Z��� suBjEcr: PURCHASE OF REFUSE COLLECTION VEHICLE DATE: July 30, 2002 BACKGROUND: The FY 02-03 Public Works Department Refuse Division budget includes funds for the purchase of a new refuse collection vehicle. This vehicle will supplement the present equipment fleet consisting of a 1992 Lodal, 1996 International, 1998 Lodal and 2000 Lodal. The 1992 Lodal has become unreliable due to age and deteriorating mechanical condition. Presently, Public Works operates three (3) residential collection routes (4 days per week), two (2) residential collection routes (I day per week) and light-commercial collection (I day per week). Continued growth in residential development is expected to necessitate one additional residential collection route by FY 03-04. To ensure an adequate amount of equipment is available in case of vehicle breakdown or extended down time for repairs, the additional refuse vehicle was included in the budget. All replaced vehicles that remain operational are utilized for preventive maintenance rotations, emergency backup and seasonal yardwaste collection. VEHICLE SPECIFICATIONS- Specifications were designed by personnel from both the Public Works and Vehicle Maintenance Departments. It was agreed that performance-based items would be included that account for experience with existing equipment operating history. The specifications were developed so as to not exclude a variety of vendors. In addition, the design of the vehicle was selected to enable continued utilization of a one-man operation with semi-automated side-loader (cart lifter). Priority specifications included: - Minimum body size of 25 cubic yards - Low entry cab (19-inch maximum entry height from ground to cab with no steps) - Single cart lifter on curbside only - Minimum of 660-foot pounds of torque - Inside turning radius (43-ft. minimum/48-ft. maximum) Page 2 Refuse Collection Vehicle Bid Award BID ANALYSIS - In June 2002, the specification packet and bid documents were mailed to thirteen (13) prospective bidders. On June 27"', a total of four (4) bids were received from two (2) vendors. The Williams Refuse bid for the 20 cubic yard vehicle (Lodal EVO-Mag-20) did not meet the priority specification for the minimum body size of 25-cubic yards (a truck with an additional 5 cubic yards of capacity reduces the number of trips to the landfill each week); therefore, this bid was not considered responsive. As a result, the Crane Carrier vehicle is the apparent low bid in the amount of $144,701. Crane Carrier Performance Evaluation The City of Owasso has no previous experience with Crane Carrier. Therefore, staff contacted several communities that presently utilize Crane Carrier vehicles in their refuse operations. The City of Sand Springs, City of Norman and Town of Skiatook indicated that Crane Carrier provides reliable and efficient equipment. To ensure adequate performance capabilities, our Refuse Division supervisor went to the Town of Skiatook to observe a Crane Carrier vehicle during collection activities. The assessment determined that the vehicle will meet operational requirements. Crane Carrier/Lodal Maintenance Comparison Vehicle Maintenance has evaluated both vehicle designs and has provided an analysis (see attached memorandum). One portion of the comparison indicates, since Crane Carrier manufactures and assembles their vehicles in Tulsa, replacement parts and repair services are readily available. Lodal parts must be shipped from Michigan or Sweden, which has resulted in extended down time for repairs due to limited parts availability. Page 3 Refuse Collection Vehicle Bid Award In addition, Crane Carrier vehicles are equipped with rear -wheel drive. This mechanical feature provides less maintenance when compared with vehicles designed with front -wheel drive. Historically, Vehicle Maintenance has encountered the following situations associated with maintaining the existing L,odal vehicles (due to front -wheel drive design): Oversized tires -- expensive to replace and difficult to change out Drive train intricacy -- contributes to increased maintenance - Limited repair capabilities by Vehicle Maintenance due to complex systems Customized components _, resulting in limited availability and increased costs Based on the above evaluation and comparisons (in the opinion of the Refuse Collection Division and Vehicle Maintenance Department) the bid submitted by Crane Carrier Company provides a vehicle that is in conformance with established specifications and operational requirements. FUNDING SOURCE. Funding for the purchase of the refuse collection vehicle is included in the FY 02 -03 Refuse Division budget (line item 61- 480-54500) in the amount of x;130,000. A supplemental appropriation in the amount of $14,701 is also requested. This vehicle requires dual driver (right and left side) controls and steering. All components of this vehicle shall be new and of original manufacture. Prototype equipment will not be accepted. The intent of these specifications is to set minim urn requirements, not to otherwise limit bidding. In as much as some designs of equipment vary among manufacturers, the City may accept bids on equipment with minor deviations, which does not: 0 Materially affect the ability of the product to achieve or accomplish a necessary function or task in the manner required by the specifications. Produce higher latent or patent cost to the City in any of a multiplicity of ways. City reserves the right to make the final judgment concerning what is or is not a minor deviation and to award the bid to the bidder whose proposal