The Benefits Committee, which consists of an employee representative from different work
areas, has reviewed the Plan policy and recommends the following revisions to the policy.
@ The committee proposes reducing the number of sick leave available hours required to
join the sick bank/incentive plan. Currently an employee must have at least one year's
accrual available to be eligible to join. The Benefits committee proposes reducing the
minimum requirement to 90% of one year's accrual. This would allow an employee to
use a minimal amount of sick leave and still be eligible to join the plan.
@ The committee proposes allowing employees to join the sick bank/incentive plan at one
year of service or upon accruing 90% of one year's accrual instead of at one year of
service, or during open emollment which occurs in June of each year. This would allow
an employee who does not have the 90% available at one year to join as soon as he/she is
eligible, instead of delaying emollment until June's open emollment.
@ The committee proposes increasing the maximum sick leave grant an employee can
receive during any twelve consecutive months from four pay periods to six pay periods.
With the lifetime maximum remaining at 16 pay periods.
@ The final change the committee proposes is the calculation for the sick leave incentive
payout. Currently, incentive calculations are based on the percentage of the CUlTent year's
annual maximum possible accrual not utilized, multiplied by $175.00. The committee
proposes allowing employees to utilize a minimum number of hours and still receive the
PROPOSAL:
The Sick Leave Fund and Incentive Plan was implemented in 1996 to provide salary protection
for employees should they incur a catastrophic illness or injury that would prevent them from
returning to work beyond available personal leave time. The plan also includes a monetary
incentive aimed at reducing the abuse of sick leave. Participation in the Sick Leave
Fund/Incentive Plan is voluntmy and requires an initial contdbution in addition to continuous
contribution of 15% of one each months accrual.

Staff is intending to recommend approval of the proposed changes to
Bank/Incentive Plan policy at the September 16, 2003 Council meeting.
$175.00 incentive pay. For example if an employee who accrues 96 hours of sick leave a
year uses eight or less hours during that plan year, he/she would be eligible for $175.00
incentive pay. If he/she used between eight and fourteen hours, he/she would be eligible
for $160.00. If between fourteen and twenty-two hours are utilized the incentive pay
would be $143.00. If more than twenty-two hours are used, the calculation will remain as
it is now. It will be based on the percentage of the current year's annual maximum
possible accrual not utilized multiplied by $175.00.
Other
1) During any consecutive twelve (12) month pedod the maximum sick leave grant(s) an employee
can receive is fem six pay periods. The maximum lifetime grant an employee can receive is
sixteen (16) pay periods.
2) An employee will be ineligible to receive a Sick Leave Grant if compensation is being received
from Workers Compensation, Disability Retirement, Social Security Disability, or Military
Disability.
3) Excluded from eligibility for a Sick Leave Grant will be disabilities resulting from war,
insulTection, rebellion, or active and illegal participation in a riot or other illegal activities. Also
excluded are extended leave for cosmetic surgery or treatment, or surgery or treatment deemed
medically unnecessary by a physician.
@ Eligibility for Sick Leave Grant
All ofthe following cdteria must be met before a Sick Leave Grant is approved.
1) Employee must be an active participant in the Sick Leave Fund for at least 30 calendar days.
2) Sick Leave Grant must be for an illness or injury to the employee.
3) Request for Grant form must be submitted to the Personnel Officer by the requesting employee
or by someone on his/her behalf.
4) Request for Grant must include a completed physician's certification of illness or injury.
5) The employee must have utilized all of his/her individual sick leave days, vacation leave,
compensatory time, and personal holidays he/she has accumulated.

@ Purpose
1) To provide a means for employees to receive temporary disability income should they incur a
catastrophic illness or injury and have exhausted all forms of paid leave.
To provide a cash incentive to employees for utilizing their sick leave conservatively.

1) The City at its sole discretion, reserves the right to discontinue the Sick Leave Fund and Incentive
Plan at any time it is deemed in the best interest ofthe City.
2) Should the Sick Leave Fund be dissolved, all hours in the Fund will be equally divided among the
employees, who on the date of dissolution, are current and active participants.
3) The Sick Leave Fund and Incentive Plan Policy will be reviewed annually by the Benefit
Committee to review annual and lifetime grant maximums. Such maximums may be increased or
decreased based on available fund reserve.
3) Sick Leave Incentive will be vested and payable on December 15th of each year.
4) Prorated Sick Leave Incentive pay shall not be allowed except under circumstance to the
City's termination of such Sick Leave Fund and Incentive Plan.

