5. Consideration and appropriate action relating to a request for approval of the Consent
Agenda. All matters listed under "Consent" are considered by the City Council to be
routine and will be enacted by one motion. Any Councilor may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-
debatable.

C. Action relating to Council acceptance of water system improvements for Kerr Travel
Trailer Park. The subject property is located on E. 66`h Street North immediately east
of US Highway 169.
Attachment # 5-C
Staff will recommend Council acceptance of the water system improvements
containing approximately 750 linear feet of 6-inch PVC water line for the Kerr Travel
Trailer Park.
Staff will recommend Council approval of Ordinance No. 791 and has placed this item
in the consent section of this agenda based on Council action taken July 20, 2004 to
approve the rezoning request.

12. Consideration and appropriate action relating to a request for Council approval of an
amendment to an Agreement for Engineering Services for a Stormwater Master Plan with
Meshek & Associates, Inc.

Staff will recommend Council approval of Amendment No. I to an Agreement for
Engineering Services for a Stormwater Master Plan with Meshek & Associates, Inc. to
perform the second phase of the Stormwater Master Plan in the amount of $87,950.00 and
authorize the Mayor to execute all necessary documents.
13. The City Council will conduct a public hearing relating to a Multi Hazard Mitigation Plan
Proposal for the City of Owasso.

A public hearing will be held for the purpose of receiving comments and citizen input on
the proposed Multi Hazard Mitigation Plan.
14. Consideration and appropriate action relating to a request for Council adoption of
Resolution No. 2004-15, a resolution adopting the Multi Hazard Mitigation Plan for the

The Owasso City Council met in regular session on Tuesday, August 3, 2004 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall

ITEM 1. CALL TO ORDER
The meeting was called to order at 6:35 p.m.

The invocation was offered by John David Meisner, Youth Minister at New Heights Church.

ITEM 6. BUSINESS OF THE QUARTER PRESENTATION
The recipient of the Business of the Quarter presentation was unable to attend this evening's
council meeting and requested this item be placed on the next scheduled meeting.
ITEM 7. EMPLOYEE OF THE MONTH PRESENTATION
Mr. Ray introduced Brian Dempster, Chief Building Inspector in the Community Development
Department, as the Employee of the Month for August, 2004.
ITEM 8. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF THE CONSENTAGENDA
A. Approval of Minutes of the July 20, 2004 Regular Meeting and the July 26,
2004 Joint Meeting of the City Council and the Owasso Economic
Development Authority.
B. Approval of Claims.
C. Action relating to Council acceptance of storm drainage modifications for
Sawgrass Park at Bailey Ranch. The subject property is located
approximately 0.25 miles south of the East 106"' Street North and North
Garnett Road intersection.
Mr. Cataudella moved, seconded by Mr. Thoendel, to approve the Consent Agenda with claims
totaling $103,541.54, and payroll claims totaling $230,803.74; and Council acceptance of storm
drainage modifications as noted above.

ITEM 9. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF A FINAL PLAT FROM RECO
ENTERPRISES FOR THE OWASSO MEDICAL PARK. THE SUBJECT
PROPERTY IS LOCATED AT 10020 NORTH 129 EAST AVENUE AND
CONTAINS APPROXIMATELY 5.00 ACRES, MORE OR LESS.

Council approve the Owasso Medical Park Final Plat.

ITEM 10. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF AN ADDENDUM TO THE LEASE
AGREEMENT BETWEEN THE CITY OF OWASSO AND THE YMCA OF
GREATER TULSA
Mr. Cates presented the item. Mr. Cataudella moved, seconded by Mr. Colgan, that Council
approve Addendum No. I to the Lease Agreement between the City of Owasso and the YMCA
of Greater Tulsa for recreation center facility improvements at Rayola Park.
YEA: Colgan, Cataudella, Kimball, Thoendel

Motion carried 4-0.
Mr. Ray announced that some construction at the 96th and 169 interchange should be seen within
the next few weeks. Regarding the Garnett Road project, staff has started looking at right-of-
way requirements for this project.
Mr. Ray also said updated information reporting the progress of the 76th Street project should be
on the City of Owasso web site very soon.

