without Internet email accounts, could communicate through our internal
email system.

After identifying the problems associated with the existing LANs, I looked at what
should be accomplished by building a WAN. It was my goal to:
The Goals
One of the problems with having four separate Local Area Networks (LANS) is
that each has to be maintained at its current location. Another problem is that
users cannot send Intemal email through the Exchange Server to one another
and share files or resources.
After moving into the new City Municipal Building, I began looking at possible
solutions to setting up a Wide Area Network (WAN) linking the City Municipal
Building Network to all other city facilities.

Funding for this project is available from the Capital Improvement Projects
Computerization Fund. The project will cost $13,250 for hardware and
installation. Infinite Technology Solutions has given the City a quote for this
amount. Additional hardware will be purchased for approximately $2000, to have
on hand, in the event repairs ever need to be made. Rusty McMurray with Infinite
has been contracted by the City in the past to configure and maintain the network
computers when there was an absence of staff in the I.S. Department. Infinite is
in the process of installing a Wide Area Network for the City of Claremore and
has completed wireless networks in the Tulsa Area, as well.
The facilities that would be served by this WAN would be the City Municipal
Building (including the Police Department), Public Works, the Fire Department
Bailey Ranch Golf Club, the Community Center, Support Services, the Recycle
Center, the Animal Shelter and Wastewater Treatment. The last four facilities
would be set up in a wireless campus and linked to the City Municipal building
from Support Services. A diagram on the following page depicts the connections.
It would take approximately four to eight weeks from the time we order to
installation. During that time, there could be an occasional disruption to daily
network activity.
Wireless is a feasible alternative with no monthly recurring expenses, unless you
contract for support. The Owasso schools have successfully used wireless
connections to link their campuses. The proposed Wide Area Network (WAN)
solution for the City of Owasso, as proposed by Infinite Technology Solutions,
would consist of Wireless connections from each of the locations to the City
Municipal Building.

This request is for Council approval of the purchase of said equipment in the amount of
$29,572.00 from Oklahoma Police Supply.
REQUEST:
After careful consideration and evaluation the department has prepared the attached list in order
to outfit the newly acquired vehicles. The manufacturer provides a five-year, 100,000 hour
warranty on the light bars, which far exceeds other light bars in the profession. To ensure
delivery of the equipment on or about the same time the vehicles anive, the depmiment must
place the order within the immediate future.
Oklahoma Police Supply offered most of the equipment at cost, just to obtain some of the
department's business. The vendor also made available to officers a display of the latest and
safest equipment in the industry in order for the officers to form some of the recommendations
made.
The committee considered four major areas when choosing the right equipment - those being
officer safety, dependability, conducive to work environment and cost. Upon completion of the
Car Committee's recommendations and specifications, the staff sought competitive pricing from
three vendors through the sealed bid process. Bidders were given until August 15,2002 to return
their sealed bids. The vendor returning the overall lowest bid was Oklahoma Police Supply in
Tulsa, Oklahoma.
The 2002..2003 operating budget for the Owasso Police Department contains $55,000 in funding
for the purchase of equipment/communications to outfit eight additional vehicles to the
department's fleet. For several years the department has received suggestions from the
department's "Car Committee" on desired equipment that best suits the needs of the department
and the officer.

Staff recommends that the Owasso City Council award a bid for the purchase of emergency
equipment in the amount of $29,572.00 to Oklahoma Police Supply in Tulsa, Oklahoma. The
staff also recommends that the Owasso City Council approve the purchase of communications
equipment in the amount of$14,000.00 from Total Radio in Tulsa, Oklahoma.
RECOMMENDATIONS:
If approved for purchase of emergency equipment, funding is available in the FY 2002-2003
Capital Improvements Budget, line item 01-201-54500. Funding to purchase the vehicle
communications equipment (eight mobile radios) is available in the 2003 Capital Improvements
Budget, line item 01-201-54500. Funding to purchase the officer handheld radios is available in
the 2003 Capital Improvement Budget, line item 01-201-54400.
FUNDING:
This request is for Council approval of the purchase said communications equipment in the
amount of$14,000.00 fi"om Total Radio of Tulsa, Oklahoma.
REQUEST:
With the increase in vehicles and staff the department is seeking to purchase eight mobile and
five handheld radios.
Recently Support Services Director Larry White obtain competitive pricing from Total Radio on
communications equipment needed to outfit the eight newly acquired police vehicles and the
additional four officers recently added to the department's staff.
Currently the department uses Motorola radios as the primmy means of 2-way communications.
For several years now the department and city have chosen to use Motorola as the brand of
choice. In dealing with Motorola, almost all, if not all vendors use the same pricing list on all
their equipment Because of convenience and service availability, the City of Owasso currently
utilizes Total Radio of Tulsa, Oklahoma for service and product acquisition.