best suiIsthe needs of the City for the product being purchased. I TAX EXEMPTION — Purchaser is exempt from payment of all federal, state and local taxes in connection with the purchase. Said taxes must not be included in bid prices. PRICING — The price submitted in any proposal shall include all items of labor, materials, tools, and other costs necessary to fully prepare the vehicle for delivery. Any items of labor omitted from the specifications, which are clearly necessary for the proper delivery of the vehicle, shall be considered a portion of such specifications although not directly specified or called for in these specifications. Price quoted shall remain effective for a period of sixty (60) days after opening of bids by the City. Technical Specifications 4. BIDS — The purchaser reserves the right to reject any or all bids and to waive any or all technicalities, informalities, or other minor deviations from the bid document. 5. INSPECTION — An acceptance inspection shall be conducted between the supplier and the City before delivery will be accepted. The inspection date shall be at the City's convenience. All discrepancies noted during the inspection shall be remedied at the supplier's expense, prior to payment for this vehicle. 6. PAYMENT — As with all municipalities in Oklahoma, payment must be approved and signed on a claims list by the proper city authority. The Owasso Public Works Authority meets regularly on the first and third Tuesday of every month. 8. PRIME CONTRACTOR RESPONSIBILITY — If final delivery of the equipment includes th* use of services of another company, the City of Owasso will hold the bidder responsible for those outside services. PROPOSAL EXPENSES — Expenses for developing the proposal are entirely the responsibility of the vendor and shall not be chargeable to the City of Owasso. 10, PRIOR INFORMATION —Any information which may have been released either orally or in writing prior to the issuance of this bid request shall be deemed preliminary in nature and bind neither the City of Owasso nor the vendor. The City of Owasso Recycle Center and Convenience Station has been operational since May 1988. The convenience station was designed to offer area residents a proper site to dispose of excess solid waste that could not be handled efficiently by the regular weekly curbside collection service. The recycle center was conceived as a buy -back operation to offer citizens a method of resource conservation and reduce the volume of materials collected and ultimately disposed of at the landfill. A major consideration in establishing the convenience station was minimizing roadside dumping, littering and handling of hard to dispose of refuse items. The station serves as an alternate disposal location for residential refuse. In 1985, a City of Owasso ordinance was approved that controls the amount and composition of refuse that could be placed at the curb for residential refuse collection. DISPOSAL RATES® OPWA Resolution 88 -02 implemented in May 1988 established disposal rates at the convenience station. The rates have not been modified since they were first enacted. The rates are as follows: Bags (with common trash/garbage) $0.50 each Automobile trunk load $1.50 Pick -up truck load (without sideboards) $3.00 Trailer load (with sideboards) $3.00 Pick -up truck load (with sideboards) $5.00 Pick -up tuck (with trailer) $7.00 One ton truck $10.00 The cstablislicd rates for the convenience station were developed based on sizes of containers, vehicles or trailers used to carry material to the station for disposal. Eacli size can be converted to volume (in cubic yards). When delivered to the station, materials are placed in a 30 -yard rolloff couLurncr that ultimately is hauled by contractor to the Quarry Landfill for disposal. The contractor hauling rolloffs charges per trip and the landfill chargcs by the weight of the material. WATER RATE INCREASE DATE. August 16, 2002 The Owasso Public Works Authority purchases treated water from the City of Tulsa. Notice was received from the City of Tulsa that, effective October 1, 2002, water rates will increase from $1.86 to $1.98 per 1000 gallons. In order to maintain an adequate operating budget in the OPWA, that twelve-cent rate increase should be passed on to the OPWA water customers. The last water rate increase was two years ago. At that time, Tulsa increased rates by fourteen cents and the OPWA increased rates by twenty-eight cents providing additional operating funds for the OPWA. ig jpli�! 1 1 1 In 1999, the City Council and OPWA Trustees established water rates to customers residing outside the Owasso city limits at 20% more than the rate inside the city. Staff will recommend maintaining that 20% difference. The proposed new rate for rural customers would change the base minimum fee for 1000 gallons of water from $9.00 to $9.18. The volume charge per 1000 gallons of water would change from $3.84 to $4.02. The monthly cost of the proposed rate increase to the average customer who uses 7000 gallons of water per month is $1.05. The annual increase would be $12.60. The total utility bill from the OPWA to an average customer for water, wastewater, refuse and ambulance would increase from $57.33 to $58.38. (Based on an average customer using 7000 gallons of water and 5000 gallons of sewer per month.) Rate changes require the approval of the OPWA Trustees and the approval of the City Council. They are enacted by Trustee Resolution and by City Council Ordinance. Staff recommends Trustee approval of Resolution No02002-04 increasing water rates.