Mr. Cataudella introduced five members of Boy Scout Troop #857 who were in the audience.
Those in attendance were Mark Johnson, Conner Hixson, Alex Hixson, Ethan Smiddy and Casey
Jensen.

Mayor Kimball announced that the recent Arts & Humanities Gala was quite successful. The
proceeds totaled $10,000.00 which will go towards funding future Arts & Humanities projects
for the City.

The Owasso City Council met in a special meeting on Tuesday, August 10, 2004 in the Lower

Meeting and Agenda posted on the City Hall bulletin board at 6.00 PM on Friday, August 6,
2004,

annexation were unanimously approved by the Planning Commission without any opposition.
The items will be forwarded to the City Council for action at their August 17, 2004 regular
meeting.

The subject project is located on East 66'h Street North immediately east of U.S. Highway 169
(see attached location map). The water system consists of approximately 750 linear feet of 6-inch
PVC water line. Design was approved and construction inspected by the Public Works
Department.
Final inspections were conducted on March 59 2003. All identified deficiencies requiring
correction to meet city standards have been completed.
A permit exemption letter was issued by the Oklahoma Department of Environmental Quality
(see attached permit exemption letter) and the contractor has provided a one-year maintenance
bond for the water line (see attached).

Director before changes are made.

The church would like to utilize HUD (U.S. Department of Housing and Urban
Development) funding for the development of senior care housing. To secure those funds
the proper ground work must be in place, including the appropriate zoning district. The
request is specified as follows:
Proposed Zoning Designation: OM/RM-J
The property is currently zoned AG (Agricultural District). The property was recent
annexed into the City of Owasso and as a matter of policy properties are annexed in at t
lowest land use classification of AG. The subject property is surrounded by AIM
(Agricultural District) — Tulsa County on all sides except for Hwy 169 to the east. I
HISTORY
2004 the Owasso Cit Council voted unanimously, to annex the subje"KA
with no comments or concerns of record.
COMPREHENSIVE PLAN CONSISTENCY
The requested rezoning is compatible with the Owasso 2010 Master Plan as it identifies
the subject property as having a utilization of moderately intense commercial/office uses.

In conjunction with OP UD 04-03 the applicant has submitted OZ 04-09, a request to rezone the
property to OM (Office Medium Intensity District), to be utilized as the underlying zoning
designation.

The second step in the development of a piece of property in Owasso is rezoning. When a property
is annexed into Owasso, by law it must come in classified for AG Agricultural use. In order to
develop the property, the land must be zoned for particular kinds of uses, such as residential,
office, commercial, or industrial. Rezoning decisions are made in accordance with the growth
policy displayed in the Owasso Master Plan.
Particular site details such as drainage, streets, and utilities are appropriately discussed during the
development review phases (plat and site plan) and not during a rezoning hearing. During a public
Pedestrian traffic is likely to be in demand between the PUD and surrounding uses and within the
PUD. Sidewalks and crosswalks will be required along all public roadways developed as a part of
this PUD.
The lot layout that is proposed within the PUD conceptual development plan is solid and would
appear to meet the requirements of the Owasso Subdivision Regulations.
The requested development standards in the PUD are all within the requirements of the Owasso
Zoning Code and allowable according to Chapter 8, Planned Unit Developments.
It was discovered that the name "Owasso Medical Center" has already been used in a recorded
Final Plat with the City of Owasso. Therefore, the applicant will be required to rename the PUD
and subsequent Plats so as to not be confused with any existing subdivisions of the City of Owasso,
As stated earlier, a 50' building and landscape buffer will be provided for along the entire length of
the boundary abutting residential districts. Within that buffer the applicant has submitted to
providing a continuous wall of evergreen trees to provide a visual buffer between the office
development and residential development. The conceptual plan calls for landscaping and
screening intended to achieve unity throughout the PUD as well as provide an attractive view of
PLANNING COMMISSION
At the August 9, 2004 regular meeting the Owasso Planning Commission voted unanimously to
recommend approval of OPUD 04-03 (Owasso Medical Campus) subject to the following
conditions:

Given « \z: «» analysis, it is staff s opinion that OPUD 04-03 is consistent with the Planned Unit
Development portion of the Owasso Zoning Code. Staff recommends approval of OPUD 04-03
subject to staff and Planning Commission conditions.

