of the City of Owasso, do hereby proclaim
WHEREAS, A consistent quality in business operations, together with a focus on the
betterment of Owasso through civic activity, merits appreciation and recognition
by the entire community,
WHEREAS, John Cash and the employees at Trails End Bar-B-Que have demonstrated
concern for the Owasso c.ollUnunity through involvement in various community-
wide projects; and,
The involvement of businesses through their support of local projects and
promotions by the sharing of their resources, provides for the economic well..
being of the COllUl1Unity and demonstrates a commitment that goes beyond the
standard measure of business success; and,

The Owasso City Council met in regular session on Tuesday, January 2002 in the Council
Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 4:00 p.m. on Friday, January l8, 2002.

Ms Sorrells said that the Tulsa Teachers Credit Union has requested the annexation of a 4.5 acre
tract of land near the northeast corner of E 96th St N & N Garnett Rd. This property has already
been processed through the rezoning, plat and site plan phases of development, however, it has
been discovered that this property was never annexed into the city. Once the property is
annexed, it will again need to go through the rezoning process. The Owasso Annexation
Committee and the Planning Commission have reviewed the annexation request and both bodies
have recommended approval. Mr Williams moved, seconded by Mr Brogdon, to approve the
requested annexation.

ordinance. Item E requested the appointment of Human Resources Director Michele Dempster
as the Authorized Agent for the OMRF. Mr Brogdon moved, seconded by Mr Williams, to
approve the consent agenda.

Municipal Retirement Fund.
D. Action Relating to Ordinance #700, an Ordinance Providing for the Detachment
of3l2 Acres, More or Less, Generally Located West of the SKO Railroad Right-

Ms SOlTells said that staff has received a request to review a final plat for Honey Creek at Bailey
Ranch, a 62.33 acre, 202 lot subdivision located north of E 96th St N and east of N Mingo Rd.
DEQ pelmits for the extension of water and sanitary sewer have been received, and the final plat
has been reviewed by the Planning Commission, where approval was recommended. Mr Helm
moved, seconded by Mr Brogdon, to approve the final plat for Honey Creek at Bailey Ranch.
ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR CITY COUNCIL APPROV AL OF A FINAL PLAT FOR HONEY CREEK AT
BAILEY RANCH, AN ADDITION TO THE CITY OF OW ASSO, TULSA
COUNTY, STATE OF OKLAHOMA (WARD 1).
Motion carried 4-1.

Ms Sorrells presented the item. The City Council approved a final plat for Exchange Bank -
Owasso I on October 2,2001. The access point is shown on the plat at the northern boundary of
the property, with a 125' Limit of No Access south of the access. The applicant is requesting that
the access point be shifted 30' south, creating a 30' Limit of No Access north of the drive and a
95' Limit of No Access south of the drive. The Technical AdvisOlY Committee and the Planning
Commission have reviewed the request and recommended approval. The request has also been
approved by the Public Works and Community Development departments. Mr Brogdon moved,
seconded by Mr Williams, to approve the request

RECOMMENDATION:
A final inspection on the water system was completed on November 14,2001. The system
passed all required tests, and all other punch list items have been corrected. A final inspection
on the sanitary system was held on November l2, 2001 and all punch list items have been
corrected. The contractor has provided one-year maintenance bonds for the water and sanitary
sewer systems (see attached).
FINAL INSPECTION:
The subject development is located south of 76th Street North and west of 129th East Avenue,
south of the existing center and children's home (see attached location map). The total water and
sanitary sewer systems were approved by the Public Works Department and permitted by the
Oklahoma Department of Environmental Quality in September 2000 (see attached permit
letters). However, the development is planned to be constructed in several phases. The Phase I
water and sewer lines were accepted in Ap1il 200 l. This recommendation is for the Phase II
construction, which constitutes only a small part of the total development. The streets and storm
drainage facilities are p11vately owned and maintained. .

the City of Owasso in accordance with the provisions of Section II 0.3 of the Owasso Zoning
Ordinance.
Ordinance No. 693, Amended, would correct the zoning of the subject propeliy from AG (Agriculture) to
CG (Commercial General) which was the previous classification in Tulsa County. Commercial zoning
along a highway service road is not inappropriate, as a significant pOliion of property located along the
existing service roads is already zoned commercially, in large pari due to good vehicular access and
While it continues to be staff's position that off-site adveliising is not a desirable amenity in a growing
community and that signs should be used for identification purposes, not advertising, it is sometimes more
important to offer other amenities in exchange. The ability for the City of Owasso to obtain the future site
ofa Tulsa Technology Center campus in our community, thus offering an additional educational choice in
Owasso that had not previously existed for residents and employers, was the goal.
At the time negotiations were OCCUlTing with land owners along the Owasso Expressway for the donation
of property for the new Tulsa Technology Center site, the owner of the subject property was willing to
donate land between E. 1 06th Street North and E. 116th Street North (now identified as the future site of the
TTC) providing the City of Owasso did not oppose his efforts to obtain off-site adveliising signs at three
locations along the service road. The City's position on this issue was that providing the applications for
the off-site advertising were already in the process prior to annexation, the city would not oppose. The
owner of the property, Mr. Robinson, has applied for the off-site advertising and the CG zoning is
necessary in order to obtain approval from the Department of Transportation.
Originally, the property was annexed zoned AG (Agriculture), which is often the case when the City
annexes undeveloped properiy. However, the Owasso Zoning Code provides the provision for propeliy
being annexed to maintain its Tulsa County zoning classification if so desired by the applicant and if there
is a similar zoning classification already existing in the city limits. Unfortunately, due to staff enor, the
annexation was processed without the understanding that the applicant wanted to maintain the Tulsa
County zoning of CG (Commercial General).
In November of 200 l, the City Council approved the annexation of a triangular tract of land containing
3.94 acres, more or less, located adjacent to the east service road of the Owasso Expressway, between E.
96th Street North and N. l06th Street N Olih. A location map is attached for your information and review.
