The Owasso Planning Commission has conducted a hearing on this request and
recommends Council approval of the final plat for Brookfield Crossing, a 38.4 acre, 134-10t
subdivision located northeast of the northeast corner of E 116th St N and Garnett Rd. The
staff concurs with the recommendation,

Mayor Brogdon read a proclamation honoring Guaranty Abstract Company as Business of the

Mr. Brent Colgan representing the Exchange Bank, requested permission for the banle to
discharge fireworks during halftime of home football games. Letters of approval have been
received ii-om the school, fire department and police department. The fireworks will be
discharged by a professional in an area where they are secure, and the fire department will have a
truck at the scene. Ms. Armstrong moved, seconded by Ms. Kimball, to approve the request for
a fireworks display.
ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR APPROVAL OF A DISCHARGE OF FIREWORKS AT OWASSO HIGH
SCHOOL HOME FOOTBALL GAMES.

The consent agenda included minutes of the August 20, 2002 regular meeting, by reference made
a part hereto, Item B on the consent agenda included the following claims: (1) General Fund
$48,384.51; (2) Ambulance Service Fund $9,965.78; (3) City Garage Fund $7,812.86;
(4) Workers Comp Fund $4,651.85; (5) Payroll $188,464.00; (6) City Garage Payroll $4,175.18;
(7) Ambulance Payroll $11,148,81; (8) E-911 Payroll $2,324.46; (9) Workers Comp Payroll
$1,630,00. Item C requested approval of Ordinance #716, based on Council action on August
20, 2002 to approve the requested annexation and authorize an ordinance. Item D requested
approval of the water and sanitary sewer systems constructed to serve the Tulsa Teachers Credit
Union. Mr. Helm moved, seconded by Ms. Kimball, to approve the consent agenda.
D. Action Relating to Acceptance of the Water and Sanitary Sewer Systems
Constructed to Serve Tulsa Teachers Credit Union, an Addition to the City of
Owasso, Tulsa County, Oklahoma.
C. Action Relating to Ordinance #716, an Ordinance Providing for the Annexation of
Approximately 1.091 Acres Located on East 76th Street North, Immediately West
of the SK&O Railroad Property.

Mr. Ray publicly apologized to Mr. Harry Miller for not following up on a situation that Mr.
Miller had brought to his attention. He also said that he had met with the group of citizens who
attended the August 20th City Council meeting, and who had concerns about drainage. The
construction at 86th & Main is causing traffic problems and staff is looking at alternate routes,
Staff has been advised of a problem with weeds and water north of Owasso Market. Because the
area is a potential breeding ground for mosquitoes, staff is looking into ways to alleviate the
problem, As a final item of his report, Mr. Ray introduced the character trait for the month of
September - Diligence.

Mr. Rooney said that the City Council approved Ordinance #704 on March 19, 2002, closing to
the public a mutual access easement. That ordinance contains a scrivener's error within the legal
description. Ordinance #704, Amended corrects that legal description. Mr. Helm moved,
seconded by Mr. Cochran, to approve Ordinance #704, Amended.

Mr. Lutz said that JL T Corporation was awarded a contract in September 2001 for street repairs
at various locations throughout the City of Owasso. The contract amount was $189,400.
Previous pay requests have totaled $179,930. An inspection was conducted on June 25th,
resulting in rework of five sites. All repairs and rework have now been completed and staff
recommended that the work be accepted and final payment be made, Mr. Helm moved,
seconded by Mr. Cochran, to accept the work performed under the contract and authorize final
payment, including retainage, in the amount of$9470.

died at the age of 90,
ITEM 13: NEW BUSINESS.
Ms, Kimball thanked the police and fire departments for their response to several incidents that
have occun'ed recently. Mayor Brogdon read a letter from Mr. Dee Sokolosky, expressing his
thanks to Chief Yancey for informing the other banks about the robbery at the Exchange Bank
and the outcome.

Mr, Cates expressed his appreciation at being back after having to be away for a while.