There are no recent plans associated with the subject property. At one time the property
was being planned for single family residential however those plans were abandoned by
the property's owner.
As stated above, the property owner has submitted a Planned Unit Development

order to develop the property, the land must be zoned for particular kinds of uses, such as
residential, office, commercial, or industrial. Rezoning decisions are made in accordance with
the growth policy displayed in the Owasso Master Plan.
One type of rezoning that a developer may choose to seek is a Planned Unit Development, or
PUD. When a developer proposes to exhibit a mixture of uses with specific regulations and
standards unique to a particular tract of land, a PUD is often the preferred land use control
mechanism.
The Committee reviews the petition for compliance with the Annexation Policy and establishes a
recommendation to the Owasso Planning Commission.
The Owasso Planning Commission holds a public bearing to determine if the property is
compliant with the Owasso Annexation Policy and establishes a recommendation to the Owasso
City Council.
The Owasso City Council will make the final determination to annex the property of refuse
annexation. If the property is annexed into the city limits an ordinance officially declaring the
annexation is written and adopted by the City Council. Once adopted the ordinance is circulated
to appropriate regional and national agencies for recording and altering maps.
The Owasso 2010 Land Use Master Plan calls for residential development in that general area
and it is intended that the subject property will be utilized as a detention pond in support of
residential development.
Staff published legal notice of the annexation petition in the Owasso Reporter and letters of
notification were mailed to property owners within a 300' radius. To this date staff has received
no phone calls or correspondence in opposition of the request,

published in the Owasso Reporter. Staff has received no phone calls or correspondence
from the public in regards to the request. Copies of both the letter to property owners and
the legal advertisement are attached for your information and review.

BACKGROUND
The City of Owasso has received a request from Hunt Properties, Inc., applicant/owner,
for the review and approval of a final plat for Smith Farm Marketplace consisting of 15
lots and three (3) reserve areas, in two (2) blocks on 66.23 acres, more or less. It is the
intention of the property owner to subdivide and develop the property in a commercial
ZONING HISTORY
May, 2004 — Subject property rezoned to CS (Commercial Shopping District)
May, 2004 — Applicant received approval of a preliminary plat (15 lots in 2 blocks) for
subject property.
Present — Smith Farm Marketplace site plan currently in the review process.
The second step in the development of a piece of property in Owasso is rezoning. When
a property is annexed into Owasso, by law it must come in classified for AG Agricultural
use. In order to develop the property, the land must be zoned for particular kinds of uses,
such as residential, office, commercial, or industrial. Rezoning decisions are made in
accordance with the growth policy displayed in the Owasso Master Plan,
One type of rezoning that a developer may choose to seek is a Planned Unit
Development, or PUD. When a developer proposes to exhibit a mixture of uses with
specific is often the
peel ic regulations and standards unique to a particular tract of land, a PLTD
preferred land use control mechanism.
Another form • property division that can be considered in some cases is a lot split. Lot
splits are minor subdivisions ♦ property into three • fewer tracts, and do not provide for
any new public streets. Typically, this is an appropriate option for a land owner who
wishes to take large undeveloped parcels of land and divide it into two or three smaller
tracts.