@ Grant Request Review Board -- The Grant Request Review Board will be comprised of the
Personnel Officer and four elected members. One elected member will represent the following;
Police, Fire, Public Works, and other. Elections will be conducted every three years, all employees
who are a member of the Sick Leave Fund will vote for one board member for their division. The
purpose ofthe Review Board will be to determine if all eligibility requirements have been met and
to insure that none of the exclusions apply. The Review Board will only meet when there has been
a "Request for Grant" received by the Personnel Officer. The Personnel Officer and each of the
elected board members will have one vote each to approve or disapprove a request The Personnel
Officer will then notify the requesting employee of the boards
Whenever any subdivision of land is proposed, before any permit for the erection of a
structure in such proposed subdivision shall be granted, the owner of the land or his agent
shall apply for and secure both Planning Commission and City Council approval of a fmal
plat for such proposed subdivision.

RECOMMENDATION
Staff recommends approval of the Bencor/Owasso, L.P, Final Plat.
If this item is recommended for approval, City of Owasso City Council review and approval
is required.
TECHNICAL ADVISORY COMMITTEE
The Technical Advisory Committee reviewed the Bencor/Owasso Final Plat at the August
zih regular meeting, At that meeting, utility providers and city staff are afforded the
opportunity to comment on the application and request any changes or modifications. The
Technical Advisory Committee recommended approval without conditions.
The Bencor/Owasso, Final Plat meets all Owasso Zoning Code and Subdivision
requirements. Adequate easements have been established along Right~of~Ways and shared
lot lines to enable development services, in addition, a 100' easement is established on east
side of the to provide space Dam Authority. The lot will be served by
water and sewer. and block specifications for this are more than
the a facility as that a Walgreens.
The anticipated development proposes to provide accommodations for in-store and drive
through pharmacy. Patrons would derive access from the proposed service road (which is
presently in the process of being established by separate instrument) and possibly 129th
Ave., as no access will be permitted directly from 96t11 St. N.

Whenever any subdivision of land is proposed, before any permit for the erection of a

RECOMMENDATION
Staff recommends approval of the Remmington Place Final Plat, subject to the execution of
aforementioned TAC recommendations.
If this item is recommended for approval, City of Owasso City Council review and approval
is required.
1. Community Development - Establish sidewalks along the entire northern frontage of
II6th St. N.
2. Community Development - Establish accel/decallanes approaching and leaving the
addition along 116111 St. N.

TECHNICAL ADVISORY COMMITIEE
The Technical Advisory Committee reviewed the Final Plat for Remmington Place at the
August 27th regular meeting. At that meeting, utility providers and city staff are afforded the
opportunity to comment on the application and request any changes or modifications. The
Technical Advisory Committee submitted the following comments:
In a regional context, this proposed addition is in conformance with the Owasso 2010 Land
Use Master Plan, as the area is forecasted for residential development. Already, there is an
emerging pattern of relatively dense housing development occurring in the general area, The
intersection of Highway 169 and Highway 20 is materializing into a major commercial node
in the city. Rernmington Place is compatible with the current development pattern.
The Remmington Place Final Plat meets Owasso Bulk and Area requirements.
The lot and block specifications established in the plat layout are adequate for the
development of single family homes.
The development will served by City of Owasso sewer and Washington County water.
Once more, utility easements are established throughout the proposed addition so as to
adequately accommodate utility Regional detention has effectively
with the establishment a detention facility located in the southern of the addition.
The street and easement layout proposed for Remmington Place is sensitive to the possibility
of future development in the area, the addition will place a stub on the southern end of N.
120th E. Ave. that would connect the neighborhood to future development to the south and
utility easements connect and run along an parameter boundaries.

The recommends that the council approve the administrative agreement with INCOG, conduct a
public hearing for each grant application, request funds for the grants from the Department of
Commerce, and authorize the Mayor to sign all documents related to the grant applications.
RECOMMENDATION:
To initiate the process of acquiring the funds, it is necessary to take four steps for each of the two
grant applications. First, the City of Owasso must enter into an agreement with INCOG to
administer the grants throughout the process. Second, the City must hold a CDBG Community
Development Needs Hearing for the projects, allowing citizens to voice any opinions they might
have. Then, the City must approve a resolution requesting assistance from the Oklahoma
Department of Commerce. Finally, the City must approve the grant applications and authorize
the Mayor to sign all related documents.
The funds would be in the form of Community Development Block Grants, or CDBG. INCOG
would administer the grants.
The City of Owasso has become aware of two opportunities to acquire grant funds in order to
further economic development within the community. One of the grant opportunities is to
develop a detention facility for National Steak and Poultry, located on 5th A venue in Owasso.
The other grant opportunity is to improve the recently acquired Central Baptist Church building,
commonly known as "Old Central", by installing an elevator. Old Central is proposed to be