Owasso City Council
Chief Yancey reported on the bids received for the emergency equipment for the new police
vehicles. Bids were received from three vendors, with Oklahoma Police Supply offering the
lowest bid. Staff is also requesting the purchase of communications equipment to outfit the new
vehicles and the four officers recently added to the department's staff. Communications
equipment will be purchased from Total Radio and is within the City Manager's spending limit.
The item will be on the September 1 ih City Council agenda for action.
ITEM 3: DISCUSSION RELATING TO THE PURCHASE OF POLICE VEHICLE,
Ms. Willson updated the Council on the progress of a wide area network to link the city hall
facility with all other city facilities. Staff has received proposals for several different types of
solutions, The best solution appears to be a wireless connection from each of the satellite
locations to City Hall. InfiNETe Technology Solutions has quoted a cost of $13,250 for
hardware and installation. Funds are available in the Capital Improvement Projects
Computerization Fund. Installation would take approximately four to eight weeks from the time
the order is placed,

Mr. Ray discussed the monthly financial reports in the absence of Ms. Bishop, Ward boundaries
and redistricting was also discussed. There is still some fine tuning to do on the boundaries. A
public hearing will be held before the new boundaries are taken to the Council for action.
ITEM 6: REPORT FROM CITY MANAGER.
Mr. Rooney discussed the bids received for lighting at the Sports Park. This item will appear on
the September 1 ih City Council agenda for action. He also discussed several items that will be
forwarded to the Council from the Planning Commission. The annexation request northwest of
the city was approved by the Planning Commission and will go to the Council for action.
Council can expect a protest by several area residents, Mr. Rooney said that there will be 25
Block Parties held on September 14th. Several of them have requested visits from Police, Fire,
and Public Works. Funds have been budgeted for replacement of carpet and replacement of
some furniture at the Fire Station, and that project is proceeding.
ITEM 5: REPORT FROM ASSISTANT CITY MANAGER.
Mr. Can discussed the bids received for the purchase of a backhoe for the Street Department.
The bid document included a base bid, an alternate bid for four-wheel drive, an alternate for a
ditching bucket with smooth cutting edge, and an alternate for a trade-in for the existing 1984
John backhoe. Discussion led to a request that we see if we can realize more from the
1984 backhoe by advertising its sale on Ebay. Staffwill see how this item can best be addressed
on the September 1 ih agenda. Mr. Carr also discussed the Toxicity Reduction Evaluation Plan
required under the terms of our wastewater discharge permit. Under the terms of the pelwit, the
City of Owasso is required to conduct reducing Whole Effluent Toxicity biomonitoring tests on a
quarterly basis, using two live biological test organisms. Results from the biomonitoring tests
initiated April 15, 2002 suggested that the discharged effluent inducted significant lethality.
Tests on May 27, 2002 and June 25,2002 produced the same results. Staff met with DEQ and
was instructed to submit the required TRE Plan in confOlwance with the stipulated time in the
discharge permit even though it is believed that construction activity at the Wastewater
Treatment Plant may have been responsible for the toxicity. The plan was submitted on August
27, 2002, but has not yet been officially approved by DEQ. The plan includes six tiers of effort
designed to achieve compliance with water-quality-based effluent limits, Mr. Carr also
discussed the street projects cUlTently in progress, as well as the status ofthe water master plan.

In August 2002, bids were advertised and proposal packets were mailed to five (5) prospective
vendors. Three (3) bids were received on August 22nd. A bid summary including alternates is
tabulated below,
BID ANALYSIS:
Item #3 - Existing equipment trade-in allowance: to offset the cost of nonstandard
components, a trade-in allowance was included for the existing 1984 John Deere
310B backhoe. Due to age and deteriorating condition, this equipment is seldom used
and appropriate only for light-duty applications.
Item #2 - Ditching bucket: smooth cutting edge for enhancing appearance of drainage
ditches.
Item #1 - Four-wheel drive with limited slip differential: Beneficial for operations in
drainage channels and other remote locations.
Streets Division personnel requested the backhoe be equipped with 4-wheel drive and a
nonstandard digging bucket for drainage ditch maintenance, Three (3) alternates were included
in the bid proposal in order to provide flexibility for the bid award and accurately reflect costs
associated with each item. These items are:
EQUIPMENT SPECIFICATION:
The FY 02-03 Public Works Department Streets Division budget includes funds in the amount of
$60,000 for the purchase of a new backhoe loader. Presently, the Streets Division utilizes a
single backhoe (1995 Ford Model 555) for all excavation requirements. Due to the expansion of
city limits, a higher demand is placed on the division to perform road repairs and drainage
improvement projects. The new backhoe is needed to meet increasing work demands and provide
redundancy in the event of equipment breakdown or extended down time for repairs.