Upon receipt of a complete application city staff will begin reviewing the proposal for
compliance with the Owasso Zoning Code, Subdivision Regulations and Engineering
specifications.
The proposed final plat will then be presented to the Owasso Technical Advisory
Committee (TAQ for review and recommendation. At that meeting utility providers and
city staff are afforded the opportunity to comment on the technical aspects of the
development proposal. The TAC will forward a recommendation to the Planning
Commission.
The Owasso Planning Commission will hold a public hearing to determine if the
application is compliant with the Owasso Zoning Code, Subdivision Regulations, and
Engineering criteria. The Planning Commission will forward a recommendation to the
City Council.
The Owasso City Council will then determine if the final plat meets city specifications
and approve, deny, or approve the final plat with conditions.
If the City Council approves the Final Plat the applicant will then produce copies of the
approved Final Plat for signatures from the appropriate officials and file it with the
county clerk's office. The applicant will provide the city with three signed and recorded
plats along with an 8 1/2X I I copy and an electronic copy for records.
ANALYSIS
A Final Plat is the final map or record of a subdivision and any accompanying material,
as described in the Subdivision Regulations, base on a Preliminary Plat with revisions, if
any, to be submitted to the Planning Commission and City Council for approval, denial,
or approval with conditions.
Hunt Properties, Inc. is requesting the review and approval of the Smith Farm
Marketplace final plat so that they may eventually develop the property as a regional
commercial center. The applicant recently had the property rezoned to CS (Commercial
Shopping) thereby making the proposed use legal according to the Owasso Zoning Code.
The applicant is proposing this multiple lot plat on property located in a rapidly
developing commercial node surrounding the intersection of U.S. 11ighway 1069 and East
96"' Street North. The commercial activity extends from N. Garnett Rd. in the west to N.
129th E. Ave. in the east. This property possesses a unique position within that node as it
is highly visible from U.S. Hwy 169 and will be directly accessible from both N. Garnett
Rd. and E. 96h St. N.
As this growth has occurred the city has been required to maintain or develop adequate
infrastructure. As such, N. Garnett Rd. is in the preliminary stages of being widened to

five lanes. To accommodate the road improvement the plat has dedicated 60' of Right-
of-Way. Only one additional public street is proposed in the plat, a collector street, N.
121' E. Ave., will provide local access to the development and provide direct access to
arterials situated to the west and north.
As previously mentioned site detention is planned to be contained in the 3 reserve areas
scattered throughout the site, however before any building permit may be permitted
drainage and detention details must be reviewed and approved by the Owasso Public
Works department.
Lot 3 in Block 2 as displayed in the southwest portion of the proposed plat does not abut
a public street however a 24' mutual access easement has been provided to guarantee
direct access. A 24' mutual access easement will also be required along the northern
boundary of the Block I to ensure that rear access is guaranteed to the large
developments that are proposed on those lots.
Any development that occurs on the property will be subject to a site plan review and
must adhere to all subdivision, zoning and engineering requirements including but not
limited to paved streets and sidewalks. The proposed development will require no
significant expansion of utilities or infrastructure. The site will be provided with sewer
and water service by the City of Owasso.
A preliminary plat for Smith Farm Marketplace was reviewed by the Technical Advisory
Commission and the Owasso Planning Commission in May, 2004. The proposed plat
was approved with the following conditions:
TECHNICAL ADVISORY COMMITTEE
The Final Plat was reviewed at the regularly scheduled Owasso Technical Advisory
Committee on July 28, 2004. At that meeting utility providers and city staff are afforded
the opportunity to comment on the technical aspects of the development proposal. The
following comments were provided:
PLANNING COMMISSION
On August 9, 2004 the Owasso Planning Commission voted unanimously to approve the
Smith Farm Marketplace Final Plat subject to the TAC conditions and with the additional
condition that 24' Mutual Access Easements be placed on the boundary lines between
buildable lots in Block 2.
RECOMMENDATION
Staff recommends approval of the Smith Farm Marketplace Final Plat subject to the
successful execution of the TAC comments and the Planning Commission condition.

