friday, May 27, 2011.
ITEM 1: CALL TO ORDER & ROLL CALL
Vice Chairman Sokolosky called the meeting to order at 10:00 AM.

OPERATING BUDGET
Mr. Enzbrenner requested that Item 7 be discussed and voted upon prior to Item 6.
After no objections were made, Mr. Sokolosky proceeded to Item 7.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A RECOMMENDATION TO
THE OWASSO CITY COUNCIL REGARDING THE HOTEL TAX FUND BUDGET
Discussion was held relating to the proposed FY 2011- 2012 Hotel Tax Fund Budget. Mr.
Sokolosky proposed that the OEDA Trustees make the following recommendation to
the Owasso City Council regarding the Hotel Tax Fund Budget: Approval of the FY
2012 Hotel Tax Fund Budget, excluding expenditures in the amount of $17,800 for
Independence Day Fireworks, and adding expenditures in the amount of $15,000 for
the renewal of the Tulsa's Future II Contract,
Mr. Spriggs moved to approve Mr, Sokolosky's proposed recommendation,
seconded by Mr, Thomas.

PROJECT STATUS REPORT
City of Owasso Public Works Department
As of July 8, 2011
E. 86th Street North Widening (from Main Street to N. Memorial Drive)
- Funding for the construction of this project is a result of a "matching grant "; 80%
ODOT funding and 20% City funding.
- An Engineering design for the project was completed in September 2008.
- The Environmental Assessment was approved by ODOT in December 2008 and by
the Federal Highway Department in February 2009.
- ONG, AEP and Cox are complete with their utility relocations. In addition, AT &T will
mobilize this week to relocate their lines to the new utility poles. AT &T anticipates
completion within 60 -days of the start date.
- The bid advertisement is expected in early fall of this year. Once the bid
advertisement occurs, construction is anticipated to begin 90 -days thereafter,
E. 106TH Street North and Garnett Road Intersection Improvement Project
- A $750,000 grant from ODOT was approved February 2009.
- On March 24, 2009, Council awarded an engineering design contract with PSA
Dewberry. Engineering Design is 95% complete.
- In July 2010, ODOT approved right -of -way acquisition documents. The right -of -way
and easements have been obtained. AT &T, COX, PSO and Washington County
Rural Water District #3 have completed their utility relocation design and staff
anticipates utility relocation work will begin in late July or early August, with
completion by September 2011.
- The bid advertisement is expected to begin in the fall of this year with construction
anticipated to begin within 90 -days thereafter.
East 96 Street North Regional Detention (Phase II and III - Detention Facility/ Garnett Structure
Modifications)
- In March 2009, the engineering design was completed by Meshak and Associates.
- City Council awarded a construction contract to Cherokee Builders in the amount of
$1,525,006 at the December 1, 2009 City Council meeting and construction began
January 11, 2010.
- Staff conducted an on -site meeting with the contractor and all sub - contractors on
Wednesday, June 29th to discuss unfinished items along with punch list items needing
to be addressed. The Contractor has until July 15th, 2011 to complete all items as well
as provide a watering schedule for the wetland planting areas.
Wastewater Treatment Plant and 117th Street Lift Station Upgrade
- In September 2008, the engineering design was completed by Greeley and Hansen.
- OPWA Trustees awarded a construction contract to BRB Contractors in the amount
of $8,465,500 during the December 1, 2009 OPWA meeting and BRB contractors
began mobilizing equipment in February 2010.
- The contractor is completing minor items at the plant such as lighting and vegetation
replacement. Initial start up of the new belt press pumps and the gravity belt
thickener has begun and the plant is inundated with manufacturing representatives
for start up and training purposes as well as electricians and technicians for support
and troubleshooting needs. Both city staff and BRB anticipate a completion date
within the next 60 days.
• East 76th Street North Sanitary Sewer Interceptor
- In March 2009, the engineering design was completed by Greeley and Hansen.
The Environmental Process was completed in May 2009.
OPWA Trustees awarded a construction contract to Paragon Contractors in the
amount of $4,111,299 during the December 1, 2009 OPWA meeting and Paragon
contractors mobilized to the site on January 26, 2010.
All installation of sewer line and structures is complete and Paragon Construction is
replacing vegetation along right -of -way areas. All vacuum and pressure testing of
the lines have been completed. The staff continues to monitor the completion of
minor punch list items and anticipates a request for final payment in August 2011.
Santa Fe Lift Station and Force Main Improvements
- In February 2010, the City Council awarded an engineering agreement in the
amount of $145,874 to Greely and Hansen Engineering.
- The final design of the plans and specs has been approved by ODEQ.
- Staff is negotiating temporary and permanent easements necessary for to construct
the improvements. Staff anticipates having the property acquired by the end of July.
- The bid advertisement is expected in September, with construction beginning in
November 2011 and final completion scheduled for June 2012.
Meadowcrest Relief Line Improvements
- In March 2010, the City Council awarded an engineering agreement in the amount
of $38,370 to Kellogg Engineering.
- ODEQ approved the design and issued a permit to construct.
- The contract was awarded to Ira M. Green Construction in the amount of
$449,337.80 during the January 18, 2011 City Council meeting.
- The contractor has installed approximately 5,600 linear feet sewer line. Staff
anticipates the project to be complete in September 2011.
Rayola Park Enhancements
- The Rayola Park Project was advertised for re -bid and the bid opening occurred on
November 18, 2010.
- The contract was awarded to Tri -Star Construction in the amount of 357,279.05
during the December 21, 2010 City Council meeting.
- Tri -Star is constructing and installing the new hand rail on the north bridge behind the
YMCA as well as the handrail on the retaining wall located on the north end of the
trail. The contractor is replacing sod that did not take and working on additional
punch list items. The project is currently on schedule and within budget.
Three Lakes Pond Maintenance Project
- The Three Lakes Pond Maintenance Project bid opening occurred in April 2011.
- The contract was awarded to Earth Smart Construction in the amount of $111,600
during the May 17, 2011 City Council Meeting. The project is expected to be
complete September 5th, 2011.
- Earth Smart Construction has mobilized to the site in order to begin clearing and
installing erosion control measures. In addition, the Contractor began removing the
silt in order to increase the overall floodplain storage within the basin.

RETAIL & SERVICE DEVELOPMENT UPDATE
• Pinnacle Performance construction continues to progress on their new building located
on 1St Street behind the Owasso Historical Museum.
• The leasing firm for Smith Farm Market reported to have prospective tenants for vacant
spaces with optimism to sign agreements this summer.
• Better Sound Hearing Aid Center has located in the former Fitness Together location in
Smith Farm Market.
• Christian Brothers Auto plans to build a facility in the Caudell Center at Garnett and 96th
Street.
RESTAURANT DEVELOPMENT UPDATE
• McDonald's will begin a re -build of the 76th Street location this month.
• Panda Express construction is progressing on an outparcel location in the Owasso
Market.
• Charlie's Chicken on 76th Street N. in the former Wonder Bread Store location has
opened.
• Braum's will build a second store on 96th Street, on the north side toward Garnett. The
new building will model the new Fresh Market style store the company has been
promoting.
HEALTH CARE DEVELOPMENT UPDATE
• Davita Dialysis will open their doors later this month. They are located in the former
Steak -N -Shake building.
• Bailey Medical Center is working with Glory Development to construct a dialysis center
on their campus.
