Ms. Diane Berryhill addressed the Council regarding stormwater drainage in the area of 12525 E.
84th Street North.
REQUEST FROM MS. DIANE BERRYHILL TO ADDRESS THE CITY

Mr. Ray stated that, according to the study, we have an issue in this area and action is required.
This project will, therefore, be submitted for prioritization ofthe stormwater drainage projects.
Mr. Joe Nurre, Senior Civil Engineer for the City of Owasso, reviewed with Council a report
submitted on April 15, 2004 regarding a Drainage Analysis for Elm Creek Commercial
Comer/Elm Creek Estates and a follow-up report dated April 20, 2004.

Council adopt a policy directing the City Manager to establish a pay plan which sets forth grades
and ranges of pay for employees authorized by the City of Owasso, the OPW A and the OPGA,
with the intention that the City Manager, as Chief Administrative Officer, utilize the pay
parameters for compensation for employees of the City, the OPW A and the OPGA.

REQUEST FOR COUNCIL CONFIRMATION OP THE APPOINTMENT OP
CITIZENS TO THE OW ASSO CITIZENS CORPS.

Mr. Rooney presented the item. Mr. Cataudella moved, seconded by Ms. Kimball, that Council
approve Resolution No. 2004-07, a resolution that commits the City of Owasso to provide 1) an
approximate area of 3 acres located in the Owasso Sports Park, 2) funding in the amount of
$200,000.00, said funds to be received from Vision 2025 funding, and 3) upon donation, ongoing
maintenance and upkeep of the park provided by City of Ow as so personnel.

Mr. Ray informed the Council that the Capital Improvements Committee had recently met to
review priOlities of the Capital Project Election and would be forwarding a recommendation to
the Council for an upcoming public hearing.
Mr. Ray informed the Council that Tom Kimball had recently visited with Betty Price
concerning Owasso's Timmy & Cindy Project. Ms. Price was quite impressed with the project
and told Mr. Ray that she would be happy to see about getting Owasso a matching grant on the
State level for future Timmy & Cindy purchases.
Mr. Ray also mentioned that he was extremely pleased with the citizen turnout at the Stormwater
Master Plan meeting held the previous evening. He commended Ana Stagg from the City's
Engineering Department, who he learned had contacted every person who she knew had a
question or issue with stormwater drainage and invited them to attend the meeting.
Mr. Ray mentioned that Rickey Hayes, Director of Economic Development, was continuing his
efforts in the 'Owasso is Open for Business' project in conjunction with the 76th Street NOIih
closing. He also congratulated Mr. Carr and his staff in the excellent work done at the
intersection at 86th Street North and Mingo Road.
Mr. Ray expressed his appreciation to the Pire Department for their efforts in flying the
American Flag and banner in recognition ofthe anniversary ofthe Oklahoma City Bombing.
Mr. Ray recognized Mr. Bob Buss with the law firm of Charney & Buss. Mr. Buss is President
of the Board of Owasso Community Resources, Inc.

of the City of Owasso, do hereby proclaim Saturday, May 4, 2004 as
WHEREAS, the City Council wishes to express sincere appreciation to National Steak and
Poultry, its employees, and Mr. and Mrs. Steven Kormandy for their continuing
effort in making a positive difference in the Owasso Community.
WHEREAS, They continue to benefit the community by regularly donating their quality
products to various food banks in the Green Country area, giving a helping hand
to families in need; and,
WHEREAS, National Steak and Poultry has recognized that promoting positive character is the
key to building a strong youth and have partnered together with the City of
Owasso and contributed $6,000.00 towards the Character Pilot Education Project,
allowing the character initiative to be implemented into the curriculum of a local
elementary school; and,
WHEREAS, Between the months of March 2003 and April 2004, through corporate donations
National Steak and Poultry and their employees have improved the quality of life
for students enrolled in the Owasso Public Education System by benevolently
providing monetary support in the amount of $47,000.00 enabling educators to
purchase books, materials and integrate creative programs; and,
'WIIEREAS, National Steak and Poulhy President, Steve Konnandy, relocated operations to
Owasso, Oklahoma and opened the doors for business in April 1996, specializing
in custom portioning and marinating beef, poultry, and pork for many national
retailers and restaurants, currently operating with three hundred and six
employees, under the direction of Dave Albright, CEO; and,
WHEREAS, The City of Owasso is proud to recognize those businesses who have made an
investment in our community, providing opportunity for employment, and
promoting good character by generously donating to the needs of the citizens;

WHEREAS, the City Council wishes to express appreciation to Tiffany Grant for her efforts in
making a positive difference in the Owasso Community.
WHEREAS, for her community project, Tiffany has received the Clay Aiken, Able to Serve
Award, one of only twenty-five awards given nationwide; and,
WHEREAS, Tiffany has lillselfishly contributed her, time, energy, and attention to ensure that
area teens are able to walk with confidence in themselves as they attend a once in
a lifetime, memorable High School event; and,
WHEREAS, with the aid of family and friends, Tiffany Grant has organized and founded the
"Picture Perfect Prom Dress Project" utilizing community resources and gathering
donations from local vendors in order to offer formal attire and salon services at
no cost to girls in need,
WHEREAS, Due to financial restraint, often not the fault of their own, many teenage girls are
unable to attend their annual High School Proms; and,
WIIEREAS, National Youth Service Day is a public awareness and education campaign that
highlights the contributions that young people make to their communities
throughout the year; and,
WHEREAS, The City of Owasso is proud to recognize young persons who give tirelessly of
themselves for the bettennent of the community, and promote good character;