The design work is to be integrated with final design currently being completed by Guernsey and
Company for the portion of E. 96th Street North west of Owasso Market to N. Garnett Road.
Both projects are expected to be constructed simultaneously and be completed prior to the
opening of the Smith Farm Market.
SOLUTION 2004 ®14:
In Spring 2004, anticipating the need for additional right-of-way to construct planned
improvements, City staff began discussions with the Oklahoma Department of Transportation
(ODOT) to facilitate the transfer of title of one mile of state owned property (located on N.
Garnett Road from E. 86th Street North to E. 96th Street North) to the City of Owasso (see
Attachment A).
On January 3, 1989, a section of North Garnett Road (old US 169) was removed from the State
Highway System, and maintenance responsibilities were transferred to the City of Owasso.
Because the City assumed maintenance responsibilities in 1989, land transfer at this time will not
result in additional maintenance burden but, on the contrary, may save the City of Owasso tax
dollars and provide for future economic development opportunities. In return for the land, the
City of Owasso agrees to upgrade N. Garnett Road from two existing lanes to five lanes,
including partial realignment near E. 86th Street North, by October of 2005.
The City Attorney has reviewed this agreement and found it acceptable.

WHEREAS, the Oklahoma Department of Transportation will not participate in the cost
of the reconstruction of North Garnett Road as it is dedicated as a local city street;
WHEREAS, the City of Owasso must negotiate with property owners for required new
right-of-way and may use this currently state owned property in the negotiations;
WHEREAS, the City of Owasso agrees that it will protect and save and keep the
Oklahoma Department of Transportation forever harmless and indemnified against and from any
penalty or damage or charges imposed for any violation of any laws or ordinances, whether
occasioned by the neglect of the City of Owasso or those holding under the City of Owasso, and
that the City of Owasso will at all times protect, indemnify and save and keep harmless, the
Oklahoma Department of Transportation against and from any and all Ioss, cost, damage, or
expense, arising out of or from any accident or other occurrence on or about said premises,
causing injury to any person or property whomsoever or whatsoever and will protect, indemnify

STORMWATER MASTER PLAN
ADDENDUM NUMBET -1
The second phase of work is to include hydrology and hydraulic modeling of Elm Creek and
Blackjack Creek main streams and tributaries (see Attachment B). As noted in the attachments,
a considerable area within the City fence line is located within the Elm Creek and Blackjack
basins. Thus, it is recommended that the additional modeling be performed at this time to better
address drainage needs for all existing and future service areas within the City fence line.
In May 2004, Meshek & Associate Inc. informed city personnel that the digital mapping required
to accurately perform the desired modeling was not available and would have to be obtained at
an additional cost to the City. On July 29, 2004, a proposal by Aerial Data Service, Inc. for
Addendum No. I

$37,950.00 was received to perform the mapping. It is worth noting that once purchased, the
mapping would become the property of the City of Owasso. Thus, the City may share the data
with surrounding communities and/or authorities in an effort to recuperate its investment.
In July 2004, Meshek & Associate Inc. submitted Amendment No. 1 for $87,950 to perform the
second phase of the work, including hydrology and hydraulic modeling of Elm Creek and
Blackjack Creek basins in addition to the purchase of the necessary digital mapping (see
Attachment C), The total cost for the completion of the Stormwater Master Plan, inclusive of
Addendum No. 1, is $237,950.
The schedule for the completion of the Stormwater Master Plan is amended as follows:
- Phase I (Ranch Creek and Bird Creek) modeling to be completed by
September 2004;
- Phase II (Elm Creek and Blackjack Creek) modeling to be completed
by December 2004; and
- Stormwater Master Plan document to be completed by February
2005.
FUNDING:
Funding for Addendum No. 1 is included in the FY04-05 budget in the Stormwater Management
Fund.
RECOMMENDATION:
Staff recommends Council approval and authorization of the Mayor to execute Amendment
Number I to the Agreement for Engineering Services for a Stormwater Master Plan with Meshek
& Associates, Inc. (Sand Springs, Oklahoma) in the amount of $87,950.