1.06 The ballast and the I/O module shall be 100% solid state with built-in reverse~polarity
protection and output-short protection. They shall operate from 10-16 VDC with no degradation
in flash rate, and shall operate through a temperature range of -30 degrees Celsius to 60 degrees
Celsius. The lightbar shall be designed to have up to eight (8) lamps to the front, eight (8) lamps
to the rear, and one (1) on each end. Each lamp module position shall have a choice of five (5)
single~layer colored lens sections, independent of the others. The lenses shan be constructed of
polycarbonate with built-in spreader optics and a horizontal non-fluted strip across the center of
each lens for maximum light output at the "zero" H-V point. The LED panel must be mounted
within the lightbar. Systems in which the LED panelllens assembly makes up the outside
configuration of the lightbar are not acceptable.

1.05 The lightbar shall have linear LED Modules in the four comers. Each LINEAR 12
corner module shall consist of twelve (12) high output LED's permanently mounted within a
single "removable" highly mirrored parabolic reflector for maximum light output. The twelve
(12) LED's shall be mounted in a straight line and have a single diffuser panel mounted in front
of them for maximum light output. All halogen lamps shall be snap-in style and must be
mounted in deep-dish, highly min.ored reflectors for maximum light output. All front-facing
LED panels shall be the same design as the LINEAR 12 described above, but shall contain eight
(8) high output LED's. This will allow for placement this lighthead any inboard position.

3.01 The system shall be warranted by the manufacturer to the user directly to be free from
defects of material or workmanship for a period of twenty-four (24) months fi'om date of

warranted for a period of two (2) years; LED's shall be warranted for a period of five (5) years.
Written proof of this warranty by the manufacturer must be furnished by the bidder and attached

Item #3 - Existing equipment trade-in allowance: to offset the cost of nonstandard
components, a trade-in allowance was included for the existing 1984 Jolm Deere
310B backhoe, Due to age and deteriorating condition, this equipment is seldom
used and appropriate only for light-duty applications,
Item #2 - Ditching bucket: smooth cutting edge for enhancing appearance of
drainage ditches.
Item #1 - Four-wheel drive with limited slip differential: Beneficial for operations
in drainage channels and other remote locations.
Streets Division personnel requested the backhoe be equipped with 4-wheel drive and a
nonstandard digging bucket for drainage ditch maintenance, Three (3) alternates were included
in the bid proposal in order to provide flexibility for the bid award and accurately reflect costs
associated with each item. These items are:
EQUIPMENT SPECIFICATION:
The FY 02-03 Public Works Depmiment Streets Division budget includes funds in the amount of
$60,000 for the purchase of a new backhoe loader. Presently, the Streets Division utilizes a
single backhoe (1995 Ford Model 555) for all excavation requirements. Due to the expansion of
city limits, a higher demand is placed on the division to perform road repairs and drainage
improvement projects. The new backhoe is needed to meet increasing work demands and provide
redundancy in the event of equipment breakdown or extended down time for repairs.

Staff recommends Council declare the 1984 John Deere 310B backhoe loader surplus to the
needs of the City and approve the purchase of a current production model 4-wheel drive Case
580M Turbo backhoe loader including 24-inch ditching bucket, and trade-in of the surplus
equipment in the total amount of $44,678,63 from OCT Equipment lnc" Tulsa, OK.
RECOMMENDATION:
The FY 02-03 Streets Division Budget includes $60,000 in Capital Outlay (01-300-54400) for
the purchase of a new backhoe loader.
FUNDING SOURCE:
Evaluation of the bids indicated that OCT Equipment (Tulsa, OK) is the apparent low bidder at
$44,678.63 (including all alternate bid items). The bid submitted by OCT Equipment provides a
backhoe that meets a majority of the specifications, Some exceptions were noted that related
only to manufacturer design differences. It was in the opinion of staff that the exceptions will not
affect equipment performance capabilities.

In August 2002, bids were advertised and proposal packets were mailed to five (5) prospective
vendors, Three (3) bids were received on August 22nd, A bid summary including altemates is

6, PAYMENT - As with all public trust authorities in Oklahoma, payment must be approved
and signed on a claims list by the proper Trust authority. Payment shall be made only after
complete and acceptable delivery of the equipment, in accordance with these specifications.
The Owasso City Council/Owasso Public Works Authority meets regularly on the first and
third Tuesday of every month,
5. INSPECTION - An acceptance inspection shall be conducted between the supplier and the
Authority before delivery will be accepted. The inspection date shall be at the Authority's
convenience. All discrepancies noted during the inspection shall be remedied at the
supplier's prior to payment for this equipment.
4. BIDS - The purchaser reserves the right to reject any or all bids and to waive any or all
technicalities, infoffi1alities, or other minor deviations from the bid document.
3. WARRANTY - A manufacturer's and/or dealer's warranty shan be supplied to cover

parts which by reason of defective materials. workmanship, or installation fail under normal

have adequate stock of replacement parts available to service the equipment within a

