6. The Trustees of the Owasso Public Works Authority will conduct a public hearing to
receive input from the public and discuss proposed improvements to the Authority's water
distribution and storage facilities as set forth in the planning and environmental information
document on file. In conjunction with the planned project discussion, alternatives to the
proposed improvements and the associated costs will be discussed. Additionally, the
Trustees will discuss the potential environmental impacts of the project and the alternatives
to it.

The Owasso Public Works Authority met in regular session on Tuesday, November 4, 2003 in
the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, October 31, 2001

'bests Showed Coliform Bacteria in Owasso's Water System
The City of Owasso's water system recently exceeded the maximum contaminant level for total
coliform it) drinking water. Although this incident was not an emergency, as our customers, you
have a right to know what happened, what you should do, and what is being done.
What happtned?
The City is required to monitor your drinking -water for specific contaminants on a regular basis.
Each month, a minimum of twenty samples are taken to test your drinking water for
microbiological contaminants. In Scoternber 2003, three water samples showed the presence of
total coliform bacteria. The standard is that no more than one sample per month may do so.
What does this mean?
This is not an emergency. If it had been, you would have been notified immediately. Coliform
bacteria are generally not harmful W they are naturally present in the environment and are used
as an indicator to determine whether other, potentially harmful, bacteria may be present.
Whenever we detect coliform bacteria in any sample, we do follow -up testing to see if other
bacteria or greater concern, such as fecal coliform or E. coli, are present. We did not find any of
these bacteria in our subsequent testing, and further testing shows that this condition has been
resolved. However, because coliforms were found in more samples than allowed, federal
regulations require that we notify the public.
What should I o?
You do not need to bail your water or take other corrective actions. However, if you have specific
health concerns, consult your doctor. People with severely compromised immune systems,
infants, and some elderly may be at increased risk. These people should seek advice about
drinking water from their health care providers. General guidelines on ways to lessen the risk of
infection by microbes are available from the U.S. Environmental Protection Agency Safe
Drinking Water Hotline at (800) 426-4791.
What is beina done?
It is believed that errors in the collection and /or submission of water samples were the likely
source of contamination. Samples found to be in violation were collected on a windy day over a
wide geographical area. Although appropriate handling techniques were followed, little could be
done (at that time) to prevent airborne particles from entering the sample bottles. Repeat
samples taken in the same location within 24-hours of the failed samples did not indicate the
presence of microbiological contaminants. Therefore, the City plans to implement improved
handling procedures to prevent airborne contamination.

The Water System Improvements (Phase I) entails the construction of improvements as detailed
in the first phase of the City of Owasso Water System Capital Improvements Plan (Water Master
Plan prepared in 2001). Specifically, this project includes the construction of a new two million -
gallon elevated water storage tank, an 18 million - gallon- per -day (ultimate capacity) booster
pump station and over five miles of water transmission main.
As planned, the water transmission main will connect a new master meter to the City of Tulsa
24 -inch transmission main on East 76th Street North (see Attachment A). A new 30 -inch
transmission main will be constructed to transport water from the new master meter to a new
booster pump station, where it will be pumped to the elevated storage tank. It is anticipated that
the new pump station will be located at McCarty Park south of East 86th Street North and the
elevated water storage tower will be located south of East 106th Street North, mid section
between Mingo Road and Garnett Road.
The total estimated construction cost for the improvements is approximately $8,000,000. The
project will be partially funded by the Department of Environmental Quality (DEQ) Drinking
Water State Revolving Fund, supplemented by $4.5 million from Tulsa County Vision 2025
Funding.
As required by DEQ, an Environmental Information Docinnent has been prepared by our
consultants (Benham) to summarize the potential environmental impact which may be caused by
the construction of improvements. The planning document (dated September 2003) concluded
that the project will cause no significant environmental issues.

In compliance with DEQ requirements, a Public Hearing must also be held to discuss findings
from the Environmental Infornation Document. Notice of Public Hearing (see Attachment C)
was published in the Owasso Reporter on October 16, 2003. A copy of the planning document
has been on file and available for public inspection at the City of Owasso Public Works
Department, 301 West 2 "' Avenue, Owasso, Oklahoma.
A Resolution adopting the Environmental Information Document (see Attached Resolution
No.2003 -14) and a certification that a public hearing was conducted is required by DEQ.
RECOMMENDATIONS:
Item I — Staff recommends Trustees approval of Resolution No.2003 -14 for the adoption of the
Environmental Information Document for the proposed water improvements set forth
in Drinking Water State Revolving Fund (DWSRF) Project No.P40- 300721 8 -01 -2004.
Item 2 — Staff recommends that Trustees certify by motion that a public hearing was held on
November 18, 2003, and that the hearing was in conformance with the Notice of
Public Hearing attached hereto and published in the Owasso Reporter on the 16th day
of October, 2003.