RECOMMENDATION:
Subsequent to the August work session, staff received verbal statements of a willingness to participate
from three citizens to serve on the steering committee. These citizens are Mr. Pete Kourtis, Mr. Jeff
Ferguson, and Dr. Dirk Thomas. Should these citizens be appointed to serve on the committee, they
would join representatives from the City Council, Planning Commission, and the local newspaper along
with staff members.
STEERING COMMITTEE:
The Master Plan can be generally divided into three parts: 1) statistics, figures and estimates, 2) map of
desired land use patterns, and 3) key issues, needs, and goal statements. The staff has updated the
statistics, figures, and estimates of Owasso's characteristics. Now, public input is needed to form
recommendations about desired land use patterns and goals. This input will be gathered in multiple
forms: written surveys will be distributed to the public, public hearings will invite the public to speak
about the Plan, and a Master Plan steering committee will guide the Plan through the public involvement
process.
The Owasso Master Plan is a document representing desired future land use and transportation patterns
for the physical development of the community. The Plan was adopted by the City Council on January
18, 2000. The staff is currently updating the Master Plan.

The last refuse vehicle purchased by the City of Owasso through the public bidding process was a
Crane CarTier in August of 2002 for $144,701. Staff contacted Crane Canier to see if perhaps they had
any vehicles that were demo models or available as a result of an order from another municipality that
was cancelled. A demo vehicle is available and staff has discussed the possibilities of purchasing this
vehicle with Crane CarTier provided that the cost of the vehicle would be equal or less than the 2002
cost of $144,701. As oflate Friday afternoon, this item was still being negotiated.
CRANE CARRIER:
Upon review ofthe replacement options, staff has determined that declaring an emergency and
purchasing a replacement vehicle as quickly as possible is the best option to pursue.
The following options are available:
@ A 1992 Loadal is a possibility to repair and replace the 2000 Lodal that was destroyed. This
vehicle is cUlTently not operational and the estimated cost is excessive. If repaired, this
replacement vehicle would be 11 years old.
@ Purchase a used refuse vehicle. This would also create some uncertainty regarding its
reliability as typically refuse vehicles are not "traded in."
@ Develop bid documents and advertise for bids in order to purchase a new refuse vehicle. This
process would typically take 6-9 months.
@ Declare an emergency, thus eliminating the public bidding requirements.
REPLACEMENT OPTIONS:
All City vehicles are self-insured and therefore the entire cost of replacement must come from city
funds. The City's self insurance fund cUlTently has a balance of slightly more than $100,000.
On August 30, 2003, a 2000 Lodal Refuse vehicle was destroyed due to a fire near the engine
compartment. While both the Fire Marshal and Public Works Departments have issued tentative
findings, a review ofthe cause ofthe fire continues. Currently, the City has 3 "side loader" refuse
vehicles and a 1984 vehicle that is utilized for yardwaste purposes.

Staff will finalize a recommendation prior to Tuesday evening's meeting as that recommendation is
dependant upon continued negotiations with Crane Carrier.
Funds to purchase the recommended vehicle, or any other replacement vehicle, would be divided
between two funds. The value of the vehicle was estimated to be approximately $75,000 and those
funds would be taken from the Vehicle Self Insurance Fund. The remaining funds, although not
budgeted for a refuse vehicle, would come from the OPW A Fund. Understand, that a shift in priorities
in the OPW A will occur as a result of the expenditure, therefore delaying the completion of one or
more projects funded through That shift in priority will be included in any future
recommendation made by staff for replacement the refuse vehicle.

The General Fund has a total of $1,676,109 in budgeted but unexpended funds remaining from
the fiscal year 2002-03 budget. Of that amount, $1,325,066 would normally be eligible for
carryover budget requests. (Funds from personal services line items normally are not eligible
for carryover.) The department requests recommended for carryover budget appropriation total
$253,121.
COMMENT:
This year, due to the decline in sales tax revenues the carryover requests have been restricted to
projects in progress at the fiscal year end. The list of requests proposed for a carryover budget
appropriation is attached.
The carryover budget promotes a philosophy of "save and invest it" rather than "spend it or lose
it." Managers who save money from last year's budget have been rewarded by the possibility of
a carryover appropriation to the new fiscal year budget. The City's managers have operated
under a carryover budget concept for ten years.
Traditional public sector budgets "reward" the expenditure of all of the funds under a manager's
control and "justify" an increasing level of appropriations in subsequent fiscal years. Efforts to
be efficient and save money often are "rewarded" by a reduction in future budgets.
In 1993, the City Council adopted a "Carryover Budget Policy." Each year since then, the City
Council has approved a "carryover" supplemental appropriation. A "carryover" budget is a
concept wherein budgeted, but unexpended, funds from one fiscal year may be re -budgeted
(appropriated) to the next fiscal year. The goal of a carryover budget is to encourage economy
and efficiency in the use of public funds.