Per your request, Aerial Data Service, Inc. is pleased to present our revised proposal for aerial
photography and digital mapping of an approximately 11 square mile master drainage study area in
Owasso, Oklahoma. The project mapping limits are shown on the enclosed map.
All mapping will be performed using standard industry procedures and will meet or exceed National Map
Accuracy Standards (NMAS) for the proposed map scale. A description of map features and NMAS is
enclosed.
Aerial photography suitable for the preparation of the proposed mapping was obtained by ADS on the 3rd
of February, 2004.
II. Ground Control
ADS shall provide all ground control required for the preparation of the proposed mapping. All
horizontal control shall be based on Oklahoma State Plane Coordinates System, Ham Adjustment;
vertical control shall be based on NAVD 88.
III. Digital Mapping
Digital data will be collected at a 1" = 200' scale for planimetric features that are identifiable on, or
interpretable from, the aerial photographs. Map features to be collected for this scale of
planimctric mapping shall include the following: buildings, roads, railroads, drainage
fcntures, bridges, major fences, and groups of trees.
Digital terrain model (D`I'M) data will be collected for breaklines and mass points.
Digital contours will be determined at 2' intervals from the D "fM data.
Di"'ltal data will be delivered in a lornrit compatible with Meshek Associates, Inc.'s
and the City of Owasso's Computer systems.

In October of 2002, the City of Owasso applied for a grant through FEMA and the Oklahoma
Department of Emergency Management in order to receive funds for the purpose of developing a
multi-hazard mitigation plan. The City was notified in December of 2003 that the grant was
awarded in the amount of $20,800.
Members of the City of Owasso Multi-Hazard Mitigation Planning Committee were identical to

DEVELOPMENT OF THE PLAN:
Surveys were utilized by the committee to obtain public input regarding those hazards that the
community felt was important. The surveys were available at City Hall and the Owasso Public
Library. Additionally, the surveys were also published in the Owasso Reporter and were made
available online through the City's website. The survey period was approximately 45 days.
Utilizing the results from the survey, the committee was able to develop a "Top 20" list of
hazardous mitigation projects. This list was further broken down to provide an action plan for
the 10 highest ranking mitigation projects. This list and action plan is included in Chapter 5 of
the plan and will be utilized for budgetary and planning purposes.
In order for the plan to be adopted by the City of Owasso, a public hearing is required to be
conducted. Following the public hearing, staff has listed the adoption of Resolution No. 2004-15
as an action item in order to adopt the plan, providing there is not a significant amount of public
comment.
FUNDING:
As previously referenced, the funding for this project is available through a grant from the
FEMA and the Oklahoma Department of Emergency Management. While the City has been

The City of Owasso proposes to initiate our hazard mitigation efforts by developing a multi-
hazard mitigation plan for the incorporated area of the City of Owasso which spans a large part

We have completed our review of your multi-hazard mitigation planning project submitted
within the Hazard Mitigation Grant Program (HMGP) under FEMA-1401-DR-OK. We are
pleased to inform you that your application has also been reviewed and approved and by FEMA
Region VI in the amount of $20,000 for the project and $800 for administrative fees for a total of
$20,800.
As indicated on the attached State and Local Agreement, you have one year from the FEMA
approval date, to develop your multi-hazard mitigation plan. Further, you should understand to
qualify for Hazard Mitigation Grant Program (HMGP), a completed and ap roved plan must be
on file by November 1, 2004. To qualify for Pre-Disaster Mitigation (PDM) projects, a
!�®'n�leted and appEQELd plan must have been completed by November 1, 2003.
Items attached include:
State/Local Agreement. You are requested to sign this agreement and return to this
office as soon as possible, but no later than December 19, 2003. Please keep a copy
for your files, and return the original.
Quarterly Project Status Report. As the work progresses on this project, we request
you provide this office with the following information electronically every quarter
until this project is completed. The first Status Report is due April 10, for the 2nd
quarter. Quarterly Progress Reports should explain in detail what work has been
completed thus far and identify the anticipated date the project will be completed.
Also, use this document to inform us of any significant events or delays or anticipated
problems. The detailed records of man-hours, equipment-hours, supplies and
materials, etc., should be maintained on file at your office for your use and for audit
purposes.