Staff fmiher recommends that the Council award a bid to OCT Equipment Inc, Tulsa, OK for the
purchase of a current production model 4-wheel drive Case 580M Turbo backhoe loader
including 24-inch ditching bucket, in an amount not to exceed $52,178.63, and authorize
payment.
At the Work Session on September 101h, Council indicated a desire for staff to receive bids on
the 1984 John Deere backhoe listed as a trade in the bid documents (Alternate #4), Therefore,
staff recommends that the City Council declare the 1984 John Deere 310B backhoe loader as
surplus to the needs of the City, set a minimum value of $7500, and authorize staff to solicit bids
and sell the equipment to the highest bidder.
RECOMMENDATION:
The FY 02-03 Streets Division Budget includes $60,000 in Capital Outlay (01-300-54400) for
the purchase of a new backhoe loader.
FUNDING SOURCE:
Evaluation of the bids indicated that OCT Equipment (Tulsa, OK) is the apparent low bidder at
$44,678.63 (including all alternate bid items). The bid submitted by OCT Equipment provides a
backhoe that meets a majority of the specifications, Some exceptions were noted that related
only to manufacturer design differences. It was in the opinion of staff that the exceptions will not
affect equipment perfOlmance capabilities.

6, PAYMENT - As with all public trust authorities in Oklahoma, payment must be approved
and signed on a claims list by the proper Trust authority. Payment shall be made only after
complete and acceptable delivery of the equipment, in accordance with these specifications.
The Owasso City Council/Owasso Public Works Authority meets regularly on the first and
third Tuesday of every month,
5. INSPECTION - An acceptance inspection shall be conducted between the supplier and the
Authority before delivery will be accepted. The inspection date shall be at the Authority's
convenience. All discrepancies noted during the inspection shall be remedied at the
supplier's prior to payment for this equipment.
4. BIDS - The purchaser reserves the right to reject any or all bids and to waive any or all
technicalities, informalities, or other minor deviations from the bid document.
3 . WARRANTY - A manufacturer's and/or dealer's warranty shall be supplied to cover
replacement parts and labor costs. The manufacturer agrees to promptly replace any part or
parts which by reason of defective materials, workmanship, or installation fail under normal
use. Such replacement must be free of charge to the owner. Warranty will be for a period of
twelve (12) months from the date of delivery on parts and labor, and twenty-four (24) months
from the date of delivery on the power train, The dealer and/or manufacturer is expected to
have adequate stock of replacement parts available to service the equipment within a
reasonable time.
2. PRICING - The price submitted in any proposal shall include all items of labor, materials,
tools, equipment, and other costs necessary to fully prepare the equipment for delivery. Any
items of labor omitted from the specifications which are clearly necessmy for the proper
delivery of the equipment, shall be considered a portion of such specifications although not
directly specified or called for in these specifications. Price quoted shall remain effective for
a period of sixty (60) days after opening of bids.
1. EXEMPTION - Purchaser is exempt from payment of an federal, state and local taxes
in connection with the purchase. Said taxes must not be included in bid pdces. The
necessary tax exemption certificate will be provided by the City Clerk upon request.
The following is a comprehensive list of specifications for a backhoe loader to be purchased for
the Owasso Public Works Authority, Equipment shall be new, of current production model and
shall be provided with all standard equipment as provided by the manufacturer. the time
delivery, the tractor shall not more than ten (10) hours on the meter.

