Consideration and Appropriate Action Relating to Change Order #1, a Change Order to a Contract Between the City of Owasso and Davis Construction, Tulsa, OK, for Sidewalk Improvements. Mr Bates Attachment #8 The staff has completed the bidding process, reviewed the bids received, and will recommend that the Council award a contract for a power reversible snow plow to Little Falls Machine Inc, Little Falls, MN in the amount of $6810.00; and authorization for payment. 7. Item E requested approval of Ordinance #691, based on Council action on October 16, 2001 to approve the requested planned unit development amendment and authorize an ordinance. Item F requested approval in the amount of $2364.88 plus associated taxes, fees and costs (total settlement amount of $2699.52), for a wrist injury claim by Julie Williams, an employee at the golf course, per workers compensation court order, representing a 10% permanent partial disability to the right hand, such payments to Ms Williams to be made in an initia11ump-sum payment of $1730.40 and bi-week1y payments of$144.20 until the total amount is paid. Pittman, Poe & Assosciates has submitted a request for annexation of approximately 89.34 acres located 1/4 mile south of E 116th St N & N 145th East ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR ANNEXATION OF AN 89.34-ACRE TRACT OF LAND GENERALLY LOCATED 1/4 MILE SOUTH OF EAST 116TI-I STREELNQRTH AND WEST OF NORTH 145TH EAST AVENUE. Motion carried 5-0. AYE: Brogdon, Williams Armstrong, Helm, Barnhouse NAY: None Ms Sonells said that the Owasso Public Works Department has requested approval of the annexation of a portion of right-of-way located at the southeast corner of the intersection of E 86th St Nand N 145th East Ave. This annexation is required prior to planned improvements of the intersection. The Owasso Planning Commission has reviewed the request and recommended approval. Mr Brogdon moved, seconded by Mr Williams, to approve the requested annexation. ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR ANNEXATION OF RIGHT-OF-WAY CONTAINING .72 ACRES, GENERALLY LOCATED AT THE SOUTHEAST CORNER OF EAST 86TH STREET NORTH AND NORTH 145TH EAST AVENUE (ROGERS COUNTY). Resolution #2001-13 approves action taken by the OPW A authorizing issuance, sale and delivery of promissory notes of the Owasso Public Works Authority to the Oklahoma Water Resources Board. The resolution also ratifies previous lease and revenue pledges between the City and OPW A. Mr Helm moved, seconded by Mr Williams, to adopt Resolution #2001-13, approving action taken by the OPWA. ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING RESOLUTION #2001-13, A. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OW ASSO, OKLAHOMA, APPROVING ACTION TAKEN BY THE OW ASSO PUBLIC WORKS AUTHORITY AUTHORIZING ISSUANCE, SALE AND. DELIVERY OF TWO PROMISSORY NOTES OF THE AUTHORITY TO THE OKLAHOMA WATER RESOURCES BOARD; RATIFYING A CERTAIN LEASE, AS AMENDED; AUTHORIZING DOCUMENTS PERTAINING TO A YEAR-TO- YEAR PLEDGE OF CERTAIN SALES TAXJ~EVENUE~AND CQ~TAININO OTHER PROVISIQNS RELATED THERETO. David Vines has requested a re-p1at for Lots 13 & 14 of Hale Acres 2nd Addition. The Owasso Planning Commission recommended approval at their March 14, 2000 regular meeting. The submittal to the City Council has been delayed while the applicant obtained DEQ permits for sewer and water line extensions. Those permits have now been secured. Mr Williams moved, seconded by Mr Helm, to approve the plat amendment. ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST FOR CITY COUNCIL APPROVAL OF A REPLAT OF HALE ACRES SECOND ADDITION. Motion carried 5-0. AYE: Brogdon, Williams, Armstrong, Helm, Barnhouse NAY: None Ms Sorrells said that Charney and Charney has submitted a petition for annexation of the above- listed propeliy. The Owasso Planning Commission reviewed the request at their October 9, 2001 regular meeting and recommended approval. Mr Brogdon moved, seconded by Mr Williams, to approve the requested annexation. ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A RQUEST FOR ANNEXATION OF A 3.94-ACRE TRACT OF LAND GENERALLY LOCATED NORIUnQEjiASi28~~STREEIJ',rQRIHnAND EAST OF U.S. HIGHWAY 169. Motion carried 5-0. Helm, Brogdon, Annstrong, Williams, Barnhouse NAY: None Ave. The Owasso Planning Commission reviewed the request at their October 9, 2001 regular meeting and recommended approval subject to the submittal of a sealed engineering report or letter confirming the ability of Washington County RWD #3 to provide adequate fire protection prior to approval of any plat associated with the annexed properiy. Mr Mitchell reported that employees will be moving into the new city hall building on November 1ih, and the building will open to the public on November 13th. ITEM 13: REPORT FROM CITY MANAGER Councilor Armstrong had placed this item on the agenda, and requested that it be removed until a later date. ITEM 1 CONSIDERATION AND APPROPRIATE ACTION RELATING TO A DETERMINATION OF RECOVERABILITY OF. TELEPHONE SERVICE PROVIDED TO VOLUNTEER NETWORK OW ASSO. Motion carried 5-0. AYE: Helm, Brogdon, Williams, Armstrong, Barnhouse NAY: None Mr Rooney said that bids were opened on September 4, 2001 for lighting of an additional soccer field at the Sports Park. The lowest bid was $67,911, which exceeded the budgeted amount of $50,000, The City Council rejected the bids and the project was re-bid. Bids were opened on October 2001, with Shawnee Lighting being the apparent low bidder at $51,659. Shawnee Lighting has performed other work at the Sports Park, and the staff has been satisfied with their product. The Parks Department has a carry-over budget in a sufficient amount to address the $1659 over the budgeted amount. Mr Helm moved, seconded by Mr Brogdon, to award a contract for soccer field lighting to Shawnee Lighting Systems, Shawnee, OK in the amount of $51,659.00. ITEM 19: CONSIDERATION AND APPROPRIATE ACTION RELATING TO ANY OF THE MATTERS SET FORTH IN THE FOREGOING EXECUTIVE SESSION. The council returned from executive session at 6:35 p.m. and the Mayor reconvened the open meeting. Mr Williams moved, seconded by Ms Almstrong, that the selection of a Search Committee be tabled to the next regular City Council meeting, and that it be placed on the executive session for discussion. Mr Brogdon moved that Mayor Bat>nhouse, Councilor Helm, and Mr Cates be appointed to the Search Committee. Mayor Barnhouse requested that she not be considered to serve on the Search Committee. She said she is completing her term on the Council and she believes the Search Committee should be comprised of Councilors who are not completing their term. Motion died for lack of a second. The subject property is located approximately 1/4 mile south of E 116th St N and west of N 145th East Ave. The plan and text call for the development of 8.14 acres of OM (Office Medium), 35.92 acres of CS (Commercial Shopping), 10.01 acres of CG (Commercial General), and 35.26 acres ofIL (Light Industrial). The applicant has proposed within the PUD text the option of approximately 14.64 acres of CS (Commercial Shopping) being convelied to RM-2 (Residential Multi-Family High Density). The option will require either rezoning of the subject pOliion or approval of a special exception by the Owasso Board of Adjustment to allow for the use within the CS zoning district. Solicitation was for a monthly bid, including all services except building-wide carpet cleaning, which will be done on a separate contract basis. Celiain secured areas of the police station were excluded and will continue to be cleaned by Department of Con.ections workers during the daytime hours. The City will supply paper goods, hand soap, and trash can lines. Three companies responded to the mandatory walk-through, and two companies returned bids: Jani-King at $1881.00 monthly and Redlee Inc at $1162.99 monthly. November 20,2001 Owasso City Council - 7 - Mr Rooney said that, as he mentioned in the previous item, staff is requesting approval to purchase a pick-up truck for the Parks Department to replace the one totaled in an accident. Staff has contacted the vendor on the state bid list, and they have indicated a 6-8 week delivery time for a Chevrolet Si1verado C1500 at a cost of $14,705. Other vendors with the possibility of matching or beating the state bid price have also been contacted, however, staff has not heard back from all of the vendors. Staff requested that the Council approve the purchase of the pick- up truck from the state bid list or equivalent in the event another vendor is able to match or beat the state bid price. A supplemental appropriation was requested for the purchase of a vehicle for the Parks Department. RECOMMENDATION: The first Tuesday in January, 2002 falls on January 1, a holiday. In past years when this has occurred, the meeting has generally been held on Thursday of the same week. However, in January 2002, Municipal Court is scheduled to be in session on that Thursday. There are five Tuesdays in January 2002, which provides for some flexibility in scheduling. Therefore, staff is requesting that the January City Council meetings be held on the second and fourth Tuesdays (8th & 2211d).
