1. Call to Order
Mr. Sokolosky, Chairman
2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -
debatable.

MINUTES OF REGULAR MEETING
Thursday, July 13, 2006
The Owasso Economic Development Authority met in regular session on Thursday, July 13,
2006 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 1:00 p.m. on Monday, July 10, 2006.
ITEM 1: CALL TO ORDER & ROLL CALL
Chainnan Frank Enzbrenner called the meeting to order at 10:02AM.

A motion to elect Gary Akin as Secretary was made by Mr. Enzbrenner, seconded by
Mr. Kimball.

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION REALTING TO A REQUEST

ITEM 6: PRESENTATION OF FINANCIAL REPORT
After a review of the attached report, no questions were asked of Ms. Bishop.
ITEM 7: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes provided a status update on the various developments within the area. Mr.
Hayes advised that Infinity Investigations, the first incubator client, has grown
substantially and has leased commercial office space in Owasso. Infinity
Investigations offers their thanks and appreciation for the Incubator program and the
opportunity they were given to start and grow their business.
ITEM_ 8: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles provided an update on the June building permit report and provided
information regarding items before the Planning Commission on July 10, 2006. A
discussion regarding a. decline in residential building permits issued within the City
was held. Trustees discussed several possible contributors to the cause of the decline,
as well as discussed process changes taking place in the Public Works Department to
improve efficicnci.es.
ITEM 9: REPORT FROM PUBLIC WORKS DIRECTOR
Ms. Stagg gave a project status report on various street development projects and
other Public Works related items.

Logan's Roadhouse, Starbucks, and Lone Star Steak House are under construction and will be
opening soon. Best Buy is also under construction at this time and is slated for an October 06
opening. Steak and Shake, IHOP, and several hotel / restaurant units are scheduled to begin site
work soon. Hampton Inn, Marriot Town Place, Candlewood Suites, and a Sheraton Hotel are
planned in the 96t" Street area. Village Inn is also planning a site in Smith Farms south of Hobby
Lobby. I am working with multiple groups of developers for significant retail and mixed use
projects on several sites in the City.
I am currently discussing lease space, potential rates, and benefits with two companies asking
about office space in the Owasso Business Incubator. One group is from out of state and desiring
to get into the Oklahoma market and the other is a new local environmental engineering
consulting group. Recent media coverage of the Infinity Investigations and Protective Services
graduation has focused lots of interest on the program and we arc providing information on our
incubator program to several inquiring parties.
I am in contact with several corporate site selection consultants as we begin to gear up for the
next phase of our overall economic development vision. Job creation and the relocation of small
and medium regional offices will be our target group in the months to come. New internet and
printed marketing material targets corporate office relocation, and is geared to answer specific
information needs of corporate site consultants. We arc currently updating all of our marketing
material at this time.
Several office and mixed use developments arc expected in the commercial properties adjacent
to both hospital projects. Hospital construction continues on both sites and both groups are
reporting that the weather has expedited construction timing to the point that we may see
openings ahead of schedule.