The Oklahoma Municipal Retirement Fund (OMRF) is a retirement program for cities,
towns and municipal agencies in Oklahoma, created to provide members with a system
by which to establish and maintain qualified retirement programs at minimal time, cost
and effort.
The funds are directed by a nine-member Board of Trustees, elected by members of each
of its districts. This Board meets monthly to review the activity in the funds and to
receive reports from the plan's custodian, attorney and actuary who are retained by the
Board to manage the system on a daily basis.
Each Trustee serves on the Board for a term of five years and on September 30, 2004, the
Trustee At Large position will expire. The OMRF staff has received 9 nominations,
including the current incumbent Jim Luckett, Jr., for the position of Trustee At Large.
They are requesting the governing body of each OMRF member to cast, by resolution,
their vote to fill this position. Because of the importance of these funds to our
employees, the staff believes the City should participate in the process of trustee
selection.
Enclosed, you will find a list of the nominees and a brief biography of each nominee for
your review. The staff has reviewed this list and discussed each nominee. Based on this
review there appear to be three prominent candidates that could serve as potential
trustees, they are Bob Provine, Steve Whitlock, and Cathy Keller. A further review
indicates that Bob Provine has the experience and credentials necessary to make the types
of decisions that often face the Board of Trustees.

Jim Luckett, Jr. is currently on the OMRF Board of Trustees and is seeking r n

Committee Chair. He is an active member of the Society of Pension Professionals and has routinely
completed the OM Trustee required continuing education. Jim has over 20 years of management
experience in municipal government. He has served on the Oklahoma Municipal Power Authority
Board and the MESO Board. Jim is currently employed as the Public Works Director for the City of
El Reno. He has a Bachelor's Degree in Political Science from Southwestern Oklahoma State
University at Weatherford and a minor in Economics. Jim served in the United Staics Marine Corp.

Since 1996, Janet McGuiro has been the Laverne Town Clerk as well as the Secretary of Public
Works Authority and the Municipal Court Clerk. She is responsible for payment of the Municipal
and Public Works expenses and handling the employee payroll, payroll taxes and benefits. Janet also
prepares the agendas and minutes of all meetings and submits resolutions and ordinances for Trustee
approval. She obtained a Secretarial Degree from Oklahoma State University and is a member of the
Oklahoma Municipal Clerks Association as well as the Oklahoma Municipal League. Janet serves as
Secretary of the Laverne Chamber of Commerce and Worship Chairman of the Laverne United
Methodist Church.
Bob -Provine
Mr. Provine has been the Finance Director, City Clerk and Treasurer fbr the City of Midwest City
since 1999. He has served in finance for Midwest City since 1987. He is a CPA and has over 30
years of financial management experience, Mr. Provine is a Certified Municipal Clerk and is on the
Board of Directors of the Municipal Clerks, Treasurers and Finance Officials of Oklahoma. He has a
Bachelor's Degree from the University of Central Oklahoma and attended graduate school in
accounting at UCO, Wichita, State University and the University of Oklahoma. He is a Vice President
and past President of the Midwest City Optimist Club. Mr. Provine is on the Board of Directors of
the Midwest City Credit Union. He is a Trustee for Country Estates Baptist Church.

Candy Richardson is the present Human Resources Director of the City of Altus where she is
responsible for all facets of human resources including self-funded health insurance and worker's
compensation plans and the city's retirement program. She has worked for the City for 22 years in
the capacity of Administrative Assistant, Purchasing Officer, and served as the elected City Clerk-
Treasurer for 10 years. Candy was a Certified Municipal Clerk and is active in the Oklahoma Public
Personnel Association. She has served on many boards of the OK4CTFOA, OMTA. OMPA, and the
OML.
