Pursuant to OEDA bylaws, officers for the Owasso Economic Development Authority are
selected annually. Members select a Chainnan, Vice -Chair, and Secretary to serve the OEDA for
the fiscal year and to provide leadership, planning, and implementation of projects for the coming
year that will directly benefit the economic well being of the community. The Chairman will be
elected at the first regular meeting in July of each year by the members and will assume the chair
immediately after his election and will oversee the election of the Vicc-Chair and Secretary.

The Owasso Economic Development Authority met in regular session on Thursday, June 8, 2006
in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 1:00 p.m. on Monday, June 5, 2006.
ITEM 1: CALL TO ORDER & ROLL CALL

ITEM 2: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA.

Mr. Sokolosky moved, seconded by Mr. Kimball, to approve the consent agenda.

ITEM 3: REQUEST FROM ST. JOHN OWASSO HOSPITAL TO PROVIDE A STATUS
REPORT TO THE OEDA,
Mr. David Phillips and Mr. Bill Weeks provided a construction update and discussed
intentions to staff physical therapy at the Owasso YMCA. Mr. Enzbrenner leaves at
10:50am.

ITEM 4: PRESENTATION OF FINANCIAL REPORT.
Report included within the agenda packet. No questions were asked of Ms. Bishop.
ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes reviewed the attached report and discussed a proposal to create a TIF
District for the Sheraton Hotel Project.
ITEM 6_ REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles provided an update on the May building permit report. Mr. Wiles provided
information regarding anticipated items before the Planning Commission in June.
ITEM 7: REPORT FROM PUBLIC WORDS DIRECTOR
Due to Ms. Stagg exiting the meeting prior to her report, Mr. Hayes provided a brief
status update on various street development projects, and other Public Works related
items.
FOR TRUSTTEE APPROVAL OF THE PROPOSED FY 2007-2008 OEDA
BUDGET.
Due to the time constraints, item number 8 was heard following item number 2. Ms.
Bishop presented the proposed FY 2007-2008 OEDA Budget. Mr. Thomas moved
to approve the FY 2007-2008 OEDA Budget, seconded by Mr. Akin.

ABSTAIN: None
Motion carried 6-0.

Logan's Roadhouse, Starbucks, and Lone Star ,Steak House are under construction and will be
opening soon. Best Buy is also under construction at this time and is slated for an October 06
opening. Steals and Shake, IHOP, and several hotel / restaurant units are scheduled to begin site
work soon. I am working with multiple groups of developers for significant retail and mixed use
projects on several sites in the City.
The Owasso Business Incubator graduated it's first business this month. Infinity Investigations
and Protective Services started in April 2005 and leased space in the business incubator the same
month. Since that time the company as grown from 3 employees to 9 full time employees, and
had revenues the first year in excess of a quarter of a million dollars. The company primarily
serves the insurance industry using the latest technology to do surveillance on insurance and
worker's comp investigations. Infinity also does traditional security services for retail and
industrial clients. National Steak and Poultry recently contracted with Infinity to do on site
security for the company. Infinity leased commercial office space in Owasso this month and are
open in their new location.
I am in contact with several corporate site selection consultants as we begin to gear up for the
next phase of our overall economic development vision. Job creation and the relocation of small
and medium regional offices will be our target group in the months to come. New internet and
punted marketing material targets corporate office relocation, and is geared to answer specific
information needs of corporate site consultants.
Several office and mixed use developments are expected in the commercial properties adjacent
to both hospital projects. Hospital construction continues on both sites and both groups are
reporting that the weather has expedited construction timing to the point that we may see
openings ahead of schedule.