12. PROPOSED COST - It is not the policy of the Owasso Public Works Authority to negotiate
the price after the vendor is selected. The supplied bid form shall include one price for the
basic specified equipment. All bids delivered to the City/Authority shall be sealed and
visibly marked SEALED BID.
11. VENDOR CONTACT - Any proposal accepted will be incorporated into the contract which
the Owasso Public Works Authority will enter into with the vendor.
10. PRIOR INFORMATION - Any information which may have been released either orally or in
writing prior to the issuance of this bid request shall be deemed preliminary in nature and
bind neither the Owasso Public Works Authority nor the vendor.

services of another company, the Owasso Public Works Authority will hold the bidder
responsible for those outside services.

On Monday, September 9, 2002, the Owasso Planning Commission unanimously approved the
request to close the southern 5' utility easement of Lot 3, Block 6, and the northern 5' utility easement
of Lot 4, Block 6, Sawgrass Park at Bailey Ranch, Ordinance No, 717, attached for your review,
would allow the Council to close the above described utility easement.
PLANNING COMMISSION:
Requests for input from the Technical Advisory Committee were sent via the T AC Agenda packet to
SW Bell, Cox Cable, PSO, and ONG; as well as City utilities. The TAC meeting was conducted on
August 12, 2002 at 2:00 PM in the Main Conference Room at City Hall. No comments were
received regarding the easement closing at that meeting with the exception of PSO requiring that a
new easement be recorded prior to energizing the new line,
TECHNICAL ADVISORY COMMITTEE:
The applicant is seeking the closure of the easement in an effort to complete the approval of OLS 02-
04, a lot split application. The applicant requested the lot split in order to construct single family
homes with sufficient lot widths to provide for three car garages, thereby creating the need to close,
vacate and relocate the easement. Both adjoining properties are vacant, however Public Service
Company does have an electric line located within the easement. Included with your packet is a letter
stating that the applicant will coordinate the relocation of the line with PSO.
ANALYSIS:
The City of Owasso has received a request for the closing of a utility easement from Mr, Bill Easley,
agent for Stanford Homes. The subject property is located approximately 150 feet south of the E.
105th Street North and N. 116th Avenue. More specifically, the applicant is requesting to close a
utility easement described as the southern 5' utility easement of Lot 3, Block 6, and the northern 5'
utility easement of Lot 4, Block 6, Sawgrass Park at Bailey Ranch. A location map has been attached
for your information and review.

without expense to the municipality. Closing of the public way or easement shall not affect
the right to maintain, repair, reconstruct, operate or remove utility, public service
corporation, or transmission company facilities of service therein, nor shall a closing affect
private ways existing by operation of law unless released in writing by the owners thereof,

WHEREAS, the above holders of franchise or purported holders of a franchise that may purport to
have a special right or privilege to use said utility easement have waived their objections to the
closure of said easement, if any,
WHEREAS, pursuant to Title II, Oklahoma Statutes, Section 42-110, the only holders of a franchise or
purported holders of a franchise that may purport to have a special right or privilege to use said
utility easement are Public Service Company of Oklahoma, andlor Oklahoma Natural Gas
Company, andlor Southwestern Bell Telephone Company, andlor Cox Communications

The Owasso Planning Commission reviewed this request at their September 9, 2002 meeting and
unanimously recommended approval of the request.
PLANNING COMMISSION:
The Technical Advisory Committee at their August 12, 2002 regular meeting reviewed the plat
amendment. At that meeting, utility companies and City departments are afforded an opportunity
to comment on the proposed amendment and cite any concerns regarding the request. No
opposing comments were received.
TECHNICAL ADVISORY COMMITTEE:
The structure located on Lot 1, Block 8, currently encroaches into the front building line by
approximately 4 feet. The encroachment into the front building line of Lot 9, Block 3, is
approximately 1.5 feet. Normally, staff would require that this issue be resolved through a
variance request to the Board of Adjustment, However, given the necessity to resolve the issue
and the lack of sufficient justification necessary for the approval of a variance, namely the
hardship criteria, staff has no objections to the request. The lot(s) in question are corner lots, and
visual inspection by staff shows little, if any noticeable impact.
ANALYSIS:
As a requirement for amending a plat, the applicant must supply the City of Owasso with the
signatures of 60 % of the property owners within the addition endorsing the approval of the
proposed amendment. Copies of those signatures are available for your review.
The City of Owasso has received a request fTom Mr. John Cook, agent for TLC Homes to
review a plat amendment to Country Estates V, amending the deed of dedication, More
specifically, to amend the previously approved building setback lines of Lot 1, Block 8, and Lot
9, Block 3, from 25 feet to 21 feet and from 25 feet to 23,5 respectively. A general area map and
a site specific map are included in your packet.