2. PRICING - The price submitted in any proposal shall include all items of labor. materials,

Part II, Section A.2.b. of the Treatment Facility discharge pem1it states that if either one of
the two mandated retests demonstrate toxicity, the pem1ittee shall initiate a Toxicity
Reduction Evaluation (TRE) and the TRE initiation date will be the test completion date of
the first failed retest. City staff and consultants met wi th representatives of the Oklahoma
Department of Environmental Quality on August 6,2002 to discuss what were believed to be
important related issues and establish the need to proceed with the TRE at this time.
Presently, construction to upgrade the wastewater treatment plant is occurring. Staff and the
consultants proposed the possibility that the construction activities, as well as the recent
spraying of herbicide around the plant, may have caused the observed toxicity,
Representatives from DEQ agreed (in theory) that the construction activities could have been

effluent induced significant lethality, In confonnance with testing procedures, valid retests
were completed (May 27,2002 and June 25, 2002) with the same results.
Testing is performed in the laboratory using treated wastewater samples from the
treatment plant effluent. The test organisms are placed in undiluted effluent and the
survival rate is determined. Essentially, the permit defines failure ofthe test as
anything less than 100% survival.

The complete TRE program is a two-phased approach and includes six tiers of effort
designed to achieve compliance with water-quality-based effluent limits, If this work
becomes necessary, laboratory testing, evaluations and reporting can become costly, Costs
will depend on the results obtained in each tier and the needs to proceed to the next tier in the
plan. A preliminary total estimated cost of $50,000 - $75,000 is projected at this time,
It is important to note that, in confonnance with the permit requirements, we only need to
continue what we have been doing (to conduct the quarterly compliance biomonitoring), No
additional TRE toxicity screening tests are required unless toxicity is again observed during
the compliance tests. Iftoxicity is again observed, the appropriate laboratory procedures as
required by the TRE program will be perfonned.

May 27,2002, The first retest of effluent induced toxicity to C, dubia, A second retest was completed
June 25, 2002 and results again indicated significant lethality to C, dubia, In all tests, the effluent induced
significant acute toxicity within 48-hours of the test initiation, Part II, Section A.2,b, of the plant's OPDES
permit states that if either one of the two mandated retests demonstrate toxicity, the permittee shall
initiate a Toxicity Reduction Evaluation (TRE) and the TRE initiation date will be the test completion date

The following document provides a proposed work plan and schedule for identifying and reducing Whole
Effluent Toxicity (WET) from the City of Owasso, Oklahoma Wastewater Treatment Plant. Under the
terms of Oklahoma Department of Environmental Quality (ODEQ)/U,S, Environmental Protection Agency
(EPA) permit (PERMIT), OK0020303, the City of Owasso was required to conduct the following WET tests
on a quarterly basis:

INTRODUCTION
The objectives of Phase II (Tiers IV, V and VI) will be to identify specific toxicants for possible source
control or design of a treatment system to remove the toxicant(s), Following characterization and/or
identification, the most appropriate toxicity control method for reducing toxicity in the final effluent will be
determined, Finally, Toxicity Control Confirmation will be implemented to evaluate and confirm the
effectiveness of the toxicity control method, A Toxicity Control Program will be initiated to ensure
compliance following the completion of the TRE study. Upon completion of the TRE program, the City will
develop an implementation schedule for the toxicity control measures identified during the study, This
schedule will be submitted in the Final TRE Report to ODEQ for review and acceptance,
A two-phased, multi-tiered approach will be utilized to conduct this TRE program, Phase I (Tiers I, II, and
III), consists of background data review, treatment plant and operations evaluations, and cllaracterization
studies will be deferred until warranted, Upon observation of toxicity during the quarterly biomonitoring,
the Phase I activities will be initiated, The Phase I activities are conducted to evaluate and define study
objectives for the entire project and provide preliminary information as to the potential cause and source of
the toxicity, A formal Toxicity Identification Evaluation (TIE) study will be conducted, as warranted, to
complete the final tier of Phase I. The goal of the TIE will be to profile, identify and confirm the toxic
substance(s) causing effluent toxicity, The TIE will include three general phases: characterization,
identification, and confirmation, Ultimately, the process will result in recommendations for the appropriate
direction to take for removing the toxicant(s) in Phase II of the study,
As directed by USEPA and ODEQ, the TRE program must be designed to confirm the chemicals or
practices responsible for causing toxicity and to determine the effectiveness of alternative control options
in reducing the discharge of toxic pollutants, Ideally, the TRE program will establish what parameter or
specific chemicals would be a likely indicator of toxicity for monitoring purposes, The program will
culminate with the development of an implementation schedule for reducing the toxicity,
the collection system, system users, and wastewater treatment processes, while following testing methods
that will be effective and efficient in identifying the toxic substance(s),
