JX Consideration and Appropriate Action Relating to a Request for Council Approval of a Final Plat for the Watercolours at Coffee Creek, an Addition to the City of Owasso, Tulsa County, State of Oklahoma. Mr. Moore Attachment #8 The Owasso Planning Commission has conducted a hearing on this request and recommends Council approval of the final plat for the Watercolours at Coffee Creek, a 5.96 acre subdivision containing 40 townhouse lots on 5 blocks, located at the northeast comer of E. 103rd St. N. and N. 138tl'East Ave. The staff concurs with the recommendation. Owasso City Council April 1, 2002 Page 4 1 Consideration and Appropriate Action Relating to a Request for City Council Authorization of the Submission of a 66Notice of Intent" to Submit a Future Grant Request to the Federal Department of Homeland Defense, Such Grant for the Purpose of Developing Emergency Mans, Mr. Motto The staff will recommend City Council approval of the request, and that a "Notice of Intent" be authorized and delivered to INCOG prior to April 3rd so as to allow the City to qualify for a future grant. This item has been placed on the agenda in the event the Council wishes to enter into an executive session for the purpose stated. 14 4-V Consideration and Appropriate Action Relating to a Collective Bargaining Agreement Between the City of Owasso and IAFF Lodge #2789 (Firefighters). Mr. Ray Attachment #11 Enclosure The staff will recommend City Council approval of an agreement between the City of Owasso and IAFF Local #2789 (Firefighters), providing for wages, benefits and other working conditions, such contract negotiated by representatives of the parties and ratified by the IAFF Local #2789. Being able to tape our freedom for granted is one of the reasons why I love America. I aryl free to chose which religion I will follow and can attend church without being harassed by other people. I am free to disagree with what people might say and can say what I think. I am free to decide what bind of education I want in my life. I am free to decide what I will do when I'm older and where I will live. When I'm older, I will be free to vote for the person that I want to president. I am free from having the police cone into my house whenever they want. I am free as a girl to do anything that a boy can do in America. Every horning when I wake up I have all of these freedoms. I have them because I am in America. Other kids wake up in other countries and are scared, because they don't have these freedoms. My parents came to this country 20 years ago, and I am so lucky that they chose America. This country began because people wanted to be free. I am glad to know that our country is strong. I know that when I have children they will have these same freedoms and so will their children. Being free and knowing that my children will be free is what l love about America. OWASSO CITY COUNCIL MINUTES OF REGULAR MEETING Tuesday, March 18, 2003 The Owasso City Council met in regular session on Tuesday, March 18, 2003 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, March 28, 2003. ITEM 1: CALL TO ORDER Mayor Helm called the meeting to order at 6:31 p.m. ITEM 2: INVOCATION The invocation was offered by Mitchell Pride, President of the Owasso High School Student Council. Taylor Hill, Owasso High School student and Vice President of the State Student Council, led in the flag salute. Mr. Ray introduced Donna Brogdon, who presented a framed photograph of the state capitol to the city on behalf of her husband, Senator Randy Brogdon. Mayor helm presented a Certificate of Election to Councilor Craig Thoendel, who has been elected to a three-year term on the City Council from Ward 1, and a Certificate of Election to Councilor-elect Steve Cataudella, who has been elected to a three-year term on the City Council from Ward 2. ITEM 6: RECOGNITION OF EMPLOYEE OF THE MONTH. Mr. Ray introduced Juliann Stevens, and recognized her as Employee of the Month. Owasso City Council March 18, 2003 ITEM 7: PRESENTATION OF ESSAY "VMY I LOVE AMERICA" BY WINNERS OF OWASSO SERTOMA CLUB'S NATIONAL HERITAGE MONTH ESSAY CONTEST. Mr. Ray introduced the fifth grade students who were winners of Sertoma's National Heritage Essay Contest. He said there were 143 entries from all of Owasso's elementary schools. He introduced Mariah Brown from Bailey Elementary, who read her essay, Mariah was third place winner. The first and second place winners were unable to be present. Mayor Helm presented a certificate of recognition on behalf of the City Council to Miss Brown. ITEM 8: CONSIDERATION AND A13PROPRIATE ACTION RELATING TO A REQUEST AYE: Cochran, Kimball, Thoendel, Helm. NAY: None Motion carried 4-0. -2- Owasso City