The Technical Advisory Committee reviewed the final plat for Brookfield Crossing at its July
31, 2002, regular meeting. At that meeting, utility providers, as well as staff, are afforded an
opportunity to comment on the proposed plat and request necessary corrections and/or additions.
The following comments were made regarding the Brookfield Crossing final plat submittal at that
meeting:
1. The entrance street off of E. 116lh Street North needs to be labeled "North 117th East
Avenue"
2. The street in the northeast corner of the addition needs to be labeled "North 119tl1
East Avenue"
3. Lot 24 of Block 1 needs to be addressed "11901"
4. Lot 25 of Block 1 needs to be addressed" 11903"
5. PSO requested a 10' utility easement on the common lot lines of Lots 20 and 21 of
Block 2 (5' on each lot)
6. Washington County requested a copy of the 50' utility easement that has been filed by
separate instrument (see northwest portion of plat)
7. Typo correction in Section II, Item A
8. Add language regarding "underground storm water pipes" in Section II, Item B
9. Section II, Item E to be changed to "The developer or his agent shall maintain or
cause to be maintained all common areas, landscaped easements, perimeter fencing
along E. 116111 Street North, reserves and onsite detention facilities as depicted on the
accompanying plat and planned unit development until such time that a Homeowner's
Association is formed"

BACKGROUND
The City of Owasso has received a request from Brookfield Crossing, LLC to review a final plat
for Brookfield Crossing Addition. Brookfield Crossing Addition is located northeast of the
northeast corner of E. 116th Street North and Garnett Road. A location map is included on the
plat contained within your packet. The proposed plat contains 134 residential lots zoned RS-3
(Residential Single-Family High Density) and totals 38.4 acres, more or less. The preliminary
plat for Brookfield Crossing was approved by the Planning Commission at its June 2001 , regular
meeting.

Staff recommends Council approval of the fInal plat for Brookfield Crossing as submitted.
Permits for the construction of wastewater improvements have been applied for and obtained
through DEQ. These permits are attached for your information and review. The Planning
Commission reviewed this request at their August 12, 2002, regular meeting and unanimously
recommended approval of final plat.
Other improvements that will be required with this addition are the installation of sidewalks
along the arterial street frontage (E. 116th Street North) as well as acceleration/deceleration lanes.
A Storm Siren Fee of $16/acre, or $614.40, will also be collected prior to obtaining signatures
on the plat.

Staff recommends Council approval and authorization of payment for the purchase and installation of
ball field lighting on Fields #10 and #11 at the Owasso SpOlis Park from KC Electric of Enid, OK at a
cost of$54,995.00.
RECOMMENDATION:
Funds for the purchase and installation of the ball field lighting were included within the Capital
Outlay portion of the Parks Department budget in the amount of$80,000.
FUNDING:
KC Electric of Enid, Oklahoma was the qualifying low bidder. Although not previously awarded a
contract with the City of Ow as so for lighting, a review of the references ofKC Electric were positive,
with work being completed recently in the Town of Skiatook.
All bids were to be received by September 5, 2002 at 2:00 PM. The City of Owasso received the
following bids:

Shawnee Lighting - Shawnee, OK $ 61,203.00
Dan Dill Electric - EI Reno, OK $ 61,450.00

BACKGROUND:
In August, the Parks Depmiment began the process of advertising for bids in order to provide lighting
to the two remaining ball fields (Fields #10 and #11) at the Owasso SpOlis Park. The ball field
lighting is the next scheduled improvement at the Owasso Sports Park and a total of $80,000 was
included in the FY 2002-2003 Park Maintenance budget for this purpose.

This request is for Council approval of the purchase of said equipment in the amount of
$29,572.00 from Oklahoma Police Supply.
REQUEST:
After careful consideration and evaluation the department has prepared the attached list in order
to outfit the newly acquired vehicles. The manufacturer provides a five-year, 100,000 hour
warranty on the light bars, which far exceeds other light bars in the profession. To ensure
delivery of the equipment on or about the same time the vehicles arrive, the department must
place the order within the immediate future.
Oklahoma Police Supply offered most of the equipment at cost, just to obtain some of the
department's business. The vendor also made available to officers a display of the latest and
safest equipment in the industry in order for the officers to form some of the recommendations
made.
The committee considered four major areas when choosing the right equipment -- those being
officer safety, dependability, conducive to work environment and cost. Upon completion of the
Car Committee's recommendations and specifications, the staff sought competitive pricing from
three vendors through the sealed bid process. Bidders were given until August 15, 2002 to return
their sealed bids. The vendor returning the overall lowest bid was Oklahoma Police Supply in
Tulsa, Oklahoma.
The 2002-2003 operating budget for the Owasso Police Department contains $55,000 in funding
for the purchase of equipment/communications to outfit eight additional vehicles to the
department's fleet. For several years the department has received suggestions from the
depariment's "Car Committee" on desired equipment that best suits the needs of the department
and the officer.

ATTACHMENTS:
Staff recommends that the Owasso City Council award a bid for the purchase of emergency
equipment in the amount of $29,572.00 to Oklahoma Police Supply in Tulsa, Oklahoma. The
staff also recommends that the Owasso City Council approve the purchase of communications
equipment in the amount of$14,000.00 from Total Radio in Tulsa, Oklahoma.
RECOMMENDATIONS:
If approved for purchase of emergency equipment, funding is available in the FY 2002-2003
Capital Improvements Budget, line item 01-201-54500. Funding to purchase the vehicle
communications equipment (eight mobile radios) is available in the 2003 Capital Improvements
Budget, line item 01-201-54500. Funding to purchase the officer handheld radios is available in
the 2003 Capital Improvement Budget, line item 01-201-54400.
FUNDING:
This request is for Council approval of the purchase said communications equipment in the
amount of$14,000.00 from Total Radio of Tulsa, Oklahoma.
REQUEST:
With the increase in vehicles and staff the department is seeking to purchase eight mobile and
five handheld radios.
Recently Support Services Director Larry White obtain competitive plicing from Total Radio on
communications equipment needed to outfit the eight newly acquired police vehicles and the
additional four officers recently added to the department's staff.
Currently the department uses Motorola radios as the primary means of 2-way communications.
For several years now the department and city have chosen to use Motorola as the brand of
choice. In dealing with Motorola, almost all, if not all vendors use the same pricing list on all
their equipment. Because of convenience and service availability, the City of currently
utilizes Total Radio of Tulsa, Oklahoma for service and product acquisition.

protection and output-short protection. They shall operate from 10-16 VDC with no degradation
in flash rate, and shall operate through a temperature range of -30 degrees Celsius to 60 degrees
Celsius. The lightbar shall be designed to have up to eight (8) lamps to the front, eight (8) lamps
to the rear, and one (1) on each end. Each lamp module position shall have a choice of five (5)
single-layer colored lens sections, independent of the others. The lenses shall be constructed of
polycarbonate with built-in spreader optics and a horizontal non-fluted strip across the center of
each lens for maximum light output at the "zero" H-V point. The LED panel must be mounted
within the lightbar. Systems in which the LED panel/lens assembly makes up the outside
configuration ofthe lightbar are not acceptable.

corner module shall consist of twelve (12) high output LED's permanently mounted within a
single "removable" highly mirrored parabolic reflector for maximum light output. The twelve
(12) LED's shall be mounted in a straight line and have a single diffuser panel mounted in front
of them for maximum light output. An halogen lamps shall be snap-in style and must be
mounted in deep-dish, highly mirrored reflectors for maximum light output. All front-facing
LED panels shall be the same design as the LINEAR 12 described above, but shall contain eight
high output This will allow for placement of this lighthead in any inboard position.