Council March 18, 2003 • . Ms. Bishop presented the item. The firm of Crawford & Associates has provided audit services to the City and its trust authorities for the past five years. Frank Crawford attended the March 11 `" Council Work Session and presented the audit report to the City Council. The only action rewired by the Council is to receive the audit. Mr. Roberts said that the City has utilized private sector contracts for providing mowing services in specified areas for the past 13 years. Recent evaluation indicates that the program continues to be cost-effective within certain locations. Two full time positions have been added to the Streets Division, enabling additional mowing responsibilities without compromising other services. Therefore, the Public Works Department elected to discontinue contracted mowing of specific locations that were included in previous years. Tim Siegfried on behalf of the United Pentecostal Church, requested the annexation. Water and wastewater service would be provided by the City of -5- Owasso City Council March 18, 2003 Owasso. The Annexation Committee, Technical Advisory Committee and Planning Commission have reviewed the request and recommended approval of the annexation. Mr. Moore said that the City of Owasso received a petition for annexation of property totaling 20.65 acres, located on the east side of N. 97th East Ave., between E. 116th St. N and E. 126th St. N. This tract of land is considered to be contiguous to the corporate limits of the City of Owasso by a ten-foot strip of public right-of-way along the eastern boundary of N. 97th East Ave. The Annexation Committee reviewed the request and recommended approval. The Planning Commission unanimously recommended denial of the petition, the denial being related to interpretations of "contiguous" property. Mr. Schumacher then appealed the denial to the City Council. Mr. Moore presented background on utilizing the "strip method" of annexation. In order to create a contiguous parcel, many applicants have provided either a strip of public right- of-way or a strip parcel of land. This is consistent with the City's annexation policy, as well as with the Oklahoma State Statutes. Some of the developments where the City has used this method are Coffee Creek, Hale Acres, and Garrett Creek. Staff believes that it is in the City's best interest to annex the Schumacher property. THE HONORABLE MAYOR & CITY COUNCIL, CITY OF OASSO HUMAN FROM- MICHELE DEMPSTER S R ' SUBJECT- INTERNATIONAL ASSOCIATION OF FIREFIGHTERS (IAFF) FISCAL, YEAR 2003-2004 CONTRACT DATE. March 28, 2003 Staff began negotiations with the IAFF on March 12th. Three sessions later a tentative agreement was signed, despite the fact negotiations were occurring just as Sales Tax came in lower than the previous year for a second month. The IAFF demonstrated an understanding of the current fiscal situation and displayed a willingness to work with the City as a team to settle a contract with no wage increases. The proposed contract includes two new articles. The first is a physical fitness article. This article provides a voluntary City sponsored physical fitness program in an effort to reduce injuries and increase effectiveness and productive of the participating members. The program includes establishing goals and objectives, and an individualized workout program for each participating member. Those participants who fail to work out at least once every seven days, excluding vacation and extended sick leave, are terminated from the program. Staff believes this program can mutually benefit the City and the employee and will be monitoring injuries and sick leave used in order to valid the benefit to the City. The cost of this program is $15 per participating member per month with an anticipated maximum enrollment of twelve members, a projected cost of $2,160. The second added article is a reopener. This article allows the IAFF to reopen negotiations at their request. This article also commits to granting compensation increases equal to that of the Fraternal Order of Police (FOP) should the FOP FY 03 -04 contract include a wage increase. Other agreed upon changes include adding two steps to the pay plan, and paying out of class pay for acting Driver effective the first shift instead of the second shift. The Grievance Procedures article also includes a wording change requiring the Chief to make a written response instead of an oral response. Staff views the negotiations as successful and is appreciative of the Unions willingness to understand the current economy. The Unions approval of a contract with no increase in wages and compensation shows how the City and the Union can work together as one team.