1.08 The four comer LINEAR 12's must be identical, and all other lightheads must be 500
Series, whether LINEAR 8, halogen or TIR 6 LED's. This will insure low replacement part
counts and easy servicing.

1.07 The lightbar shall have two (2) LINEAR 12's two (2) flashing take down lights and
four (4) LINEAR 8 LED's to the front; two (2) LINEAR 12's and a 6 lamp TIR 6 LED Traffic
Advisor to the rear; and two (2) alley lights.

1.06 The ballast and the I/O module shall be 100% solid state with built-in reverse-polarity
protection and output-short protection. They shall operate from 10-16 VDC with no degradation
in flash rate, and shall operate through a temperature range of -30 degrees Celsius to 60 degrees
Celsius. The lightbar shall be designed to have up to eight (8) lamps to the front, eight (8) lamps
to the rear, and one (1) on each end. Each lamp module position shall have a choice of five (5)
single-layer colored lens sections, independent of the others. The lenses shall be constructed of
polycarbonate with built-in spreader optics and a horizontal non-fluted strip across the center of
each lens for maximum light output at the "zero" H-V point. The LED panel must be mounted
within the lightbar. Systems in which the LED panel/lens assembly makes up the outside
configuration ofthe lightbar are not acceptable.

1.05 The lightbar shall have linear LED Modules in the four corners. Each LINEAR 12
comer module shall consist of twelve (12) high output LED's permanently mounted within a
single "removable" highly minored parabolic reflector for maximum light output. The twelve
(12) LED's shall be mounted in a straight line and have a single diffuser panel mounted in front
of them for maximum light output. All halogen lamps shall be snap-in style and must be
mounted in deep-dish, highly minored reflectors for maximum light output. All front-facing
LED panels shall be the same design as the LINEAR described above, but shall contain eight
(8) high output LED's. This will allow for placement of this lighthead in any inboard position.
The rear inboard LED panels shall contain a maximum of six (6) [two rows of three] high output
within the lighthead. The lighthead shall contain the ballast. TIR lens and outer lens.
This lighthead must be the same height and width as the halogen lighthead to ensure that
they :may placed in any inboard or alley position the lightbar. All LED's must produce a
minimum of 90 degree light pattern. LED panels that do not produce significant light output at
45 degrees are not acceptable.

3.01 The system shall be warranted by the manufacturer to the user directly to be free from
defects of material or workmanship for a period of twenty-four (24) months from date of
purchase (no warranty is offered on optical plastic parts and halogen bulbs)o Ballasts shall be
warranted for a period of two (2) years; LED's shall be warranted for a period of five (5) years.
Written proof of this warranty by the manufacturer must be furnished by the bidder and attached
to the bido

2.06 Each slide switch function shall have its own colored LED indicator, and each of the
six push-button switches shall have its own back-lit legend tab. This will help in identifying the

2.05 The power control must have two sets of pigtails with AMP Mate-N-Lock connectors
on the rear of the unit to control all the light functions, a 9-position socket connector to control
alllightbar functions, and a 4-position socket connector for power, ground, and accessories.

2.04 The power control center shall come completely assembled with a four-position slide
switch that is dip switch programmable and six push-button switches that directly interface with
the lightbars listed above. The last switch will be a momentary switch that is a closed circuit to
control low power, gun lock, or trunk lock application.
2.03 The power control center must be mounted within an all-aluminum extruded housing.
The chassis must be capable of being removed via four screws and sliding the control center out
from the front. The face of the unit shall be covered by a shroud to reduce light reflection on the
cpntrol face. There shall also be a groove along each side of the unit for the adjustable bail
bracket to mount to.. This allows the whole unit to be removed for ease of servicing.
